Resolution number DT/2016/55 MOVED by Member JRK O'Connor, seconded by Member DP Hale: That the Devonport-Takapuna Local Board: a) receives the report. b) notes its key role in the Lake Road Improvements Indicative Business Case process. c) notes that it will receive regular formal updates on the Lake Road Improvements Indicative Business Case process, will be invited to attend stakeholder workshops, and will be provided an opportunity to resolve its position formally at appropriate stages. d) nominates Member O’Connor and Member Hale (as the board’s Transport portfolio holders) to be the contact point for communications reagarding the Lake Road Improvements Indicative Business Case process. e) supports the broad scope of the Lake Road Improvements Indicative Business Case as follows: i. investigation into transit lanes and higher occupancy vehicle parking; ii. active mode facilities; iii. intersection optimisation; and iv. travel behaviour change programmes. f) advises the following additional specific items it considers should be included in the Lake Road Improvements Indicative Business Case process assessment and analysis: i. consideration of “rat-running”, particularly occurring at Harley and Napier Roads through to Eldon Street, as this matter has been the subject of public meetings; ii. inclusion of reference to Esmonde Road, and in particular the effect traffic congestion along Lake Road has on Esmonde Road (and vice versa), and the interface with the motorway; iii. ensuring that any future planning considers sufficient integration with both the proposed Seapath route and the additional Waitemata Harbour crossing; iv. route optimisation (including signage that provides indicative travel times to the Northern motorway) and traffic lights phasing to alleviate congestion be pursued whilst Indicative Business Case processes are underway; and v. the need for Auckland Transport to work with local schools, education providers, sports clubs and large employers to actively develop, maintain and monitor travel plans. |

New community leases to North Shore Canoe and Youth Club Incorporated and North Shore Rowing Club Incorporated, Quarry Lake Reserve, Takapuna. |

Resolution number DT/2016/56 MOVED by Deputy Chairperson G Gillon, seconded by Member JRK O'Connor: That the Devonport-Takapuna Local Board: a) grants a new community lease to the North Shore Canoe and Youth Club Incorporated for Part Allotment 73 Parish of Takapuna (refer to Attachment A of the agenda report), subject to the following: i. Term – 10 years commencing 1 August 2016 with two 10-year rights of renewal; ii. Rent - $1.00 plus GST per annum if requested; and iii. The North Shore Canoe Club and Youth Club Incorporated Community Outcomes Plan as approved be attached to the lease document (as outlined in Attachment D to the agenda report). b) approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the operative reserve management plan for Quarry Lake Reserve. c) grants landowner consent to the North Shore Canoe and Youth Club Incorporated to extend the existing clubrooms on site, subject to the following: i. that the Canoe Club obtains all necessary funding to secure any consents required to complete the works as shown on plans identified as Job 1501, numbered SK-01 – SK-06 dated February 2016, and that no work will begin on site until all funding required to complete the development has been raised; ii. that the Canoe Club secures and adheres to the terms and conditions of any consents required to undertake the proposed development on the site; and iii. that the Canoe Club consults with Auckland Council Parks department staff prior to beginning the project and adheres to any conditions advised regarding entry to the site and the management of the public reserve during the construction period and any appropriate remediation of the land post construction. d) grants a new community lease to the North Shore Rowing Club Incorporated for Part Allotment 73 Parish of Takapuna (refer to Attachment A of the agenda report) subject to the following: i. Term – 10 years commencing 1 August 2016 with one 10-year right of renewal; ii. Rent - $1.00 plus GST per annum if requested; and iii. The North Shore Rowing Club Incorporated Community Outcomes Plan as approved be attached to the lease document (as outlined in Attachment E to the agenda report). e) approves all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the operative reserve management plan for Quarry Lake Reserve. |

Resolution number DT/2016/58 MOVED by Deputy Chairperson G Gillon, seconded by Chairperson J Bergin: That the Devonport-Takapuna Local Board: a) receives the report. b) ratifies the feedback to the Tūpuna Maunga o Tamaki Makaurau Authority Draft Operational Plan 2016/2017. c) ratifies the feedback to the Tūpuna Maunga o Tamaki Makaurau Draft Integrated Management Plan. d) ratifies the feedback to the Auckland Civil Defence and Emergency Management Group Plan 2016-2021, as tabled at the meeting. e) appoints Member Roe (as Greenways portfolio holder) and Member O’Connor (as Transport portfolio holder) to work with staff to finalise the board’s feedback to the Seapath concept plan presented at the 5 April 2016 briefing. f) approves a contingency of $5,000 from its Locally Driven Initiatives (LDI) planning and development budget to cover incidental costs that may be required for the effective and timely functioning of the Greater Takapuna Reference Group. g) upon receipt of a quote for the work, considers a grant of $7,000 to the Devonport Rotary Club from its Locally Driven Initiatives (LDI) planning and development budget to enable the club to purchase a reprint of 10,000 Devonport heritage trail brochures. h) reallocates $5,000 to support the Centennial Park Bush Society to manage weeds in the native bush fragment behind Campbells Bay Primary School, from the $30,000 budget provided from its Locally Driven Initiatives (LDI) environmental response fund budget for neighbourhood projects in the Wairau Creek estuary and catchment. i) reallocates $6,000 to support the Centennial Park Bush Society to manage weeds in the Greville Reserve bush for the next three years, from the $30,000 budget provided from its Locally Driven Initiatives (LDI) environmental response fund budget for neighbourhood projects in the Wairau Creek estuary and catchment. j) allocates funding for the creation of view-shafts at Kennedy Park at a cost of $1,800, and for tree maintenance at Sacred Grove at a cost of $2,100, from the board’s Locally Driven Initiatives (LDI) arks officer fund budget, noting that the creation of the view-shafts should not necessarily imply that they be maintained at a cost to future Devonport-Takapuna Local Boards. k) requests Auckland Transport put its current plans for modifications to the Kitchener, Shakespeare and East Coast Road intersection on hold so that the original proposals for safety improvements to the intersection can be reconsidered, in particular the removal of all of the slip lanes. |

Resolution number DT/2016/59 MOVED by Chairperson J Bergin, seconded by Member DP Hale: That the Devonport-Takapuna Local Board: a) agrees to make decisions on final the 2016/17 LDI budgets by activity, within the following funding envelopes: i. Local Community Services - $1,014,000; ii. Local Parks, Sports and Recreation - $231,000; iii. Local Environment Development - $50,000; and iv. Local Planning and Development - $50,000. b) agrees the following key advocacy issues: i. build Bayswater Ferry Terminal and associated infrastructure (e.g. seawall); ii. continue advocacy to the governing body for funding to further address issues with the Takapuna Beach outfalls through the Annual Plan 2016/17 process; and iii. progress traffic congestion solutions for Lake Road and Esmonde Road. c) provides the following feedback on the regional financial policy issues: i. support for a higher level of Uniform Annual General Charge (UAGC); ii. support for the existing proposed split between business and residential loadings on the Interim Transport Levy (ITL); iii. support for keeping farm and lifestyle property rates at 80% for properties over 50ha; and iv. opposition to reducing rates collected from Maori land to reflect restrictions on its use. d) recommends $50,000 of the board’s 2015/16 Locally Driven Initiative (LDI) operational funding be carried forward to 2016/17 to cover costs associated with the Expressions of Interest (EOI) process for the Takapuna Beach Reserve campground, as resolved at the board’s 15 December 2015 business meeting. e) recommends $150,000 of the board’s 2015/16 Locally Driven Initiative (LDI) operational funding be carried forward to 2016/17 for the Korean Gardens. f) requests, as a matter of urgency, an update from council’s Community Places unit regarding the recent change in approach to the management of community leases in council–owned facilities, in particular the tying of leases and licences to occupy to multi-year funding agreements. |

Resolution number DT/2016/60 MOVED by Member DP Hale, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) grants the application for special exemption as sought for the property at 5 Anakiwa Place, Milford, for a period of 24 months (or if the property is sold), on the condition that at the end of that period the pool fencing is reinstated to exclude the laundry from the immediate pool area. b) grants the application for special exemption as sought for the property at 1 Parr Terrace, Castor Bay, with the condition that the latches are kept in good working order and the exemption is granted to the current owner. |

MOVED by Member M Cohen, seconded by Member JRK O'Connor: That the Devonport-Takapuna Local Board: a) asks that the Chairperson write a letter to Minister Maggie Barry requesting that the incorrect statement “unlike several misguided Board members who battled against it and delayed progress for a year” be withdrawn and an apology made to the Devonport –Takapuna Local Board and its members.
