4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Update: 2016 local government elections

Purpose
1. To provide an update on planning for the 2016 local government elections in Auckland.
Executive Summary
2. The next local government elections will be conducted by postal vote concluding at 12 noon on Saturday 8 October 2016.
3. Auckland Council has begun planning for these elections and is seeking to update council’s advisory panels on progress. There are a number of workstreams underway focused on the different aspects of the elections programme. The update to the panel will focus on the communications and engagement work.

Update: World Masters Games 2017

Purpose
1. To ensure the Pacific Peoples Advisory Panel are aware of the World Masters Games 2017 (WMG2017) and the opportunities available to Aucklanders from a sport competition and volunteering perspective, as well as provide an opportunity for feedback and queries. WMG2017 would also welcome the support of the Pacific Peoples Advisory Panel in spreading the message throughout the community to further increase awareness and participation.
Executive Summary
2. The World Masters Games is the largest participant based, multi-sport event in the world. In terms of athlete numbers, it is bigger in scale than even the Olympics. Auckland will host the Games for the first time in 2017 having been successful in its bid to bring the event to Aotearoa.
3. The World Masters Games is a unique event that is underpinned by a sport-for-all philosophy. Governed by the International Masters Games Association, the event is held every four years and is open to sports people of all abilities, with the minimum age limit set by each sporting discipline. Toronto staged the first World Masters Games in 1985. Since then, World Masters Games have also taken place in Denmark (1989), Brisbane (1994), Portland, Oregon (1998), Melbourne (2002), Edmonton (2005), Sydney (2009) and Torino, Italy (2013).
4. World Masters Games 2017 will be held throughout the Auckland and Waikato regions between 21 and 30 April 2017, during which time 25,000 athletes from over 100 different countries will compete in 28 sports, featuring 45 disciplines, across some 45 venues. Each of the 28 sports are delivered in partnership with either the National or Regional Sports Organisation.
5. A limited liability company has been established to manage the Games led by an independent skills-based Board, Chaired by Sir John Wells. Chief Executive, Jennah Wootten currently leads a team of 30 which will grow to approximately 55 FTEs come Games time and will be supported by a volunteer workforce of approximately 4,000.
6. The Games will include both an Opening and Closing Ceremony, as well as medal ceremonies at all 45 competition venues. In addition, an entertainment hub will be built on Auckland’s waterfront which the public will also have access to, creating a festival environment that will offer a variety of entertainment and social opportunities for all.
7. World Masters Games 2017 will be the largest sporting event New Zealand will have hosted since the successful Rugby World Cup 2011 and the largest event New Zealand will deliver in at least the next decade.
8. The cost of staging the event will be $34.75 million. Auckland Council has approved $11.75 million of funding, Government $11 million of funding (via the NZ Major Events Development Fund), with the remaining $12 million to come from revenues (including registrations which go on sale in February 2016) and sponsorship.
9. The economic benefits from hosting the event are significant. $36 million of GDP is projected for Auckland along with 250,000 visitor nights. The national GDP forecast is $53 million.
10. The upcoming six-month period will see a number of key announcements taking place:
· March 2016: Call for volunteers
· 21 April 2016: One Year to Go plus the unveiling of the Entertainment Hub concept
11. Beyond April 2016, the organisations focus will largely centre on securing the 25,000 athletes as swiftly as possible as well as getting ready for their arrival.
12. With 11 Para-Sports included, WMG2017 will offer the largest ever Para-Sport programme as part of a World Masters Games event. The following Para-Sports will be available in the sports programme: Archery, Athletics, Badminton, Canoe, Cycling, Lawn Bowls, Rowing, Swimming, Table Tennis, Tennis and Triathlon. Events in each sport to be conducted have been identified in conjunction with each sport delivery partner.
13. To compete in a Para-Sport event, athletes will need to meet minimum disability criteria aligned to the International Paralympic Committee’s classification process. WMG2017 are currently working in conjunction with Paralympics NZ to develop opportunities for athletes with a disability to participate in the Games.

Sports facility investment plan consultation

Purpose
1. To provide copies of the discussion documents for the Sports Facilities Investment Plan and the Golf Facilities Investment Plan and seek feedback on these documents.
Executive Summary
Sports Facilities Investment Plan – Discussion Document
2. One of the key functions of Auckland Council is to undertake long-term planning for the provision of services and facilities to meet the demands of a changing population.
3. The attached Sports Facilities Investment Plan – Discussion Document has been prepared for engagement with stakeholders to explore investment possibilities and to develop a robust investment framework to inform future funding decisions.
4. The key challenge addressed in the discussion document is to find a way to effectively respond to increasing demand for sports facilities over the next 20 years in the face of growing financial and land supply constraints. Delivering a return on investment in terms of physical activity, community and social as well as economic outcomes is also fundamental.
5. At its 6 April meeting, the Pacific Peoples Advisory Panel will be invited to share its views and experience on any access, supply and demand issues currently faced by various Pacifica groups. Auckland Council would also like feedback on investment options to increase sport participation across Pacific Peoples groups.
6. Initial feedback from the meeting will be recorded. Additional written feedback from the panel on the discussion document would be gratefully received. The feedback process closes on 21 April 2016. All feedback received will be considered before drafting the Sports Facilities Investment Plan, which will set out Auckland Council's investment framework and priorities for sports facilities.
Golf Facilities Investment Plan – Discussion Document
7. A Golf Facilities Investment Plan – Discussion Document has also been prepared. Its primary focus is to review the performance of the council's investment in golf against expectations. Auckland Council will use the discussion document to engage with stakeholders and to gain a detailed understanding of the performance of its investments.
8. Auckland Council would like to hear the Pacific Peoples Advisory Panel's views and experience about golf facilities across Auckland and record any suggestions it has regarding council's golf investment as it relates to various Pacific Peoples groups.
That the Pacific Peoples Advisory Panel: a) receive the sports facility investment plan presentation from Paul Marriott-Lloyd, Team Leader Parks and Recreation Policy. b) provide initial feedback on the two discussion documents during the meeting, particularly regarding investment options to increase sport participation and suggestions for council's golf investment.

Purpose
1. To receive an update on the Pacific Peoples Advisory Panel’s work programme.
Executive Summary
2. This report is a regular information-only report that provides Pacific Peoples Advisory Panel members with an update on how they are tracking with their work programme.
3. The Pacific Peoples Advisory Panel work programme was updated for the remainder of the electoral term at its October 2015 meeting. The updated work programme is based on the Auckland Plan.
4. Austin Kim, Principal Advisor Panels, will share a community summit theme.
5. Any substantial changes to the work programme will need to be made through a formal resolution of the panel.
