TERMS OF REFERENCE

 

The Terms of Reference set out the purpose, role and protocols of the Panel.

Panel members will also be expected to abide by the Code of Conduct for members of Auckland Council advisory panels.

 

Purpose

 

The purpose of the panels is to provide strategic advice to the council on issues of significance to their communities and to advise on effective engagement by council with those communities.

 

Outcomes

 

The Panel will provide advice through an agreed annual work programme, integrated wherever possible, with other panels and approved by the Regional Strategy and Policy Committee.

 

Annual work programme

 

The council will advise the Panel of the areas of strategy, policy and plan developments that are likely to require comment or advice from the Panel during the course of the year. The work programme should also provide scope for the Panel to respond to issues and concerns arising from its communities and to develop its own priorities.

As resources allow, budget is available for the Panel to support activities that clearly contribute to the agreed work programme but the Panel may not access external resources for activities or events, except with the agreement of council.

 

Submissions

 

Panel advice will contribute to council decision-making, but panels will not make formal submissions on council strategies, polices and plans, for example, the Long-term Plan.

In their advisory role to the council, Panels may have input to submissions made by the council to external organisations but do not make independent submissions, except as agreed with council.

This does not prevent individual members being party to submissions outside their role as Panel members.

That the Rainbow Communities Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 29 February 2016, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

1.       To receive a presentation from Paul Brewer, Director External Relations, Regional Facilities Auckland. 

Executive Summary

2.       Regional Facilities Auckland (RFA) is committed to actively engaging with the advisory panels of Auckland Council.

3.       The Director External Relations will give the Rainbow Communities Advisory Panel an introductory presentation to provide them with an overview of the activities and responsibilities of Regional Facilities Auckland. 

4.       RFA expects feedback and advice from the Rainbow Communities Advisory Panel on RFA’s work.

Update: 2016 local government elections

Purpose

1.       To update the Rainbow Communities Advisory Panel on planning for the 2016 local government elections in Auckland.

Executive Summary

2.       The next local government elections will be conducted by postal vote concluding at 12 noon on Saturday 8 October 2016.

3.       Auckland Council has been planning for these elections and wishes to update council’s advisory panels on progress. There are a number of workstreams underway, focused on the different aspects of the elections programme. The update to the panel will focus on the communications and engagement work.

That the Rainbow Communities Advisory Panel:

a)      receive an update on the communications and engagement workstreams for the 2016 Auckland local government elections.

Auckland Council Community Grants Programme

Purpose

1.       To seek advice from the Rainbow Community Advisory Panel on how to enhance engagement with the Rainbow communities, to enable access to the community grants programmes.

Executive Summary

2.       A new council Community Grants Programme was implemented on 1 July 2015. The programme allocates local board and regional grants to individuals, groups and organisations delivering projects, activities and services that benefit Aucklanders.

3.       Each local board has adopted their own grants programme which guides the local boards in their allocation of grants within their area.

4.       There are six regional grant programmes which include:

·    Regional Sports and Recreation Programme

·    Regional Community Development Programme

·    Regional Events Programme

·    Regional Arts and Culture Programme

·    Regional Environment Programme

·    Regional Historic Heritage Programme

5.       The Community Grants Team seeks advice from the Rainbow Community Advisory Panel on how to enhance engagement with the Rainbow communities to enable access to the community grants programmes.

 

Recommendation/s

That the Rainbow Communities Advisory Panel:

a)      note the presentation.

b)      provide feedback on engagement with the Rainbow communities for the community grants programme.

Update on LGBTI Youth Homelessness presentation to the Community Development and Safety Committee

Purpose

1.       To provide the Rainbow Community Advisory Panel’s sub-committee the opportunity to report back to the Rainbow Community Advisory Panel on their presentation to the Community Development and Safety Committee on LGBTI homeliness.

Executive Summary

2.       The Rainbow Communities Advisory Panel’s sub-committee consists of Member A Hutcheson, Member D Matthews, Member D Rands and member A Wu, with Member D Matthews as lead coordinator.

3.       At its 30 March 2016 committee meeting, the Community Development and Safety Committee considered the Rainbow Communities Advisory Panel sub-committee’s report on LGBTI Youth Homelessness. The committee resolved inter alia as follows:

That the Community Development and Safety Committee:

a)   thank Rainbow Communities Advisory Panel members’ Duncan Matthews, Diana Rands and Aram Wu for their attendance.

4.       The copy of the sub-committees LGBTI Youth Homelessness presentation is attached as Attachment A.

Rainbow Communities Engagement Guidelines - update from subcommittee

Purpose

1.       To update the Rainbow Communities Advisory Panel (the Panel) on their input on the Inclusive Engagement Guidelines.

Executive Summary

2.       At its 11 November 2015 meeting, the Rainbow Communities Advisory Panel established a subcommittee to continue engagement with the Market Research and Engagement unit on the rainbow section of the Inclusive Engagement Guidelines.

3.       The subcommittee consisted of the following members Member M Clunie, Member A Hutcheson, Member L Matheson, Member D Matthews, Member M Taueki-Ransom and Member A Wu, with Member D Matthews taking a lead on this project. 

4.       At its 29 February 2016 meeting, the Rainbow Communities Advisory panel resolved the following:

That the Rainbow Communities Advisory Panel:

a)   receive Member D Matthews verbal update on the sub-committees work in regards to the rainbow section of the Inclusive Engagement Guidelines

b)   agree to provide further feedback on the ‘Rainbow Communities Engagement Guidelines - draft document from subcommittee’ via email. 

5.       Further feedback has been provided by the Rainbow Communities Advisory Panel and added to the Rainbow Communities Engagement Guidelines document (Attachment A).

 

Recommendation/s

That the Rainbow Communities Advisory Panel:

a)      receive the Rainbow Communities Engagement Guidelines document

b)      approve the Rainbow Communities Engagement Guidelines document (Attachment A) and send to the Auckland Council Market Research and Engagement team.

Rainbow Communities Advisory Panel - work programme update April 2016

Purpose

1.       To update the Rainbow Community Advisory Panel on the status of its work programme.

 

Executive Summary

2.       This is a regular information report that updates the members of the Rainbow Communities Advisory Panel on how the Panel’s work programme is tracking.

3.       The Panel finalised its work programme at its meeting of 3 November 2015. The Regional Strategy and Policy Committee approved the work programme on 3 December 2015.

4.       The work programme is based on the Auckland Plan and the Long-Term Plan. Any substantial changes to the work programme need to be made through a formal resolution of the Panel and require a sign-off by the Regional Strategy and Policy Committee.

 

 

Recommendation/s

That the Rainbow Communities Advisory Panel:
