Resolution number FR/2016/83 MOVED by Member MA Kay, seconded by Member A Cole: That the Franklin Local Board thank Christine Montagna for her attendance and receive the 2,500 signature petition with the following prayer: “We the undersigned, being residents, employers, employees and users of these facilities of Pukekohe oppose residential development in the Pukekohe South East locality (being generally described as Station Road, Yeats Road, Logan Road, and Goldings Road) We are supportive of the Equine, Farming, Motorsport and Local Sporting activities that occur in this environment which are supported or facilitated by The Counties Racing Club, The Franklin Trotting Club, The Salesyards, and The A&P Showgrounds. While we recognize the growth demands that are occurring, we need to protect and preserve those facilities and environments that define our community. We therefore support the submissions made to Auckland Council by the Counties Racing Club, and strongly oppose those submissions by a very small minority of landowners seeking residential development in this area.”

Resolution number FR/2016/90 MOVED by Chairperson A Baker, seconded by Member A Cole: a) That the Franklin Local Board receives the report entitled ‘Auckland Transport Update – May 2016’ and the attached issues register. b) That the Franklin Local Board requests Auckland Transport initiate a road stopping proposal to formally stop that part of Roulston Street (Hall Street), Pukekohe, comprising the Pukekohe town square to avoid management and maintenance issues which have arisen due to part of the town square being legal road controlled by Auckland Transport and part reserve controlled by Auckland Council and the board is consulted during the road stopping process.

Resolution number FR/2016/92 MOVED by Member BS Crompton, seconded by Member AM Fulljames: That the Franklin Local Board approves, pursuant to section 319(1)(j) of the Local Government Act 1974, the new road name “Kouka Road”, and extension of existing roads “Seventh View Avenue”, “Eighth View Avenue”, “Mahutonga Avenue”, “Karo Road” and “George Town Drive” proposed by the Applicant, for the new roads created by way of subdivision at 129 Beachlands Road, Beachlands.

Resolution number FR/2016/93 MOVED by Deputy Chairperson AJ Naysmith, seconded by Member BS Crompton: a) That the Franklin Local Board receive the Performance Report for the Franklin Local Board for the financial quarter ended March 2016. b) That the Franklin Local Board notes the comments on pages 3 and 24 of the quarterly report regarding safety issues at Whiteside Pool, actually relate to Jubilee Pool, Pukekohe and request that the final report be amended to reflect this. c) That the Franklin Local Board note that the following Locally Driven Initiatives operational expenditure budgets are currently unspent and requests that staff identify options for reallocation of these budgets, and report these to the 14 June 2016 meeting for consideration: · Arts initiatives $20,000 · PSR opportunities $52,000 · community identity and heritage $17,000 · Community safety initiatives $12,000 · Revitalisation of town centres $40,000 · Heritage and tourism $10,000 · Youth Forum(events) $ 3,524 · Total $154,524 |

Resolution number FR/2016/96 MOVED by Member A Cole, seconded by Member M Bell: That the Franklin Local Board provides the following feedback on proposed variations to the 2015 Contributions Policy for the Governing Body to consider:
a) That the Franklin Local Board supports the increased number of funding areas for stormwater and parks as they more accurately reflect the impacts of growth, particularly on smaller, more remote communities.
b) That the Franklin Local Board recognises the importance of the revised contributions policy to retain the flexibility to accommodate special housing areas and spatial priority areas, and the ability to respond to changes in forecast patterns of growth.
c) That the Franklin Local Board consider that park catchment funding areas need to reflect the catchments of existing facilities e.g. Hingaia being utilised to fund Karaka Sports Park development.
d) That the Franklin Local Board request that Beachlands, Maraetai and Whitford be a separate park catchment funding area due to significant urban growth in the area.
