That the Henderson-Massey Local Board:
a)
Agrees the following Locally Driven
Initiatives (LDI) indicative funding envelopes by activity:

b)
Notes the transfers for the 2016/17
financial year:
i) $40,000 from local community
services to local parks, sport and recreation for sports activation in the Henderson-Massey
Local Board area in response to consultation feedback.
ii) $50,000 from Environmental
Development to local community services until funding requirements for the Te
Whau walkway project are confirmed.
c)
Requires results based accountability
contracts for all community organisations for the 2016-2017 and 2017-2018
financial years.
d)
Agree its key advocacy issues as
detailed in attachment B are:
i) Henderson metropolitan
centre to be developed as a strategic development area
ii) The
purchase of land at Westgate for a pool and recreation purposes to cater for
future growth
iii) Transport
planning in the north west to be completed and funded in response to
predicted growth in the north west.
e)
Provides the following views on
regional issues for the governing body to consider:
i) Recommends
retention of the existing Uniform Annual General Charge level at the
inflation adjusted amount of $397.
ii) Supports an
increase in the share of the interim transport levy met by businesses from
14.7 per cent to 32.7 per cent for 2016/2017 and 32.3 per cent for 2017/2018.
iii) Supports
sharing the interim transport levy business component amongst business
ratepayers on the basis of property value rather than via a fixed charge.
iv) Supports
reducing rates for some Māori land as held under the 1993 Te Ture Whenua
Maori Act as there are significant barriers to development of the land,
noting the cost to other ratepayers of this reduction is less than 25c per
year.
v) Opposes the
proposal to reallocate rates from large farm lifestyle properties over the
entire rating base.
f)
Note the intention of the Henderson
Lincoln Business Association to form a Business Improvement District (BID) in
the 2016/2017 financial year
g)
Recommend to the governing body the
striking of a Henderson Lincoln BID target rate of an amount to be considered
once the area to be covered by the BID is established and financial targets
are calculated, subject to successful BID establishment.
h)
Request the governing body authorise
the release of the Harbourview-Orangihina targeted rate reserve, to fund the
development of Harbourview-Orangihina Park now that legal issues have been
resolved.
i)
Request the governing body defer the
following expenses from the 2015/16 financial year to the 2016/17 financial
year due to capacity issues at Auckland Council: $55,000 for a community
business hub project to empower community organisations and $25,000 to
prepare promotional materials to encourage residential development in
Henderson metropolitan centre.
