The Franklin Local Board acknowledges and congratulates Karnail Singh Badhan on his Queens Service Medal for services to the Indian community.

 

The Franklin Local Board acknowledges and congratulates the Te Whangai Trust for being named the overall supreme champion and receiving the Community Leadership award at the Green Ribbon Awards in recognition of exceptional environmental achievements.

 

The Franklin Local Board acknowledges and congratulates the Waiuku Estuary Restoration Trust (Mudlarks) for winning a Mauri o te Moana Award in recognition of the work undertaken to help protect and restore the mauri of the Manukau Harbour.

Split into three separate lines and budgets in the work programme as follows:

Hire Fee Subsidy

Split into two lines and budgets in the work programme as follows:

 

1)    Increase utilisation by providing a 50% discount for all off-peak users of council-run venues - $13,000

 

2)    Provide 100% discount for the following groups to use council-run venues - $20,838:

i)           FRANCOSS (Franklin Council of Social Services) – Pukekohe Concert Chamber

ii)          Pukekohe Senior Citizens Club – Franklin:The Centre (Stevenson Room)

iii)        Franklin Heritage Forum – Pukekohe Old Borough Building

iv)        Communicare – Pukekohe Old Borough Council Building

v)          Franklin Youth Advisory Board – Franklin:The Centre

The board approves this work programme line subject to ongoing liaison and support for hall committees being funded from regional ABS operational budget.

Update the Activity Description to include the specific services that will be supported, namely:

  • Beachlands

Include detail of what will be provided e.g. delivery civic services at xx locations, Traffic Management Plans at xx locations, wreaths at xx locations.

 

Delete the second paragraph under Activity Description that reads “Funding increased by an additional $5,000 to come from the Community Response Fund….etc.” as this is not part of the final work programme.

 

Include additional wording under Activity Benefits to reflect that the services are about participation in RSA/community events that are not delivered by the local board.

Franklin Local Board Community Facilities Renewals Work Programme 2016/2017

a)      That the Franklin Local Board approves the 2016/2017 work programme for Franklin Local Board Community Facility Renewals (Attachment A to the report entitled).

b)      That the Franklin Local Board notes that the 2016/2017 funding envelope is indicative to deliver this programme of work and any budget variances (within scope) will be managed within the total region-wide renewals funding envelope.

a)         That the Franklin Local Board approves the Community Lease 2016/2017 work programme as detailed in Attachment A to the report entitled ‘Community Lease Work Programme 2016/2017’.

b)        That the Franklin Local Board renews of the lease for Waiuku Golf and Squash Club Incorporated (activity number 1600 in the Community Lease 2016/2017 work programme for Franklin) and the Karaka Cricket Club (activity number 1577 in the Community Lease 2016/2017 work programme for Franklin) be treated with urgency and brought forward from 27 February 2017.

b)            That the Franklin Local Board allocates up to $13,000 from its Locally Driven Initiatives operational budget to cover the cost of providing a 50% discount for off-peak usage of venues for hire.

 

c)            That the Franklin Local Board requests staff provide updates through the quarterly reporting to the board, on the impact of the 50% off-peak discount on the utilisation of these venues and actual against budgeted revenue noting that any revenue over budget will be used to offset the board’s Locally Driven Initiatives budget allocation

 

d)            That the Franklin Local Board retains the existing criteria for identifying “priority groups” who will be eligible for a 50% discount of the regular user fee i.e.:

i)             not for profit groups/charitable trusts OR

ii)            community organisations.

 

e)            That the Franklin Local Board uses the following criteria for determining a number of groups that are eligible for a 100% discount on use of venues for hire for 2016/2017:

i)             community good;

ii)            little or no income’

iii)           alignment with local board plan priorities;

iv)           volunteers who work with council;

v)            independence of the organisation.

 

f)             That Franklin Local Board, after consideration of the criteria in resolution e), provides the following groups with a 100% discount for venues for hire in Franklin for the 2016/2017 year:

i)             FRANCOSS (Franklin Council of Social Services) – Pukekohe Concert Chamber

ii)            Pukekohe Senior Citizens Club – Franklin The Centre (Stevenson Room)

Adoption of Franklin Local Board Agreement 2016/2017

 

Resolution number FR/2016/108

MOVED by Deputy Chairperson AJ Naysmith, seconded by Member AM Fulljames:  

a)         That the Franklin Local Board adopts local content for the Annual Plan 2016/2017 (attachment A to the report entitled ‘Adoption of Franklin Local Board Agreement 2016/2017’), including:

i)             a Local Board Agreement 2016/17

ii)            a message from the chair

iii)           local board advocacy, with the following amendments:

·         Under the initiative “supporting growth with appropriate and timely infrastructure”,

o   add the following text to the description:

We will continue to advocate for improved roading networks and passenger transport to support growth, including electric or hybrid trains operating between Papakura and Pukekohe, a new east-west arterial road from SH1 to ease congestion through Pukekohe and the upgrade of the Whitford-Maraetai Road.

o   add Auckland Transport to the “advocating to” column for the above initiative.

·         Delete the initiative “hydrodynamic modelling for the Manukau Harbour” as this will now be implemented.

iv)      local activity budgets

v)       local performance targets.

b)         That the Franklin Local Board notes:

i)       that the local activity budgets have been updated to reflect final budget decisions made by the governing body on 13 May 2016;

ii)      that if there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement;

iii)     that the resolutions of this meeting will be reported back to the governing body when it meets to adopt the Annual Plan 2016/2017 on 30 June 2016.

c)         agrees that the Chair be delegated authority to make any final minor changes to the local content for the Local Board Agreement 2016/2017.

New Road Name Approval for a residential subdivision, naming a private way off East Street, Pukekohe

 

Resolution number FR/2016/109

MOVED by Chairperson A Baker, seconded by Member A Cole:  

That the Franklin Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, approves the road name “Danden Way” proposed by the Applicant, for the new private was created by way of subdivision at East Street, Pukekohe.
