8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Hibiscus and Bays Facilities and Reserves Committee. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Purpose
1. To seek approval from the Hibiscus and Bays Facilities and Reserves Committee for the design of the Waiake Beach toilet, so that the consenting, procurement and physical build phase can proceed.
Executive summary
2. A comprehensive renewal of the toilet/changing room facility is required as indicated through the asset condition rating process, and as part of the Hibiscus and Bays 2015/2016 adopted parks work programme.
3. The existing facility has reached the end of its useful life and is no longer meeting customer expectations or service levels. The intention is to completely replace the existing facility in time for the Sir Peter Blake Sailing regatta and the Youth Sailing World Championships which are being held in December 2016 at Waiake Beach.
4. A review of the facility indicates that the existing levels of service are sought, but in a more efficient, modern and open environment. Organised local school, ‘Waterwise’ groups and sailing club use has grown dramatically over recent years, along with a greatly increased adjacent local population. Therefore facilities such as outdoor showers, covered shelter, seating areas and a larger hard stand area for boat rigging is now required.
5. Consultation with stakeholders including local schools and the Torbay Sailing Club has provided valuable design information which has been incorporated into the two draft designs provided (see Attachment A) dated 25 May 2016.
6. As part of the project, improvements will also be made to the immediate surrounding areas, including the paths/rocks either side of the boat ramp, landscaping and reserve signage.
That the Hibiscus and Bays Facilities and Reserves Committee: a) approve proposed Option 1 (Attachment A) for renewal of the Waiake Beach Toilet. subject to further discussion and agreement with the Committee on the external treatment of the facility, including the positioning of the outdoor showers.

Comments
7. On Friday 13 May 2016 the Hibiscus and Bays Facilities and Reserves Committee indicated a preference for Option 1 to take forward to the consenting, procurement and physical build phase. In addition, it was requested that further workshops would be required to confirm the external treatment of the facility including the positioning of the outdoor showers.
Consideration
8. Initially this project was expected to be delivered in the early part of 2017, however as a result of Yachting New Zealand and Auckland Council agreeing to host the Youth Sailing World Championships at Waiake Beach in late December 2016 the project will now be delivered by November 2016.
Local board views and implications
9. Recommendations within this report were workshopped with the Hibiscus and Bays Facilities and Reserves Committee on 13 May 2016.
Māori impact statement
10. It is anticipated that there are no perceived impacts or adverse effects for Maori with this proposal. However consultation with Maori will take place as part of the planning process.
