Purpose
1. This report seeks the Whau Local Board’s confirmation of additions and changes to the adopted work programmes.
Executive Summary
2. The Whau Local Board adopted departmental work programmes including budget allocations for the 2015/16 year. Regular quarterly performance reports provide an opportunity for the Whau Local Board to review progress and respond to changes in activity.
3. This report proposes additions and changes to the adopted work programmes and allocations of budget to deliver on the local board plan and its priorities.
4. The Nine Month Performance Report has identified unallocated operational budget in the following areas:
· Community Group Assistance $56,000
· Community Response Operating Fund $9,000
· Greenways plans $12,000
· New Lynn Metro Development Projects $10,000
· Civic Functions $5,000
5. In consultation with staff the following is therefore proposed.

The Board has prioritised “outstanding development in New Lynn and Avondale and along our main roads”. Many developments are moving forward in Avondale including new housing, a new basketball court and the community facility and programmes study will have developed some options. The Board is keen that residents of Avondale are kept aware of what is happening in their area. |
$16,000 from Community Group Assistance

Additional Closed Circuit Television Cameras in New Lynn |
“Our communities are tidy and safe” is a key priority for the Local Board. New Lynn Business Association has requested grant assistance from the local board towards a programme of increasing the coverage and quality od cameras in New Lynn. |
$10,000 from New Lynn Metro Development Projects |
Crime and Injury Prevention Through Environmental Design studies for New Lynn and Avondale |
“Our communities are tidy and safe” is a key priority for the Local Board. In response to recent safety concerns in Avondale and New Lynn town centres and in line with Perceptions of safety studies and recommendations that Board is seeking guidance on the best ways to address safety concerns |
$20,000 from Community Group Assistance |
6. Additional funding for current discretionary community grants round |
Supporting “place making and neighbourhood development projects” is a key initiative to deliver the Great Local Communities priority in the Whau Local Board’s Plan. The applications for this grants round were significantly above what was available and the Board was severely constrained in supporting groups adequately. Providing additional funds will enable groups to be more fully funded for their proposals. |

7. Community Arts Programmes |
The Whau Local Board has as one of its priorities ‘Whau’s heritage, Arta and Cultures are cherished” The Community Arts Programme provides an opportunity to support local artists to create new expressions of who we are and who we want to be. Additional funds will enable more activity. |
$1,000 from Community Response Operating Fund, $5,000 from Civic Functions and $10,000 from Community Group Assistance |
Weed removal and planting |
Supporting “more community environment programmes including weed removal and pest eradication” is a key initiative to deliver the “healthy and valued environment” priority. Additional allocation will allow high priority sites to have weeds removed and restoration planting started. |

That the Whau Local Board: a) allocate $16,000 from Community Group Assistance towards publication of an Avondale Advance in June b) allocate $10,000 from New Lynn Metro Development Projects to provide a grant to New Lynn Business Association for additional Closed Circuit Television Cameras in New Lynn c) allocate $20,000 from Community Group Assistance to provide support for Crime and Injury Prevention Through Environmental Design (CIPTED) studies for New Lynn and Avondale d) allocate $10,000 from Community Group Assistance for additional funding for contestable community grants. e) allocate $1,000 from Community Response Operating Fund, $10,000 from Community Group Assistance and $5,000 from Civic Functions to Community Arts Programmes f) allocate $12,000 from Greenways Plans and $8,000 from Community Response Operating Fund to Parks for weed removal and planting.
