Secretarial Note:         At the business meeting on 13 June 2016 the local board approved a Special Exemption under the Fencing of Swimming Pools Act 1987 for a spa pool at  201 Glenmore Road, Coatesville, RD 3, Albany. The address was incorrect and should have been 210 Glenmore Road, Coatesville, RD 3, Albany.

That the Rodney Local Board Parks, Culture and Community Development Committee:

a)         confirm the ordinary minutes of its meeting, held on Monday, 13 June 2016, as a true and correct record subject to the following amendment to Item 21 ‘Special Exemption (Section 6) Fencing of Swimming Pools Act 1987, resolution RODPC/2016/45, clause a) as follows;

a)           grant the application for special exemption under section 6 of the                      Fencing of Swimming Pools Act 1987 for an above ground spa pool as                sought by Lisa and Colm Whyte, 201 210 Glenmore Road, Coatesville,                RD 3, Albany             subject to the spa pool remaining in its current location.                        This exemption is subject to NZS 8500:2006 Safety and Barriers and                             Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-                               ground spas and hot tubs’ 3.10 a) to k) inclusive.

Helensville Art Centre

 

Sally Lush from Helensville Art Centre outlined the highlights and challenges of the art centre since moving into new premises at the Helensville War Memorial Hall in Helensville. Ms Lush gave a PowerPoint presentation, a copy of which has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

Proposal for a bike and skatepark at Warkworth Showgrounds

 

Nicola Jones gave a PowerPoint presentation outlining a proposal for a skateboarding facility, scootering track and BMX trail at the Warkworth Showgrounds. They envisaged that the proposal could be staged as funding allowed. A copy of the PowerPoint presentation has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

Kumeu Arts Centre

 

Christine Rose and Sarah Elli-Kirifi of Kumeu Arts Centre gave a PowerPoint presentation and tabled information on a proposal to extend the art centre building in Kumeu. A copy of the PowerPoint presentation and the tabled information has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

9.1

Pasifika event at Mahurangi College

 

Neville Johnson of Mahu Vision Trust gave a PowerPoint presentation and tabled additional information in regard to the activities of the Mahu Vision Trust with the Pacific Island community in the Warkworth area. Mr Johnson sought local board support for the Pasifika event that will be held later in the year and attracts around 600 people. A copy of the PowerPoint presentation has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

9.2

Snells Beach Residents and Ratepayers Association

 

Mark Dinniss from Snells Beach Residents and Ratepayers Association was in attendance to update the local board on a proposal for a playground at Snells Beach. The Rodney Local Board previously granted funding for this project but the scope has since been modified. Mr Dinniss sought support for the modified design, which will have to be discussed at a future business meeting of the local board. Mr Dinniss also said that the draft report on a feasibility study for a walkway from Snells Beach to Warkworth had been received and would be presented at a future meeting of the local board. Mr Dinniss tabled written information, a copy of which has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

Rodney Greenways Plan, Riverhead/Kumeu/Huapai/Waimauku - Open Consultation

 

Esther Hjelmstrom (Landscape Architect) in attendance for this item. An updated version of the open consultation engagement plan and maps was tabled. A copy of the updated information has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

Special Exemption (Section 6) Fencing of Swimming Pools Act 1987

That the Rodney Local Board Parks, Culture and Community Development Committee:

a)      grant the application for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 for an above ground spa pool as sought by Anthony J Cox, 79 Potter Road, RD 2, Albany subject to the spa pool remaining in its current location. This exemption is subject to NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 a) to k) inclusive:

a)         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

            b)         The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

c)          The locks shall not be able to be readily opened or released by a child of up to the age of six years;

d)          When locked the cover shall be fitted so that if lifted it does not release the locking device or provide a clearance greater than 100mm;

e)          The cover shall be made of a material that if walked on cannot collapse and can withstand the weight of at least 20kg to ensure that it will more than take the weight of a child up to six years old;

f)           The cover shall be constructed of material that meets ASTM F1346-91 to allow easy movement on and off the spa pool or hot tub;

g)          The cover shall be constructed with a taper from the centre hinge to the outside edge of the cover so that water will not pond on top of it;

h)          The cover shall have an evenly spaced mechanical locking device as required in b) which shall be positioned to ensure the cover cannot be lifted more than 100mm by a child up to six years of age, and ensures that the cover is fixed securely to the spa pool or hot tub;

i)           The cover and locks shall be maintained at all times in a good state of repair;

j)           Warning stickers/sign shall be placed on the cover to advise that it shall be locked in place when the spa pool or hot tub is not being used or supervised;

k)          Removable steps, movable furniture, or other objects that can assist a young child to climb onto the cover, shall be stowed/stored away at least 1200mm from the side of the spa pool or hot tub.

b)      grant the application for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 for an above ground spa pool as sought by Ben and Tracy Pennell, 20 Crabb Fields Lane, Riverhead subject to the spa pool remaining in its current location. This exemption is subject to NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 a) to k) inclusive:

a)         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

            b)         The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

c)          The locks shall not be able to be readily opened or released by a child of up to the age of six years;

This exemption is subject to NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 a) to k) inclusive:

a)         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

            b)         The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

c)          The locks shall not be able to be readily opened or released by a child of up to the age of six years;

This exemption is subject to NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 a) to k) inclusive:

a)         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

            b)         The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

e)      grant the application for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 for an above ground spa pool as sought by Edwin Houghton, 850 Coatesville Riverhead Highway, RD 3, Albany subject to the spa pool remaining in its current location and a 60 degree angle fillet being fitted to the power socket to make it non-climbable. This exemption is subject to NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 a) to k) inclusive:

a)         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

            b)         The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;
