10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Waitemata Local Board Accommodation Grant 2015 - 2016

Purpose
1. The purpose of this report is to present the applications received for the Waitemata Local Board Accommodation Grant 2015/2016. The local board is required to fund, part-fund or decline these applications.
Executive Summary
2. The Waitemata Local Board adopted the delivery of an accommodation grant at their December 2015 business meeting (WTM/2015/206).
3. A total of $125,000 was allocated for the accommodation grant round for the 2015/2016 financial year, to be allocated to successful applicants towards their accommodation costs for the 2016/2017 financial year.
4. Applications have been assessed against the Community Grant Policy and eligibility criteria as set by the Waitemata Local Board.
5. Thirty eight applications were received with a total request of $610,363.55.

Comments
1. The implementation of the new Community Grants Policy commenced on 1 July 2015. The policy supports each local board to adopt a grants programme for 2015/2016 and the Waitemata Local Board adopted its grants programme on 21 May 2015.
2. The local board revised their grant programme at their December 2015 meeting as follows:
b) That the Waitematā Local Board:
i) establishes an Accommodation Grant in 2015/2016 with a budget of $125,000, utilising its 2015/2016 Central Joint Funding Committee budget.
ii) Adopts the updated Waitemata Local Board Grants Programme to include additional exclusions and the eligibility and criteria for the Accommodation Grant and the Local Events Development Fund. (WTM2015/206). See Attachment A.
3. Applicants to the accommodation fund needed to meet the definition of a community organisation as outlined in the community grant policy as follows:
· not for profit, charitable and voluntary organisations
· membership or participation is available for anyone who wishes to join
· the organisation has a formal legal structure and founding documents, such as a constitution, which sets out governance and management arrangements consistent with their charitable mission
4. Additional criteria for the accommodation grant was set in place at the local boards December 2015 meeting (WTM2015/206) (Attachment B).
5. The Waitemata Local Board offered one accommodation support round this financial year and has a budget of $125,000 to be allocated to successful applicants towards their accommodation costs for the 2016/2017 financial year. The Accommodation Grant round closed on 7 March 2016.
6. Thirty eight applications were received with a total of $610,363.55 requested. (Attachment C). The local board is required to fund, part-fund or decline these applications.
Consideration
Local Board views and implications
7. Local boards are responsible for the decision-making and allocation of local board community grants. The Waitemata Local Board is required to fund, part-fund or decline these grant applications against the local board priorities and criteria identified in the local board grant programme.
Māori impact statement
8. The provision of community grants provides opportunities for all Aucklanders to undertake projects, programmes, activities that benefit a wider range of individuals and groups, including Maori. As a guide for decision-making, in the allocation of community grants, the new community grants policy supports the principle of delivering positive outcomes for Maori.
Implementation
9. The allocation of grants to community groups is within the adopted Long Term Plan 2015-2025 and local board agreements.
10. Following the Waitemata Local Board allocating funding for this accommodation support round, Commercial and Finance staff will notify the applicants of the local board decision.
