1 Welcome
Susan Daly opened the hearing and delivered the welcome message. Fenella Christian from the Department of Conservation was invited to deliver the department’s position and intention about the dog control provisions.
2 Apologies
Resolution number GBI/2016/129 MOVED by Deputy Chairperson SP Daly, seconded by Member JJ Gilbert: That the Great Barrier Local Board Proposed Changes to Local Dog Access Rules Hearing Panel: a) accept the apology from Member IM Fordham for absence.

4 Suspension of Standing Orders
Resolution number GBI/2016/130 MOVED by Deputy Chairperson SP Daly, seconded by Member J Cleave: That the Great Barrier Local Board Proposed Changes to Local Dog Access Rules Hearing Panel: a) temporarily suspend the following Standing Orders for the duration of this meeting in accordance with Standing Order 3.2.1 in order to facilitate the ability of the hearing panel to hear and consider submissions from members of the public on the Great Barrier Local Board Proposed Changes to Local Dog Access Rules: i. 3.3.7 – Duration of meetings and time limits ii. 3.7.5 – Major items not on the agenda iii. 3.7.6 – Minor items not on the agenda iv. 3.20.1 – 3.20.8 – Deputations and Presentations v. 3.21.1 – 3.21.4 – Petitions vi. 3.23 – Requests for reports b) note that for the avoidance of doubt, submitters to the Great Barrier Local Board Proposed Changes to Local Dog Access Rules will be allowed to address the panel when considering item 10 on the agenda.

Resolution number GBI/2016/132 MOVED by Deputy Chairperson SP Daly, seconded by Member JJ Gilbert: That the Great Barrier Local Board Proposed Changes to Local Dog Access Rules Hearing Panel: a) adopt the decisions recorded in the ‘Deliberation worksheet – Great Barrier Local Board area’ referred as Attachment A. b) adopt the amendments to the Auckland Council Policy on Dogs 2012 (Attachment B) with a commencement date of 21 October 2016. c) delegate to the panel chair the power to approve the decision report titled ‘Hearing panel decision report on local dog access rules in the Great Barrier Local Board area 2016’ (Attachment C) and to give effect to the decisions in (a) and (b), in consultation with other panel members. d) delegate to the Manager Social Policy and Bylaws in consultation with the panel chair the power to make any minor edits to (a), (b) and (c) and to correct any identified errors. e) request the Governing Body to give effect to the amendments in (b) by making any necessary amendments to the Auckland Council Policy on Dogs 2012 and Auckland Council Dog Management Bylaw 2012. f) thank the community and the submitters for their submissions.
