·         Samoan Speech Competition Schools Colleges in South Auckland 25 May 2016.

·         Samoan Week last week May first week of June 2016.

·         Inaugural Manukau Harbour Forum Symposium held 10 June 2016, very successful event, well done to perseverance of local board member Carrol Elliott in this initiative and for the Awards that were given out that afternoon.

·         Teau and Mangere Bike Safety Club for their successful event held on Queens Birthday. 

·         Two local heroes, Justine from Ambury Farm and Teau re Love Mangere Auckland Transport Campaign.

·         Auckland Transport Otahuhu Transport Centre progressing well Local Board Tour.

·         Vodafone Pasifika Music Awards another annual successful event.

·         Mangere Bridge Te Puea Marae, for opening their doors to the homeless people who have been sleeping in their cars, with their children, they have been housing and will continue to place these people temporarily, whilst trying to find solutions for these families.  To date since opening their doors, they have housed in another way, 21 families to date, and have had an army of volunteers help them.  Many stories shared by Whaea Mona and Matua Huri Dennis who have been overwhelmed by support.  They continue to work with a number of providers.

·         Honours Queens Birthday Weekend, Favona School Teacher Vagahau Niue and Niuean Community Leader Mele Nemaia MNZM for services to the Niuean Community; Nga Tapuwae Principal Arihia Stirling QSM for services to Education and Maori.

·         Acknowledge the importance to this area of Watercare’s announcement it will fund a three-year research programme by the National Institute of Water and Atmospheric Research which will establish a hydrodynamic and water-quality model of New Zealand’s second largest harbour the Manukau Harbour. This will provide a sound basis for future planning.

 

·         Congratulations to new District Court Judge Mina Wharepouri – the first Tongan-born Judge in New Zealand, who was raised and educated in Ōtāhuhu.

 

·         Cheryl Fowler Library South Services Delivery Manager -  40 years of service at Manukau/Auckland Libraries and our community, best wishes for a fruitful retirement.

 

·         Manukau Harbour Forum Symposium Bird volunteers - New Zealand volunteers have been counting birds on the Manukau for 61 years.

 

·         The passing of Mr Lageiki Patutaue a long time Mangere resident and Auckland Council  employee.

That the Māngere-Ōtāhuhu Local Board:

a)      Approve a funding agreement and licence to occupy and manage with STRIVE Community Trust for the year 2016-2017, terminating on 30 June 2017, for the operation of the Nga Tapuwae Community Centre.

b)      Approve funding for STRIVE Community Trust of $101,870 to be adjusted in accordance with Council’s agreed inflationary mechanism, once confirmed.

c)      Approve licence to occupy and manage Nga Tapuwae Community Centre for the STRIVE Community Trust at 253 Buckland Road, Māngere, Auckland being Lot 14 DP 21985 PAR_ID 4979804. Attachment A.

i)       Term – 1 year commencing 1 July 2016;

ii)      Rent - $1.00 plus GST per term if requested;

d)      Approve a funding agreement and licence to occupy and manage with Otahuhu Town Hall Community Centre Incorporated for the years 2016-2017, terminating on 30 June 2017, for the operation of the Otahuhu Town Hall Community Centre.

         i)       Alignment of funding agreements with local board plan outcomes.

b)      Rescind part of Resolution No: MO/2016/14 from Item 22 Allocation of the Mangere-Otahuhu Local Discretionary Capital Fund reported to the board on 17 February 2016 as follows:

          That the Māngere-Ōtāhuhu Local Board:

          a) iii) 12-16 High Street, Otahuhu – renovate old library to be inclusive of community arts and culture use $300,000.

c)      Requests a further report in July to progress appropriate community use of the 12-16 High Street community facility.

b)      Request officers establish a funding agreement for Māngere Bridge Progressive Business Association for delivery with accountability measures and  report back to the board on results by May 2017.

a)      Make a 7.00pm to 7.00am daily alcohol ban pursuant to the Auckland Council Alcohol Control Bylaw 2014 on the whole of the Portage Canal Foreshore Reserve as shown in Attachment A.

b)      Confirm that the decision in (a) is in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

Mangere Otahuhu Local Board Open Space Network Plan

That the Māngere-Ōtāhuhu Local Board:

a)      Adopt the Māngere-Ōtāhuhu Open Space Network Plan (Attachment A).

b)      Allocate $9,000 for the development of online tools for the open space network plan to come from the Community Response Fund (opex) budget.

c)      Request Policy officers  provide printed copies of open space network plan for reference and use by council departments and local board.

d)      Requests that responsibility for implementation of the digital open space network plan be clearly allocated to a council unit and included in the relevant local board work programme.

Sport and Recreation Investment - Community Access Scheme guidelines and future allocation of residual legacy Hillary Commission Community Sport Fund

That the Māngere-Ōtāhuhu Local Board:

a)      Approves the following feedback on the draft Community Access Scheme guidelines for the Governing Body to consider:

·         The Māngere-Ōtāhuhu Local Board supports the principles outlined in the draft Community Access Scheme Guidelines.

·         The board supports the idea of retaining the use of the Hillary Commission residual fund in legacy Waitakere and Auckland City council areas to reduce inequities of access in the sports sector, increase access to facilities, and to support capacity building of organisations in the sector. And the board would like to see a particular focus in Otahuhu which has a number of sports parks and facilities in desperate need of attention.

·         Further, it would be appropriate to direct use of the residual fund for supporting operational costs of organisations to meet strategic outcomes for efficient use of the budget.

b)      Support the allocation of the residual $2.5m Hillary Commission Community Sport Fund toward the implementation of the Sport and Recreation Community Access Scheme with a priority given to identified need in the legacy Waitakere ($1.1M) and Auckland City ($1.39M) Council areas.

Parks, sport and recreation draft annual work programme financial year 2016-2017

That the Māngere-Ōtāhuhu Local Board:

a)      Approves the Māngere-Ōtāhuhu Parks, Sport and Recreation Annual work programme 2016/2017 financial year as detailed in Attachment A to this report.

b)      Delegates the approval for any minor changes to the Parks, Sport and Recreation Annual work programme 2016/2017 to the appropriate Parks, Sport and Recreation advisor and local board portfolio holder/s and refer any major changes back to the local board for a decision.

c)      Amend line 526 Facility Partnership Fund to Facilities Partnership Grant $150k in 2016/2017.

d)      Amend line 528, 529 and 530 and move the respective budget figures from under ‘Activity description’ to the corresponding ‘budget’ column.

e)      Amend line 531 so that the detail of the mangrove removal, management and maintenance programme comes to the local board for approval.

a)      Adopts local content for the Annual Plan 2016/2017 (Attachment A), including:

iv.        local activity budgets

v.         local performance targets

b)      Adopts Local fees and charges schedules for 2016/2017 (Attachment B)

c)      Notes:

i.        that the local activity budgets have been updated to reflect final budget decisions made by the governing body on 13 May 2016;

ii.       that if there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement;

iii.      that the resolutions of this meeting will be reported back to the governing body when it meets to adopt the Annual Plan 2016/2017 on 30 June 2016.

d)      Agrees that the Chair be delegated authority to make any final minor changes to the local content for the Local Board Agreement 2016/2017.

Smoke-free Policy Review

That the Māngere-Ōtāhuhu Local Board:

a)      Note that the review of the Smoke-free Policy 2013 has been postponed to 2017.

b)      Send the board’s answers to the questions posed in the review, as set out below, to the Social Policy and Bylaws Unit, to help to shape the review when it resumes and to provide a starting point for the board to respond in the new term.

c)      Answer the six questions as follows

i.        The policy is not considered to be very effective. It lacked the resources for implementation. The board supported the continuance of the existing voluntary approach but requested further investigation into the merits of a regulatory approach.

ii.       The board has paid for permanent smoke-free signs in various public places, and has acquired portable banners with smoke-free messages that are displayed at board sponsored events.

iii.      The policy has not assisted the board much to date

iv.      Barriers to the implementation of the policy include limited implementation effort across the region from council as an organisation, and the fact that it is a purely voluntary policy

v.       The local board recommends improving the policy by:

·      implementing a regional communications and engagement plan to raise awareness and make smoking a topic of focus

·      more support to local boards from regional budgets e.g. for appropriate signage and litter control, as well as local promotion.

·      ensure the policy is being integrated into all council activities and procurement contracts, including facilities, events, lease agreements, services and funding contracts.

·      outdoor areas of all council service properties should be made smoke-free with appropriate signage displayed.

·      make a smoke-free bylaw to restrict smoking in particular locations. This could be a regional, or a series of local bylaws.  (The existence and threat of a bylaw is expected to induce smokers to change their behavior, without having to be enforced too rigorously against individuals who are already disadvantaged.)

vi.      Local boards, including Māngere-Ōtāhuhu Local Board, subject to funding and departmental support can:

·      require funding of local community grants, events and leases be subject to smoke-free requirements

·      fund smoke-free signage, litter bins, and publicity when opportunities arise

·      promote smoke-free messages in ongoing ways, such as by including bylines in local board communications.

Māngere-Ōtāhuhu Local Board's comments on the Review of the Gambling Venue Policy

That the Māngere-Ōtāhuhu Local Board:

a)      Endorse the board’s position on council’s Gambling Venue Policies - Racing Board (TAB) Venue Policy and Class 4 Gambling (Pokie) Venue Policy.

b)      Support continuation of a ‘sinking-lid’ approach in Gambling Venue policies, noting the reduction in overall numbers.

c)      Does not support relocation of gambling venues as it will be unlikely to lead to any reduction in harmful effects of problem gambling in the local area and will also be likely to reduce the already small proportion of returns of gambling machine proceeds to local communities.

d)      Supports a roll-over of council’s Gambling Venue policies until 2019.

ITEM 31 MOLB Feedback on Empowered Community Approach

 

Empowered Community Approach – Māngere-Ōtāhuhu Local Board feedback

Overall:

The board supports the principles of ‘empowered communities’. Local boards are close to issues and concerns of communities on the ground and as elected leaders, are keen to see efficient response and delivery from the council organisation. However, to be effective in taking up an empowered communities approach there is a lot more to be done.

Challenges

i.      During transition:

-       There were delays and gaps in implementing the 2015/2016 ‘Community Development and Safety / Empowered Communities Unit’ work programme.

-       The many changes and loss of staff has resulted in a gap in knowledge in the interim period.     

-       Lack of clarity on responsibilities and roles resulted in delays in work programme implementation, compounded by delays in recruitment and appointment of staff.

-       Implementing planned projects proved difficult due to lack of clarity on processes to establish dialogue with stakeholders and put in place contracts.

-       The board experienced long delays for grant and management of community leases for implementing decisions and responding to demands from the community.

ii.    Programme structure change

-       The shift in approach has resulted in support for few components of the programme disappear, e.g. safety, ‘Pacific wardens’.

-       ‘Youth’ is another area of importance for the Māngere-Ōtāhuhu board that requires programme design, development and monitoring, but currently there is a gap.

-       The current application process for community grants that is tied to an on online application process makes it onerous and tedious for the groups. The board is not convinced if this is resulting in empowering groups, rather it poses a hurdle or barrier for groups to access grants.

-       The new ‘ECA’ approach appears to have led to a net result of reduction in services to communities.

iii.   Practise Hub

-       It is unclear how the ‘practice hub’ develops its priorities.  What are the mechanisms, if any, for local boards to give input or direction in determining the priorities of the hub?

-       Currently there is no systematic pathway in place for local boards to source resources from the practise hub.

iv.   Planning, analysis and accompaniment

-       Translating the ‘ECA’ the intent and principles in real practical terms is yet to be seen. In addition there is an absence of policy and planning support to local boards which results in accentuating a gap in ways to accompany and respond to issues and topics of importance in local areas.

-       In Māngere-Ōtāhuhu Local Board’s experience of advocating on behalf local communities to the District Licensing Commission to reduce proliferation of off-licences and harm from alcohol illustrates the absence of an ‘ECA’ approach. Interested communities could not get officer support, e.g. for developing user friendly tools or guidance on the topic. The model does not appear to reflect strategies for empowering communities in real practical terms.

-       In the absence of support for planning or quality advise, ‘empowering communities approach’ remains theoretical and results in a disconnect from the realities on the ground.

-       In actual terms, staff need to work alongside and accompany communities, by building tangible relationships and capabilities to for transfer knowledge and skills.

v.    Whole of council

-       The standards of council service are different in different areas of the city. This is problematic as if the voices in the community are not strong, they do not get council attention or a service response.

-       The role of strategic broker is good but the role cannot be the only means of achieving the outcomes of an ECA across the organisation. Different business areas must develop practices to meet the principles of ECA. 

-       Example: The issues of illegal dumping arising in Māngere-Ōtāhuhu from the change in inorganic waste collection illustrates that there is scope for a more proactive approach in how council communicates and works with communities. The change in collection was introduced in the area without sufficient and well planned communication and resulted in a lot of illegal dumping.

-       Procurement: More effort and work is required to ease and support local procurement that leads to devolving power and responsibility to community stakeholders.

-       There is still a long way to go before ECA is embraced by different council departments. 

Future

-       There are a variety of projects that need expertise in terms of analysis and planning before implementation. Staff resources are needed to pull issues, options and analysis together for local boards. A few examples are: Interim use of old library in Ōtāhuhu; Next steps for follow-up community facility needs assessment in Māngere East; planning for refitting rooms for community purpose.

The examples demonstrate the many types of projects and a need for a range of skills from different departments ready to apply an empowered communities approach.

Report from Carrol Elliott

The main event in my calendar for the past month has been the Symposium promoted by the Manukau Harbour Forum, held at the Mangere Arts Centre on 10th June 2016

The Manukau Harbour Forum is made up from  nine Local Board representatives, one each from each of the nine Local Boards which line the Manukau Harbour.

Its focus is improvement of the health of the whole harbour, and is funded by each local Board contributing toward projects, such as education of industries whose stormwater drains into the Manukau.

This had been on the agenda for the Forum since its inception at the beginning of the first term in 2010. It was the result of long term planning and co-operation between Council and the elected members  to showcase the work of the Forum and our efforts to improve the health of the harbour

We were presented with several contributors, from long term Maori activists to Sustainable Coastlines, but the highlight was the announcement from the Ceo of Watercare of their funding of NIWA to study hydrodynamic modelling of sediment in the whole of the harbour, with co-operation of Auckland Stormwater

The Forum had been advocating for this without success to the Governing Body but now there is a 3 year commitment to carry out this necessary study.
