8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitematā Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

Road Name Approval for the renaming of lower Khartoum Place, Auckland City Centre – revocation of previous decision

Executive summary
1. On 12 July 2016 the board resolved to rename lower Khartoum Place to ‘Te Hā o Hine Suffrage Place’.
2. Attached is a memo sent to all board members containing further advice to the effect that subsequent to this decision advice has been received that Ngāti Whātua Ōrākei do not support a bilingual name. This information was not available to the local board at the time of their decision. The memo suggests that the local board reconsider the naming of lower Khartoum Place, Auckland City.
3. As chairperson I have the ability under Standing Order 3.10.17 to recommend the revocation of a previous resolution. I agree with the advice to alter the name previously resolved by the board and I recommend revoking the board’s previous decision to the extent of allowing the name to be amended as in the advice in the attached memo and request that this item be included on the agenda for the Waitematā Local Board being held on Tuesday, 30 August 2016 for consideration.
That the Waitematā Local Board: a) agree pursuant to Standing Order 3.10.17: (i) to revoke in part resolution WTM/2016/1 b) i) and ii) of Waitematā Local Board, adopted at its Ordinary meeting held on 12th July 2016 which states: That the Waitematā Local Board: i) pursuant to section 319(1)(j) of the Local Government Act 1974, renames the lower section of Khartoum Place as ‘Te Hā o Hine Suffrage Place’. ii) having given consideration to and having approved a new road name for the lower section of Khartoum Place, and pursuant to section 319(1)(j) of the Local Government Act 1974, approves the line of demarcation between Khartoum Place and Te Hā o Hine Suffrage Place as identified in red in the Attachment B visuals. iii) requests Auckland Transport to undertake a Rough Order Cost for the installation of a wayfinding plaque to be funded from the Local Board Transport Capital Fund for the re-named lower Khartoum Place and to be installed by Women’s Suffrage Day, 19 September 2016. iv) delegates within the remaining Local Board Transport Capital Fund budget any final decision on design concepts and content for the wayfinding plaque and final approval to the Board Chair and Deputy Chair. (ii) to replace resolution WTM/2016/1 b), with the following resolution to incorporate amendments to points i) and ii), noting that points iii) and iv) of WTM/2016/1 remain unchanged:
That the Waitematā Local Board: i) pursuant to section 319(1)(j) of the Local Government Act 1974, renames the lower section of Khartoum Place as XXX. ii) having given consideration to and having approved a new road name for the lower section of Khartoum Place, and pursuant to section 319(1)(j) of the Local Government Act 1974, approves the line of demarcation between Khartoum Place and XXX as identified in red in the visuals in Attachment A to this report.
