4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Auckland Transport - Pedestrian Safety

Purpose
1. Andrew Bell, Strategy and Performance Team Leader, Claire Wannamaker, Senior Walking and Cycling Coordinator, and Brittany Morgan, Specialist - Urban Design of Auckland Transport will speak to the Seniors Advisory Panel about Pedestrian Safety.
Executive Summary
2. Andrew Bell will speak to older (75+ years) pedestrian safety crash data for the Auckland CBD, including plans for 2016-2017.
3. Claire Wannamaker will speak to the Walkability Assessment being made in the CBD and Pedestrian behaviour change projects.
4. Brittany Morgan will speak to the Urban Design aspects for pedestrians in the CBD.

Update report on Universal Access and Design

Purpose
1. To receive an update from Claire Wilson, Principal Specialist - Universal Access and Design on current progress with work relating to Universal Access and Design and to seek feedback for the planned Universal Design Forum.
Executive Summary
2. The Auckland Design Manual (ADM) is a best practice design guide website for Auckland, run by Auckland Design Office. The target audiences range from home owners/builders, designers, developers and internal Auckland Council staff who work on consents and design reviews. It can be found at: http://www.aucklanddesignmanual.co.nz/
3. The Universal Design Hub is a section of the ADM, which Claire Wilson is writing content for.
4. Parental leave cover has been confirmed.
5. Planning is underway for the Universal Design Forum on 26 October 2016. It is envisioned that this event will run from 10.00am until 2.00pm and will be followed by an Auckland Conversations event held in the evening (5.00pm-7.00pm). Feedback is sought from the Seniors Advisory Panel on the invitation list for this invitation-only event and for potential exhibiters.

Auckland Libraries: International Day of the Older Person (IDOP)

1. Morgan Borthwick, Libraries Adviser Inclusiveness, will provide a verbal update to the panel on the planning for a library event to mark International Day of the Older Person (IDOP) 2016, and request input from the Seniors Advisory Panel.

Investigations into work concerning Auckland's older population
File No.: CP2016/00625
Purpose
1. To inform the panel of the work being undertaken regarding Auckland’s older population (aged 65 years or older).
Executive Summary
2. The proportion of older people (65 and older) living in Auckland is a changing demographic trend, with more proportionate growth anticipated in this age group than any other.
3. A stocktake of Auckland Council documents has found that the council (including Council Controlled Organisations) has a considerable number and range of strategic action plans, policies and services that benefit older people.
4. Work is currently underway to fulfil requirements under the Auckland Plan for a report on the status of older Aucklanders quality of life. As part of that work, desk top research has been commissioned from the Research and Evaluation Unit (RIMU) to identify the determinants of wellbeing among this group, and develop a draft framework for measuring wellbeing overtime.
5. Engagement with key stakeholders, including the Seniors Panel, on the draft framework is currently underway.
6. In addition staff are developing an Ageing Auckland issues paper on potential issues and opportunities specific to Auckland’s older population that will be used to inform the Auckland Plan Refresh and future policy work.
7. The Community Development and Safety Committee have recommended that the Regional Strategy and Policy Committee proceed with accreditation of Auckland/Tāmaki-Makaurau as an age-friendly city. Next steps will be determined following the outcome of the committee’s decision.

Background
8. The population of Aucklanders aged 65 and older is growing proportionately faster than any other age group.
9. The council is interested in understanding the issues and opportunities with this and what it might mean for future planning and service delivery.
10. Staff have completed a high level stocktake of council policies and plans to identify what commitments council is already making to older people and how we are using our various levers. This shows that:
· the council has made a number of commitments through a range of policies and plans to undertake actions and initiatives that can be expected to benefit older people e.g. the recently completed Disability Operational Action Plan identifies actions likely to benefit older people.
· the majority of these policies and plans infer a reference to older people through terms such as “all Aucklanders” and “vulnerable groups” but do not mention them specifically.
· the council delivers and/or supports a number of initiatives that target older people such as provision of seniors housing, recreation programmes and the Seniors Advisory Panel.
· the council is already using a variety of levers to deliver benefits for older people.
The stocktake table and overview of council’s levers are included in Attachment One.
11. In March 2016 the Community Development and Safety Committee recommended:
· that the Regional Strategy and Policy Committee proceed with accreditation of Auckland/Tāmaki-Makaurau as an Age Friendly City. (COM/2016/28)
12. Next steps will be determined following the outcome of the committee’s decision.
Investigation
Ageing Auckland issues and opportunities paper
13. Community Policy is undertaking a high level investigation into Auckland’s older population.
14. This is a desktop investigation focused on developing an evidence base on the issues and opportunities regarding older Aucklanders. It includes a review of local, national and international research and literature and a scan of national and international frameworks.
15. It will result in an Ageing Auckland issues paper that will inform the Auckland Plan Refresh and potential future policy work.
Seniors quality of life research
16. Research on the quality of life of older people is an action required in the Auckland Plan. This action is to:
· Develop an annual report on the status of older people in Auckland, which includes indicators from the New Zealand Positive Ageing Strategy, and their overall contribution to Auckland (Addendum table 6, Priority 3, Action 5).
17. Staff are currently progressing this action. The council’s Research and Evaluation Unit (RIMU) are preparing a report that outlines the status of older Aucklanders’ quality of life. There are several work streams involved in the research process, as outlined below:
· a literature review of the determinants of older people’s wellbeing
· the development of a draft set of domains, indicators and measures of older Aucklanders quality of life
· a survey of older Aucklanders to collect data where existing data is not available.
18. Appropriate economic, social and environmental indicators are being analysed from a range of sources including the New Zealand Positive Ageing Strategy, the WHO Age-friendly Cities core indicators guide, the Quality of Life in New Zealand Cities’ survey, Te Kupenga – the Māori Social Survey, the New Zealand census and others.
19. A range of subject matter experts who work, study and/or advocate on behalf of older Aucklanders, including the Seniors Advisory Panel, will be engaged to provide feedback on the draft set of domains and indicators.
20. Once all feedback is received and analysed the final set of domains and indicators will be used to inform the development of a survey. This will be undertaken by an independent research company.
21. Survey results combined with the collation of existing data will be used to create the inaugural status of older people’s quality of life in Auckland report. It will provide a baseline data set for monitoring changes overtime.
22. The report and literature review will be made publically available when completed later in 2016. The findings from this study will also inform any future policy work.
23. The Seniors Advisory Panel will be kept informed of the progress of this research.

Seniors Advisory Panel Work Programme Update

Purpose
1. To receive up-to-date information regarding the Seniors Advisory’ Panel’s work programme and how the panel’s advice has been used.

2. This report updates on the advice and input it has provided. The lead officer now requests staff, where possible, to indicate how advice from the Seniors Advisory Panel is applied.

Comments
3. This report provides an update on the panel’s programme of work and advice provided.
4. The panel provided input on the Annual budget 2016-2017. Panel input was approved at the 21 March meeting and attached to the minutes. The panel’s feedback was circulated to all councillors as supplementary information when formal written submissions and Have Your Say feedback was sent to the governing body.
5. On 2 May the panel received an update on the Housing for Older People project led by Panuku Development Auckland. Panel members advised that ongoing consultation must actively include tenants, Mana Whenua and Mataawaka. Discussion covered the importance of local board relationships, intergenerational housing, older people’s housing as a core activity, universal design and the panel’s view that there needs to be additional housing stock to meet the demand of an ageing population.
6. In May the panel received two responses to requests for information. One was a report on housing affordability with particular reference to financially vulnerable older people. The other was an update on the Community Empowerment Unit’s approach to working with multi-sector stakeholders on elder abuse.
7. Panel member Dr Judy Blakey provided additional feedback on the Draft Civil Defence and Emergency Management Group Plan. Feedback included topics relating to socially isolated communities and collaboration with health agencies to ensure appropriate and timely psychosocial support is available to ameliorate the on-going impacts of post-traumatic stress within communities.
8. The chair and members of the panel attended the meeting of the Community Development and Safety Committee on 30 March to speak in favour of proceeding with accreditation of Auckland/Tāmaki-Makaurau as an Age Friendly City.
9. The chair and members of the panel attended the meeting of the Auckland Development Committee on 14 April to speak to a notice of motion that the council increases the amount of council-owned housing for older people.
10. Panel members attended a workshop on 26 April to provide feedback on research on the quality of life of older people.
11. Panel meetings are set for 13 June, 25 July and 5 September.
12. Due to the impending local government elections, Austin Kim, Principal Advisor Panels will distribute a memo regarding elections policy shortly.
13. A review of Council’s demographic advisory panels is being arranged. Austin Kim, Principal Advisor Panels can discuss this if required.
