The Chairperson opened the meeting and welcomed those present.

3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.
At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Resolution number WTK/2016/16 MOVED by Member GB Presland, seconded by Member NR Henderson: That the Waitākere Ranges Local Board: a) Grants a new community lease to Piha Tennis Club Incorporated for part of Piha Domain, 21 Seaview Road, Piha (Attachment A) on the following terms and conditions: i) Term – 10 years commencing 1 June 2016 with one 10-year right of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) The area outlined and hatched in black and marked “Area A” on the site plan is not to be fenced and shall remain available at all times for public use; iv) Piha Tennis Club Incorporated Community Outcomes Plan as approved be attached to the community lease document (Attachment B); v) Auckland Council has adopted a Smoke-Free Policy to apply on Council land, which Policy the Lessee is obligated to abide by during the Term. The Lessee will use its best endeavours to ensure its members, employees, invitees, contractors and agents abide by the Policy; b) Notes all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012. |

Resolution number WTK/2016/17 MOVED by Member GB Presland, seconded by Deputy Chairperson DA Yates: That the Waitākere Ranges Local Board: a) Approves an additional $300,000 from the Local Board Transport Capital Fund for Project 362, West Coast Road Pedestrian & Cyclist safety improvements, to cover the full cost of implementing this project. Noting this is in addition to the $430,000 previously allocated by the local board. b) Approves the allocation of the remaining $91,760 balance of the Local Board Transport Capital Fund for Project 441, Sunnyvale to Oratia Shared Path to cover the cost of public consultation and detail design of stage 1. Noting this is in addition to the $60,000 already allocated to this project by the local board.

Upgrade of Water Safety Signage at Piha |

Resolution number WTK/2016/19 MOVED by Chairperson S Coney, seconded by Member GB Presland: That the Waitākere Ranges Local Board: a) Approves the upgrade of water safety signage at Piha (as outlined in Attachment B Renewal and Upgrade of Water Safety Signage at Piha), including a mix of flat signs and pole wrapped signs, except that signs 1, 5, 13 and 24 are to be flat signs. b) Agrees that all signage will have a dark blue background colour with a solid red line under the beach name. c) Has taken into account the requirements of the Piha Area Design Guidelines and the requirements of the Waitakere Ranges Heritage Area Act to protect, enhance and restore the heritage features of the area, and in particular that the built environment should be subservient to the natural landscape. d) Notes that over 30 signs are to be installed at Piha and has taken into account the visual impact this large number could have on the amenity of Piha and people’s enjoyment of the natural scenic beauty of the beach. e) Notes that the Australian/ New Zealand Standard for Water safety signs and beach flags (AS/NZS 2416.3:2010) states that the colour selection needs to make the sign easy to see in the aquatic environment and it is essential that the colour contrast between the colour of the text and the colour of the sign background should be carefully considered to ensure legibility. The Local Board considers that the blue background with white lettering provides excellent contrast and is satisfied the signs will be legible to the public, and easy to see. f) Notes the feedback from stakeholders at the meeting, site visit and received in writing subsequently. Resolution number WTK/2016/23 MOVED by Deputy Chairperson DA Yates, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Requests officers to report back to the Chair any feedback from the Titirangi Playcentre. b) Following this step approves the use by Spirit Wireless Limited for siting and operating wireless radio equipment on the roof space at the Titirangi War Memorial Hall at 500 South Titirangi Road. c) Authorises Panuku Development Auckland to negotiate the terms and conditions of the new license to Spirit Wireless Limited.

Resolution number WTK/2016/26 MOVED by Deputy Chairperson DA Yates, seconded by Member NR Henderson: That the Waitākere Ranges Local Board: a) Approves any related elected member expenses for attending the Waitākere Ranges, Great Barrier Island, and Waiheke Local Board’s shared practice workshop be provided for in line with the latest Auckland Council’s Elected Members’ Expense Policy 2014. b) Approves the costs for the Waitākere Ranges, Great Barrier Island, and Waiheke Local Board’s shared practice workshop being divided between the three participating local boards and allocated to the related governance support budget lines. |
