Newmarket Olympic Pool - John Fay

 

John Fay addressed the committee regarding the consequences of the council’s free swimming pool policy on the Olympic pool and fitness centre in Newmarket.

a)         thank John Fay for his attendance and views on the Free Swimming Policy and the challenges around its implementation and resolve to advise the incoming Council of the issues in relation to the Newmarket Olympic Pool.

Development of a memorial practice guideline for Auckland Council cemeteries - Shale Chambers

 

A presentation by Shale Chambers, Chair Waitemata Local Board was taken during Item 13 - Development of a memorial practice guideline for Auckland Council cemeteries.

Orakei Basin projects - Desley Simpson

 

Desley Simpson spoke in support of Lynley Olsen’s presentation and sought support from the committee in relation to the management of the Orakei Basin projects.

a)      receive the update report from the General Manager – Parks, Sports and Recreation.

Parks' Growth Programme - FY15/16 and FY16/17

 

Cr C Darby left the meeting at 5.06 pm.

 

A presentation was provided the Programme Manager in support of the item and tabled supporting attachments that were omitted from the agenda.

That the Parks, Recreation and Sport Committee:

a)      endorse the Growth Programme outlined within the report for delivery within FY16/17

Community and school partnership project

 

The Team Leader Provision was present in support of the item.

 

Resolution number PAR/2016/64

MOVED by Cr WD Walker, seconded by Member G Wilcox:  

That the Parks, Recreation and Sport Committee:

a)      endorse the Community and School Partnership project to improve access for Aucklanders to sport and recreation facilities by fostering opportunities for investment and greater sharing of school and community assets.

b)      endorse the investigation of the following pilot community and school partnerships:

·   Western Springs College – indoor court facility

·   Kingsway College – artificial turf and lighting

·   Orminston Campus – cricket nets and hockey turf

·   Devonport-Takapuna area – sports fields

·   Birkdale Primary School – outdoor courts

c)      support in principle council investment in community and school partnerships to realise the significant benefits and better value achieved from combined investment and collaborative provision of sport and recreation facilities.

d)      note a further report on funding of pilot community and school partnerships will be reported in early 2017 once investigations are further progressed, with any investment sourced from reviewing priorities of existing budgets or separate business case.

e)      note that the report will be circulated to all local boards for their information.

Approval to correctly classify at Cascades Kauri Park, Waitakere Rangers Regional Park

 

Resolution number PAR/2016/65

MOVED by Cr WD Walker, seconded by Cr ME Lee:  

That the Parks, Recreation and Sport Committee:

a)      approve classification under the Reserves Act 1977 of the respective land parcels  as described in the Survey Plan SO 393773 in Attachment A of the agenda pursuant to section 16(2A) as follows:

i)       Section 1,3,4 and 7 Recreation Reserve (section 17)

ii)      Section 2,5,6,8,9 and 10 Scenic Reserve(section 19 1B).

Development of a memorial practice guideline for Auckland Council cemeteries

 

Shale Chambers, Chair Waitemata Local Board presented a presentation in support of his address in relation to a regional maintenance budget for cemeteries, in particular the management of damaged and vandalised headstones. A copy of the presentation has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

The Manager Auckland Cemeteries was present for the item.

d)      note that in the preparation of the Memorial Practice Guidelines the management and restoration of significant heritage headstones is considered.

Classification of Beachlands Domain, 35R Beachlands Road, Beachlands

That the Parks, Recreation and Sport Committee:

a)      resolve, under section 16 (1) of the Reserves Act 1977, to classify the following parcels of land being Beachlands Domain (Attachment A of the report) as a recreation reserve:

i)    Lots 960 and 1016, DP 19523 contained in NA1190/81

ii)   Lots 961 to 969 and Lots 1017 to 1025, DP21965 contained in NA1190/81

iii)  Lots 970 and 1026 DP21695 contained in NA1135/111 (Part-Cancelled).

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
