a)            confirm the ordinary minutes of its meeting, held on Thursday, 14 April 2016 and the extraordinary minutes of its meeting, held on Thursday, 28 April 2016, as a true and correct record, subject to the following amendment to the 28 April 2016 minutes:

·         change the time the meeting closed to 6.38pm and reflect that the chairperson was not in attendance until the meeting had closed.

Manurewa Youth Council Update

 

Sarah Colcord (Chairperson) and John Chen (Treasurer), Manurewa Youth Council, gave an update of the Manurewa Youth Council activities and finances.

Manurewa Ward Councillors Update

That the Manurewa Local Board:

a)            receive the verbal reports from:

i)             Councillor Sir John Walker regarding:

·       congratulations to White Water rafting – opening day was excellent and for offering free access to children of Manurewa.

ii)         Councillor Calum Penrose regarding:

·       traffic congestion is increasing – concern about the future gridlock – loss of productivity

·       Annual Plan meeting being held on Friday, 13 May 2016

·       begging in the streets in CBD and suburbs appears to be increasing

·       Public Nuisance Bylaw – seeking a review to incorporate infringement fines for begging and windscreen washing.  Will need a legislative change to allow Council to issue infringement notices.

·       the dog amnesty has had a huge impact with 255 owners of menacing dogs having come forward.  Plus 865 new applications for good dog ownership.

·       from 1 July council will enforce the dog bylaw rigorously

·       Animal Management staffing numbers also need to be increased

·       The Proposed Auckland Unitary Plan – The Independent Hearings Panel complete their work this week.

iii)        attended the financial update for local boards with Sue Tindal, Chief Financial Officer.

a)            provide the following feedback to the Governing Body on the proposed variations to the 2015 Contributions Policy:

·         the Manurewa Local Board encourages the retention of development contributions to local areas of growth.

·         the Manurewa Local Board area is experiencing significant growth through brownfield intensification (ie:  infill housing) which also requires funding for infrastructure, stormwater, reserve acquisition and development.

a)      adopt the Manurewa Community Grants Programme 2016/2017 subject to the grant application form being changed to more accurately reflect Māori outcomes.

Report back on Southern Resource Recovery Scoping Study and request for funding for on-going development of resource recovery activity

That the Manurewa Local Board:

a)            note the results of the Southern Resource Recovery Scoping Study.

b)            defer the granting of landowner approval for a container to be located at the Randwick Park Sports Facility for storage as part of resource recovery activities undertaken by Project U-Turn to allow for a workshop on the matter.

c)            defer the consideration of funding for capacity building of local community groups to enable their participation in community resource recovery initiatives until discussions on the board’s 2016/2017 work programme to allow for a workshop on the matter.

 

d)            defer endorsing an investigation into the possibility of Randwick Park Community House being used as a mini resource recovery facility and hub to allow for a workshop on the matter.
