TERMS OF REFERENCE
The purposes of the Youth Advisory Panel will be as follows:
· Identify and communicate to the Council the interests and preferences of the youth of Auckland in relation to:
o the content of the strategies, policies, plans, and bylaws of the Council, especially the economic development strategy; and
o any matter that the Panel considers to be of particular interest or concern to the youth of Auckland.
· Advise the Mayor and the Council’s governing body and local boards, of the Council processes and mechanisms for engagement with the youth in Auckland; and
· Engage with Local Boards on youth issues.

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
3 Confirmation of Minutes
That the Youth Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Monday, 22 February 2016, as a true and correct record.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

(i) That item is a minor matter relating to the general business of the local authority; and

Presentation from Regional Facilities Auckland

Purpose
1. To receive a presentation from Judy Lawley, Local Board Engagement Manager, Regional Facilities Auckland.
Executive Summary
2. Regional Facilities Auckland (RFA) is committed to actively engaging with the advisory panels of Auckland Council.
3. The RFA Local Board Engagement Manager will give Youth Advisory Panel members an introductory presentation to provide them with an overview of the activities and responsibilities of Regional Facilities Auckland.
4. Questions are welcomed and it is hoped this meeting will provide the beginning of an ongoing relationship between RFA and the Youth Advisory Panel.
That the Youth Advisory Panel: a) receive the presentation from Judy Lawley, Local Board Engagement Manager, Regional Facilities Auckland. b) provide feedback on ways in which Regional Facilities Auckland can more effectively cater to Auckland youth.

Comments
5. RFA has appreciated the attendance by a number of panel members at our annual function for Local Board and Advisory Panel members, hosted by the chairman of the RFA Board, Sir Don McKinnon.
6. RFA wishes to encourage input from the Youth Advisory Panel that will enhance the ways RFA caters for the young people of Auckland.
7. The Youth Advisory Panel can indicate whether they would like to have further input into the planning and operation of RFA facilities for the benefit of young people.
8. If the panel
would like to explore further ways in which they could have input into RFA
activities, they are encouraged to contact Judy Lawley (Local Board Engagement
Manager, Regional Facilities Auckland).

Youth Advisory Panel - Work Programme Update

Purpose
1. To receive an update on the Youth Advisory Panel’s work programme.
Executive Summary
2. This report is a regular information-only report that provides Youth Advisory Panel members with an update on how they are tracking with their work programme.
3. The Youth Advisory Panel work programme was updated for the remainder of the electoral term at its 19 October 2015 meeting. The updated work programme is based on the Auckland Plan and the ‘I am Auckland Strategic Action Plan for Children and Young People’.
4. Any substantial changes to the work programme will need to be made through a formal resolution of the panel.
