6          Acknowledgements

 

·                     Vaka Manukau Niue local artists and  weaving group are running the Big day art family drop in session this Thursday at the Auckland Art Gallery.

·                     Priscilla Lepua-Taihia passed away aged 47 years. She was a long-time resident of Mangere who attended Mangere schools during her entire education. Priscilla was a lifelong member of the Mangere Pacific Islanders Presbyterian Church where she held significant roles involving young people. Priscilla held numerous roles within the Ministry of Social Development where she worked at the local Community Link Office for many years. Cilla as she was affectionately known is survived by her husband Jonive and children Heaven, Miracle & Hezekiah.

·                     Sally-Ann Pearson Hoani, inaugural life member of the Ōtāhuhu Softball Club. Sally has been a stalwart of the club for 20 years or more and has done great work through thick and thin, on the committee, managing, coaching and as the sponsorship co-ordinator. 

 

·                     Ōtāhuhu College, for the new $7million Science Block and the drive to promote science to local students.

 

·                     ATEED and Youth Connections, for signing up their first 50 businesses as Youth Connections Pledge Partners. And to those 50 employers for their commitment to youth employment. 

 

·                     Nirvana Health Group, the police, and Sahaayta Counselling and Social Support on the first anniversary of the opening of their joint initiative Gandhi Nivas, House of Peace residence for men issued with police safety orders. A Massey University survey shows in its first year. It has accommodated 103 men; only seven have committed family violence offences since their residency and the average number of offences each man committed has gone down.

 

·                     Christine Mercer, for many years of dedicated service to the Ōtāhuhu  community as manager of the Ōtāhuhu Fitness, Recreation, Youth Centre and for being a lynchpin of the successful Ōtāhuhu Family Fun Day organising committee.

 

·                     Cr Callum Penrose, Chair of the Regulatory-Bylaw Committee for organising and hosting a workshop run by Animal Management Team and visit to the South Animal Shelter.  The staff at the Manukau Centre and Animal Shelter are visibly proud of their work and show great commitment. Well done all of them.

Auckland Transport Update - April 2017

 

Resolution number MO/2016/53

MOVED by Chairperson L Sosene, seconded by Deputy Chairperson CM Elliott:  

That the Māngere-Ōtāhuhu Local Board:

a)         Receives Auckland Transport’s April 2016 monthly report.

b)        Endorses the board’s submission to the Transport Future Urban Growth Project on 21 March 2016, noting that it was circulated to all members and opportunity provided for comment before it was submitted (Attachment A).

c)         Notes that Auckland Transport does not agree with and will not facilitate providing signage to ensure dedicated local board member parking at the rear of the local board office at Shop 17, Māngere Town Centre, 93 Bader Drive.

d)         Requests the Chief Executive of Auckland Transport to re-examine the provision of parking at the Māngere-Otahuhu Local Board office for local board members, as a practical response to this request and the policies of Auckland Council that support elected members’ in carrying out their roles and functions.

e)         Requests that Auckland Transport provide regular reporting to the board on transport renewals in the local board area.

New Road Name Approval for Auckland International Airport Ltd for a new road at The Landing, Mangere.

That the Māngere-Ōtāhuhu Local Board pursuant to section 319(1)(j) of the Local Government Act 1974, approves the road name “Te Kapua Drive”, proposed by the Applicant, for the new road created within the development at The Landing, Mangere.

That the Māngere-Ōtāhuhu Local Board pursuant to section 319(1)(j) of the Local Government Act 1974, approves the road name ‘Te Tiki Road’, proposed by the Applicant, for the new road created by subdivision at 221 Ihumatao Road, Mangere.

Manukau Harbour Forum Work Programme for 2016/17

That the Māngere-Ōtāhuhu Local Board:

a)      Notes resolution MHFJC/2016/5 of the Manukau Harbour Forum.

b)      Endorses year three of the Manukau Harbour Forum’s 2014-2016 work programme as appended in Agenda Attachment B.

c)      Notes the recommendation regarding ongoing advocacy for hydrodynamic modelling of the Manukau Harbour.

Annual Plan 2016/17

 

Resolution number MO/2016/57

MOVED by Chairperson L Sosene, seconded by Member CF O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)         Agrees 2016/17 budgets by activity, within funding envelopes as  outlined in Attachment A.

b)         Agrees key advocacy issues as outlined in Attachment B.

c)         Provides the following views on regional financial policy issues:

-       Keep the Uniform Annual General Charge at a low level

-       Increase the Interim Transport Levy for business

-       Keep farm and lifestyle property rates over 50 hectares at the same level

-       Reduce Māori land rates where there are restrictions on land use

d)         Recommend that the Governing Body adopts for inclusion in the Annual Plan 2016/2017 a targeted rate set as a uniform charge per separately used or inhabited part of a property, on residential properties in the Māngere-Ōtāhuhu Local Board area, for the purpose of fully subsidising entry to swimming pools for persons 17 years and over. Further, that the local board notes the rate is estimated to be $31.06 including GST, based on current cost estimates and the number of separately used or inhabited parts of a residential property in the Māngere-Ōtāhuhu Local Board area.

e)         Requests that $80,000 of 2015/16 LDI opex is deferred.

f)         Note the summary feedback from the public consultation on Auckland Council’s   Annual Budget and Māngere-Ōtāhuhu Local Board proposals for 2016/2017.

That the Māngere-Ōtāhuhu Local Board:

a)      Endorses feedback on the draft Operational Plan 2016/17 of the Tūpuna Maunga o Tāmaki Makaurau Authority (Attachment B).

b)      Endorses feedback on the proposed Integrated Management Plan of the Tūpuna Maunga o Tāmaki Makaurau Authority(Attachment D).

Impact Assessment Region-wide Swimming Pool Pricing Policy 2013-2015

 

Resolution number MO/2016/59

MOVED by Chairperson L Sosene, seconded by Member CF O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      Note that the local pools policy, allowing adult entry without charge, has been successful in maintaining pool attendances in the local board area.

b)      Request the Community & Social Policy unit to report further to the board with:

i.        An annual update of the analysis of the impacts of swimming pool pricing, with inclusion of data from the new pool at Tōia, Ōtāhuhu.

ii.       Analysis of the reasons for the initial drop of attendance at Moana-nui-ā-kiwa pool beyond a reference to weather effects, including consideration of the promotion effort to make the public aware of the local free pools policy.

         iii.      Further explanation of the changes in the age and demographic profile of attendees.

         iv.      Options to further increase pool attendance.

v.       Analysis of the financial results obtained by each local pool, including the share of revenue made up by the targeted rate.

vi.     A comparison of the targeted rate revenue with the revenue lost due to free adult entry, based on actual attendance figures, and options for any improvements.

Grant for Local Community Capacity Building Initiative - Vaka Manu’kau Niue Community Trust

 

Resolution number MO/2016/60

MOVED by Chairperson L Sosene, seconded by Member CF O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      Approve a grant payment of $10,000 from its capacity building programme budget to Vaka Manu’kau Niue Community Trust for the purchase and installation of a coffee machine to support the trust’s social enterprise initiative.

b)      Requests that council’s Community Grants operations unit facilitate payment of the grant and a funding agreement with the Vaka Manu’kau Niue Community Trust.

c)      Requires Vaka Manu’kau Niue Community Trust to report back to the Māngere-Ōtāhuhu Local Board on the progress and outcomes of the project by March 2017.
