TERMS OF REFERENCE
Purpose
· Provide advice to the council in relation to:
- the direction and content of strategies, policies and initiatives
- any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland
· To deliver advice for improving the promotion and management of historic heritage of the Auckland region
· Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.
· To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.
Scope
To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.
Priorities
The priorities for the panel include:
· Historic Heritage Plan
· Issues relating to the Unitary Plan
· Council processes
· Input into the Auckland Urban Design Panel.
Membership
The panel’s spokesperson is its chairperson.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Background Information relating to Special (Historic) Character and Pre 1944 Overlay

Purpose
1. To provide the Heritage Advisory Panel with a summary of matters the panel has considered in regards to the Proposed Auckland Unitary Plan, and information that was provided to the 22 June 2016 Auckland Development Committee relating to the Proposed Auckland Unitary Plan Special (Historic) Character and Pre-1944 Overlay.
Executive summary
2. Since September 2014, the council has presented its position in response to submissions on the Proposed Auckland Unitary Plan (PAUP) to the Independent Hearings Panel. The hearings were completed on 13 May 2016 and the panel’s recommendations were received by the council on 22 July 2016.
3. Attached to this report is a presentation given to the Auckland Development Committee on the 22 June 2016 which sets out:
a. the relevant provisions in the notified version of the PAUP;
b. the key themes raised in submissions; and
c. the council’s position at the hearings.
4. An analysis of Heritage Advisory Panel minutes was undertaken, to identify matters the panel has considered and made recommendations to the council on. The panel has:
a. supported a compact city model but recommended that heritage assessments be undertaken prior to any upzoning
b. supported provisions relating to significance criteria and the methodology for assessment
c. supported proposed process for adding sites to schedule
d. supported the plan being silent on the issue of notification
e. raised the issue of how the plan addressed the issue of character
f. indicated support for clear design guidelines contained within the plan
g. supported the plan containing provisions to address demolition by neglect
h. supported a precautionary approach and making the pre 1944 provisions more robust
i. supported a consistent approach across the region, a place based approach, a qualitative approach to evaluation and retention of the prohibited activity status for demolition of Category A scheduled sites.

Purpose
1. To provide an update on matters the Heritage Advisory Panel has considered throughout the year.
Executive summary
2. Areas where the Heritage Advisory Panel have been approached by council to provide advice on council strategies, policies and initiatives were:
a. the Proposed Auckland Unitary Plan (PAUP). This was ongoing over several years, with numerous presentations given to the panel, latterly with a focus on the pre-1944 work program. The advice the panel provided was generally followed and incorporated into the PAUP
b. the Maori Heritage Program proposed survey process
c. review of scheduled archaeological sites
d. processing of consent applications particularly those within the Pre-1944 overlay. This was presented several times
e. the property department’s strategy to seek adaptive reuse opportunities for historic toilets
f. proposed monitoring program for scheduled heritage buildings.
3. Matters the panel provided advice on outside of a request from council include:
a. Processing of resource consent applications particularly the issue of notification.
4. The panel also received presentations from the following council controlled organisations and community groups:
a. Howick Historical Village
b. New Zealand Underwater Heritage Group
c. Presentation on the Tūpuna Maunga o Tāmaki Makaurau Authority and the Integrated Management Plan
d. Save our Unique Landscape (SOUL) on Ihumatao Special Housing Area
e. presentation on Auckland's heritage bush tramways of the Waitakere Ranges.
f. St David's Memorial Church by Paul Baragwanath
g. Save the King’s School Hanna Block by Rob Thomas
h. Restore Christchurch Cathedral Group
i. Auckland Transport regarding Ameti
j. Auckland Transport – CRL project.
5. As a result of a these presentations by community / interest groups, the chairperson sent out correspondence, raising the panel’s concerns. In several cases the advice provided was directly to presenters rather than formal written advice or recommendations.
6. A few panel members have also update the panel on project work that they are involved with in their professional work.

That the Heritage Advisory Panel:
a) receive with gratitude the presentation from Member D Veart on the case to
protect Ihumatao.
b) confirm its ongoing support of the people of Ihumatao.
3. In response to this resolution Chairperson ME Lee wrote the attached letter on behalf of the panel.

Correspondence with Heritage NZ relating to the Melanesian Mission

Purpose
1. Inform the Heritage Advisory Panel members of correspondence exchanged with Heritage NZ relating to the Melanesian Mission.
Executive summary
2. At its 10 May 2016 meeting, the Heritage Advisory Panel received a presentation from Nick Chin from Heritage NZ on the Melanesian Mission, including Heritage NZ’s proposal to undertake repairs to the structure of the building and to re-invigorate the Melanesian building and its site.
3. Following the presentation the Heritage Advisory Panel resolved (Resolution number HER/2016/10):
MOVED by Member G Burgess, seconded by Member E Aitken-Rose:
That the Heritage Advisory Panel:
a) receive with thanks the presentation from Mr Chin and request that Heritage NZ has regard to the points and concerns raised by the Heritage Advisory Panel, particularly in respect of the proximity of the new building.

Letter to Stephen Town regarding non-notified demolition of a scheduled heritage building

Purpose
1. To inform the Heritage Advisory Panel members of a letter sent by Chairperson ME Lee to Stephen Town, Auckland Council Chief Executive.
Executive summary
At its 21 June 2016 meeting, the Heritage Advisory Panel resolved (Resolution number HER/2016/21):
MOVED by Member J Burns, seconded by Member S Reynolds:
That the Heritage Advisory Panel:
a) express its concern that a scheduled heritage building is being removed or demolished on a non-notified basis.
b) request that the Chair writes a letter to the Chief Executive expressing its concern.
2. As a result from this resolution, Chairperson ME Lee wrote on behalf of the panel to Stephen Town, Auckland Council Chief Executive. This letter is attached for the panel members’ information.
