The Chairperson welcomed members and acknowledged new members Greg McCracken, representing Fonterra, replacing Member Tracey Clark, and Andrew Maclean, representing Federated Farmers (Wendy Clark will now be the alternate) and opened the meeting.
1 Apologies
Resolution number RUR/2016/15 MOVED by Chairperson W Cashmore, seconded by Deputy Chairperson A Cole: That the Rural Advisory Panel: a) accept the apologies from Cr MP Webster and Members W Clark, Neil Henderson, H Moodie, G Smith, P Spencer and B Turner for absence. |
2 Declaration of Interest
There were no declarations of interest.
3 Confirmation of Minutes
Resolution number RUR/2016/16 MOVED by Member TP Grace, seconded by Deputy Chairperson A Cole: That the Rural Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Friday, 15 April 2016, as a true and correct record.

4 Additional Items for Consideration
The following were suggested as additional items for consideration:
· extending/removing urban boundaries and the effect on productive land and aggregates
· spraying certificates issued by Auckland Council
· outstanding natural features
· concerns over rural road sealing priorities (Rodney)
· National Policy Statement for Freshwater Management – Rural Advisory Panel involvement.

Ballance Farm Environment Supreme Award winners - Dianne and Richard Kidd |

Dianne and Richard Kidd were present to address the panel. |
|
A video presentation about the Kidd’s farm was provided.

New Zealand Equine Industry Training Organisation Chairperson, Anne Phillips, was present to address the panel regarding current projects in the equine industry. A PowerPoint presentation was provided, a copy has been placed on the official minutes and will be available on the Auckland Council website as a minutes attachment. |

Nick Waipara, Biosecurity Principal Advisor provided an update to the panel. A PowerPoint presentation was provided. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. |

Resolution number RUR/2016/20 MOVED by Chairperson W Cashmore, seconded by Member K Vallabh: That the Rural Advisory Panel: a) thank Celia Davison for her update on the Proposed Auckland Unitary Plan.

The following three items were identified as Unitary Plan issues, for further discussion once Unitary Plan decisions have been made:
· extending/removing urban boundaries and the effect on productive land and aggregates
· spraying certificates issued by Auckland Council
· outstanding natural features.
Discussion took place regarding:
· concerns over rural road sealing priorities (Rodney); which included a lack of input regarding roading priorities. Members were encouraged to contact the Rodney Local Board to express concerns or with any helpful information.
The following item was earmarked for future discussion:
· National Policy Statement for Freshwater Management – Rural Advisory Panel involvement.
3.08 pm The Chairperson thanked Members for their attendance and attention to business and declared the meeting closed.
