a)         confirm the ordinary minutes of its meeting, held on Tuesday, 26 April 2016, as a true and correct record.

b)        note the apology from Cr C Darby for absence on council business for the Parks, Recreation and Sport Committee meeting on 26 April 2016.

5.1

Public input - Mark Cameron, Chief Executive Officer and Nicholas Albrecht - Auckland Cricket

 

Deputy Chairperson CM Penrose left the meeting at 9.53 am.

Deputy Chairperson CM Penrose returned to the meeting at 9.56 am.

 

Mark Cameron and Nicolas Albrecht of Auckland Cricket addressed the committee and tabled a supporting document in support for their address. The chair advised the meeting that she would circulate a copy of the Women and Cricket’s newsletter for information. Copies of the documents have been placed on the official minutes and are available on the Auckland Council website as minutes attachments.

Public input - Joint project team from West Auckland Forest and Bird, their subsidiary, Ark in the Park, and New Zealand Native Forests Restoration Trust - 111 Bethells Road, Te Henga

 

Geoff Davidson and John Staniland presented a video and tabled a document in support of their presentation, seeking funding support to acquire the Van Steeden property at 111 Bethells Road, Te Henga, Waitakere.

A copy of the presentation has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment

MOVED by Chairperson CE Fletcher, seconded by Cr WD Walker:  

That the Parks, Recreation and Sport Committee:

a)         thank Geoff Davidson and John Staniland for their attendance and receive the presentation regarding 111 Bethell's Road, Te Henga.

b)        request staff to work with West Auckland Forest & Bird and the NZ Native Forests Restoration Trust to develop options to secure the protection of natural values at 111 Bethels Road, Te Henga.

Extension of Public Input Section

 

Standing Orders state that a maximum of thirty minutes is allocated for Public Input .

That the Parks, Recreation and Sport Committee:

a)            approve an extension of ten minutes for the Public Input items to be concluded.

5.3

Public input – effects of public access in relation to relocation of the Te Arai beach car park - Aaron McConchie, Chair, Save Te Arai and Christine Fernyhough, resident

 

Cr G Wood entered the meeting at 10.40am

 

Aaron McConchie, Chairperson of Save Te Arai and Christine Fernyhough, resident,  addressed the committee regarding the effects and impact on public access to the beach in relation to the proposed relocation of the Pacific Road carpark, Te Arai. They also stressed moving the public carpark will make access to the beach difficult because of the distance in particular  disadvantaging older people, disability and those with young children. Aaron tabled a copy of documents in support of his address.  A copy of correspondence from Save Te Arai  was also tabled for the committee’s information.

Copies of the documents have been placed on the official minutes and are available on the Auckland Council website as minutes attachments.

 

Resolution number PAR/2016/32

MOVED by Chairperson CE Fletcher, seconded by Cr C Casey:  

That the Parks, Recreation and Sport Committee:

a)        thank Aaron McConchie, Chair, Save Te Arai and Christine Fernyhough, resident for their attendance and presentation regarding the effects of public access in relation to the relocation of the Te Arai beach car park.

b)        authorise the General Manager Parks, Sport and Recreation to work with the community and Te Arai Coastal Lands Limited to resolve public access for all modes to Te Arai beach and report back on progress and the next meeting.

a)            receive the update report from the General Manager – Parks, Sports and Recreation.

b)            request the Manager of Regional Parks to report at the next meeting on the work with the Friends of Regional Parks to support the development of a Vision and Values Plan that aligns to the Council’s strategies for the next 50 years of regional parks.

That the Parks, Recreation and Sport Committee:

a)        resolve, pursuant to Section 16 (2A) (a) of the Reserves Act 1977, that the General Manager Parks, Sport & Recreation be delegated to classify the land at 366 Massey Road, Mangere East being Lot 6 DP 42220 comprising 2178m² and contained in NA9B/1379 as local purpose (community buildings) reserve, subject to consultation being satisfactory concluded with iwi.

b)        note that a protocol is being developed in consultation with iwi by the community to ensure consultation and practices protocols be developed with the Independent Māori Statutory Board (IMSB).

That the Parks, Recreation and Sport Committee:

a)         resolve, pursuant to Section 16(1) of the Reserves Act 1977, that the General Manager Parks, Sport & Recreation be delegated to classify the following parcels of land as local purpose (community buildings) reserve, subject to consultation being satisfactory concluded with iwi

i)     Old School Reserve, 299R Kirkbride Road, Mangere being Part Allotment 74 Manurewa Parish, SO 1340C and contained in Part NA89C/12 being 809 m² and Allotment 366 Manurewa Parish, SO 46259 and contained in Part NA89C/12 being 1.1078 hectare.

b)      note that a protocol is being developed in consultation with iwi by the community to ensure consultation and practices protocols be developed with the Independent Māori Statutory Board (IMSB).

a)         resolve, pursuant to Section 16 (1) of the Reserves Act 1977, that the General Manager Parks, Sport & Recreation be delegated to classify part of Laurie Gibbons Memorial Park being Allotment 36A Village of Weymouth as a recreation reserve subject to consultation being satisfactory concluded with iwi.

b)        note that a protocol is being developed in consultation with iwi by the community to ensure consultation and practices protocols be developed with the Independent Māori Statutory Board (IMSB).

That the Parks, Recreation and Sport Committee:

a)      approve, subject to the satisfactory conclusion of any required statutory processes, the revocation of the reserve status of part 42 Bancroft Crescent described as part Lot 8 DP 75336 (being part CFR NA90D/745) and Lot 9 DP 75336 (being CFR NA32A/89) comprising approximately 4,740m2, as the current and future recreation reserve requirements for the area are satisfied by other reserves in the immediate area.
