That an extraordinary item of business be considered as item 30.1 regarding a request for funding of $8,000  to allow urgent remedial work on the breaking system, axles and springs to pass a new Certificate of Fitness on the boat trailer for Coastguard Papakura’s primary rescue vessel because without this funding the vessel will have to be stood down.

a)      That the Papakura Local Board receive the verbal report from Councillors Penrose and Sir John Walker regarding the following issues:

          -             Annual Plan Meeting update and rates debate

          -             Interim Transport Levy

          -             Multi Agency Issues – including beggars and window washers.

          -             Parks – including contract obligations and levels of service

          -             Cemeteries – could see this returned inhouse by 2017

          -             Building Consents – increasing numbers being applied for

          -             Local Alcohol Policy – probably new year before result.  Sitting with the Judge at present awaiting consideration.

          -             Dogs – gave an update on the effectiveness of the council amnesty.

          -             Wero Whitewater Rafting Opening

          -             Thanked the Board for their support and funding for the Find your Field of Dreams Project .

Development of Opaheke Park, Papakura

That the Papakura Local Board:

a)      Provides landowner approval in principle for the concept development plans for Opaheke Park, Papakura, prepared by Surface Design Inc, dated April 2016.

b)      Agrees that future decisions concerning detailed design for the development of Opaheke Park will be considered by the board.

That the Papakura Local Board:

a)      Confirm its intention to propose an amendment as contained in a Statement of Proposal to the Auckland Council Policy on Dogs 2012 pursuant to section 10(8) of the Dog Control Act 1996.

b)      Adopt the Statement of Proposal in Attachment A and confirming:

i)       the time and season rule set out in Table 3 for use if high use areas are identified.

v)      remove the specific rules for picnic and fitness areas, recreational walkways, public gardens, and sports parks.

c)      Confirm that the proposed local dog access rules contained in the Statement of Proposal (Attachment A):

i)       are consistent with the policy, principles, criteria and rules contained in the Auckland Council Policy on Dogs 2012

ii)      are in accordance with relevant legislative requirements in particular the Local Government Act 2002 and Dog Control Act 1996.

d)      Authorise the Manager Social Policy and Bylaws, in consultation with the local board chair, to make any amendments to the Statement of Proposal to reflect decisions made by the local board.

e)      Authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to the Statement of Proposal to correct any identified errors or typographical edits

f)       Amend the schedule of proposed changes to Auckland Council Policy on Dogs by removing Wharf Street Reserve from proposed dogs are all under control off leash to under control on a leash.

f)       Appoints a panel of the whole to receive, hear and deliberate on submissions and other relevant information and decide on changes to the local dog access rules.

Great Spring Clean Papakura

That the Papakura Local Board:

a)      Approve $5,000 to Rosehill College to provide volunteers and equipment to support for the Great Spring Clean 2016 and the student driver licencing programme

b)      Approve $5,000 to Papakura High School to provide volunteers and equipment to support for the Great Spring Clean and  the student driver licencing programme

c)      Approve $1,000 to the Manukau Beautification Charitable Trust to cover the costs of transport and waste disposal.

d)      Would anticipate an improvement on last years number of volunteers from the two participating schools to undertake the Great Spring Clean in Papakura and a review of outcomes by February 2017.

That the Papakura Local Board endorses Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 235 Harbourside Drive, Hingaia being of an estate in fee simple comprising approximately 728m2 more or less being Lot 58 Deposited Plan 382903 contained in certificate of title 331182.

Contributions Policy Variation A

Allocation of Papakura Locally Driven Initiatives Budgets for 2015/2016

That the Papakura Local Board:

 

a)    Makes the following allocations from the locally driven initiatives ‘large sports events’ budget (N.005303.03)

                      i.        $24,000 to Find Your Field of Dreams Foundation, for the delivery of sports and recreation programmes in Papakura, commencing in June 2016

                    ii.        $25,000 for weed control and initial under-storey planting at the Children’s Forest reserve;

                   iii.        $1,000 for temporary signage to inform users of the closure of the Massey Park walkway;

 

b)    Makes the following allocations from the locally driven initiatives ‘community response fund’ budget (N.005572.14)

                      i.        $5,000 to Papakura and District Historical Society, for the sourcing, collation and annotation of historical images for graphic display on the covered walkway extending from Papakura train station through to Averill Street and for the preparation of introductory text as part of the graphic display;

                    ii.        $15,000 for removal of juvenile mangrove growth from Pahurehure Inlet 2;

                   iii.        $10,000 for equipment purchase for Conifer Grove and Papakura emergency response groups;

                   iv.        $3,300 for coordination of Papakura Neighbourhood Support services in the remainder of the 2015/16 financial year subject to funding in 2016/2017.

That the Papakura Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

b)      agree that Councillor Calum Penrose be permitted to remain for Confidential Item C1, Takanini Library/Community Hub   after the public has been excluded, because of their knowledge of the local area, which will help the Papakura Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
