a)    Confirm the ordinary minutes of its meeting, held on Wednesday, 20 July 2016, including the confidential section, as a true and correct record with the following amendment to Item 14.

              i.        The report recommending the 2016/2017 environment programme included reference to funding restoration work at Pukaki Crater ($20,000), and a healthy rentals programme ($25,000) however, these two projects were inadvertently left off the table of projects in the recommendations on page 17 of the Agenda.

·                     Kia kaha to 15-year-old Tupou Neiufi, Yr 10 at Otahuhu College, who has moved off the reserve list and been selected to represent New Zealand in Para-Swimming at the Rio 2016 Paralympic Games in September.

 

·                     Congratulations to Constable Tineke Laing who as awarded an Area Commander's Commendation at the Counties Manukau police district awards for her commitment to helping the neighbourhood to transform the walkway at the end of Lindis Place in Mangere Bridge and establish a community garden.

 

·                     Congratulations to Richette Rodger who has been awarded NZ Police Area Commanders award for her work on community safety in Otahuhu.

 

·                     Congratulations to Auckland Transport for the New Bus Transport Network and the projects that are being delivered – Otahuhu Station, Mangere Bus Station and Future Streets.

a)      Requests Parks, Sports and Recreation officers investigate the feasibility of legalising the current informal access, and report the best method to achieve such legalisation  to the first workshop following the election.

Protection and Management of Sites of Significance to Te Ākitai Waiohua

That the Māngere-Ōtāhuhu Local Board:

a)      Acknowledge the public reserve Ngā Kapua Kohuora Crater Hill Lake (Water Reserve) at 282R Portage Rd, Māngere (Allotment 51A, Parish of Manurewa, SO 5210) is a site of significance to Te Ākitai Waiōhua. 

b)      Agree to endorse Ngā Kapua Kohuora Crater Hill Lake (Water Reserve) to be included as an associated land within the 2010 Co-management agreement for Te Pūkakitapu o Poutūkeka Historic Reserve and Associated Lands between Auckland Council and Te Ākitai Waiōhua (Pūkaki Māori Marae). 

c)      Note that the option for including the Water Reserve under the co-management agreement and the Co-management Committee to protect and manage the reserve is supported by Te Ākitai Waiōhua.

d)      Endorse the variation of Appendix F of the 2010 Co-management agreement for Te Pūkakitapu o Poutūkeka Historic Reserve and Associated Lands between Auckland Council and Te Ākitai Waiōhua (Pūkaki Māori Marae) to include the property Ngā Kapua Kohuora Crater Hill Lake (Water Reserve) (Allotment 51A, Parish of Manurewa, SO 5210). 

e)      Request the Te Pūkakitapu o Poutūkeka Historic Reserve and Associated Lands Co-management Committee to consider and present their views on scheduling the Water Reserve and Pukaki Crater in a future plan change to inform the Māngere-Ōtāhuhu Local Board as decision makers for these reserves.

b)      Request feedback from the consultation process be reported back to the local board along with concept plans that will be revised post consultation and presented to the board for final approval.

Community lease with Auckland Citizens Advice Bureaux Incorporated

 

Resolution number MO/2016/130

MOVED by Chairperson L Sosene, seconded by Member TF Lauese:  

That the Māngere-Ōtāhuhu Local Board:

a)      Approve the surrender of all leases and accommodation agreements to Auckland Citizens Advice Bureaux Incorporated and other associated societies of the Bureaux, within the respective local board area as specified in the Schedule of Bureaux Sites (Attachment B).

 

b)      Approve a new multi-premises lease to Auckland Citizens Advice Bureaux Incorporated for the premises within the respective local board area specified in the Bureaux Sites (Attachment B) subject to the following terms and conditions:

i)       The lease term will be two (2) years commencing 1 July 2016 with two (2) three (3) year rights of renewal, with a final expiry of 30 June 2024, if all rights of renewal are exercised.

ii)      Rent will be $1.00 plus GST per annum.

iii)     Auckland Citizens Advice Bureaux Incorporated will be responsible for all operational charges for each site throughout the term of the lease, as set out in the Schedule of Bureaux Sites (Attachment B) and Regional Bureaux Sites (Attachment C).

 

iv)     That operational charges for any sites added during the term of the lease be at the rate prescribed by the community occupancy guidelines in effect at the time of addition, currently $25/m2 of space occupied.

v)      Provision is provided to allow for the addition and removal of premises during the term of the lease.

vi)     Provision to allow Libraries, where the space occupied by the Bureaux is required for library purposes, to relocate the Bureaux to another area within the same building upon six months’ notice.

vii)    The community outcomes plan provision be amended to refer to the revised strategic relationship agreement objectives to develop specific community outcomes between the Bureaux and each local board.

viii)   All other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

Local Government New Zealand Conference

July 2016

Thank you for the opportunity to attend this year's conference and represent the Mangere-Otahuhu Local Board.

Valuable outcomes from the conference included the opportunity to discuss Auckland Council issues with a broad range of colleagues in an informal setting; networking and discussing best practice with a range of people involved in or interested in local government; a commitment from the Minister to address LGNZ concerns over the draconian Local Government Act 2002 Amendment Bill, which in its present form is a serious threat to democracy and local governance; and, of course, the opportunity to hear some thoughtful presentations.

 

The Conference was interesting also because of the ways it tried to use technology and to encourage delegates to see how engagement, consultation and immediate feedback could be gathered through technology and a dedicated app.

 

Given our local board's commitment to community engagement and to making Mangere-Otahuhu a place where everyone thrives, my top takeaways came from

  1. PWC Director Greg Doone's Keynote: "Tomorrow's places: our communities in 2050";
  2. President of the ALGA and Mayor of Joondalup, Perth Troy Pickard's keynote "An international perspective on tomorrow's places"  (Joondalup has a great reputation as a loveable city);
  3. Author of For the Love of Cities Peter Kageyama's session “Engaging our communities and telling our stories “ and his masterclass “Customer centric services and innovative engagement – how community leaders can be intentional about creating a more emotionally engaging place”.

Thinking about the approaches to creating a liveable city, which were discussed, I thought of three things we might consider to make a difference here :

 

1. Developing more dog parks – these are a great tool for neighbourhood security and community building; they activate sometimes unused areas of the community; they encourage neighbourhood relationships and looking out for one another since people gather for healthy exercise throughout the day and into the night; and, in our case, they can offer opportunities for responsible dog owners to model that to the other locals – since we have problems with roaming and inadequately trained or cared-for dogs. 

“Communities benefit from dog owners. People walking their dogs contribute to traffic on our sidewalks, which raises the perception of activity in a neighborhood. Dog walkers are the “eyes on the street” that Jane Jacobs said provided for public safety. Dog parks are often among the most used public amenities. The paradox here is that dogs in cities make for a more human place. We walk more, we meet each other, we see vital street level activity and we feel safer because of it. The pet friendly city (however measured) is a lovable city as it makes for better living for everyone.” (summary of issue in For the Love of Cities)

2. Using technology to develop direct relationships with our young people - Developing an app which our young people could use on their phones from an early age to respond to questions from us, send questions to us, log issues around the local board area and interact in ways that would ensure youth views were taken into account in shaping our community. The Southern Initiative has turned out to be interested in this and we will meet soon.

 


3. Writing “love notes” to our people and our place area that are engaging and not necessarily expensive, eg – one that has worked in rainy Seattle would work in Auckland – using water resistant paint to make artworks or positive public messages that only appear when it is raining – so hibiscus could bloom on an old concrete wall in Mangere East when it rains or positive messages appear on pavements.

Watching Brief

-       Unitary Plan Deliberations post Independent Hearing Panel’s Recommendations that have been released.  Governing Board will be making a decision by Friday 19 August 2016, on the Unitary Plan Auckland Council.           

-     Community Safety, still an issue that Community Safety Officers and Police, Pasifika and Maori Wardens continue to maintain.

-     Dogs roaming Mangere Streets, complaints raised by a number of local Residents.

-     Future Streets construction, signage, routes project will be completed by the end of 2016 year.

-     NZTA Kirkbride Tunnel and Road ongoing construction works, Kirkbride Road, SH20 to Auckland Airport, Mangere.

-     Rubbish Dumping inorganic Mangere-Otahuhu assorted streets being reported into Auckland Council and Mangere-Otahuhu Local Board Office.

-     Ongoing Transport signage.

-     Ongoing Transport complaints.

-     Otahuhu Transport Centre, Otahuhu an upcoming workshop will be scheduled.
