That the Franklin Local Board confirms the ordinary minutes of its meeting, held on Tuesday, 23 August 2016, including the confidential section, as a true and correct record, subject to the following amendment to item 26, resolution FR/2016/160, to replace existing clauses b) and c) with:

b)    That the Franklin Local Board allocates up to $1,300 from its 2016/2017 community response fund to cover the cost of printing 2,000 additional weed management brochures (giving a total of 8,000 extra) and distribution to all properties in Franklin with a rural delivery address and holders of post office boxes.

Amendments to the Franklin Local Board Grants Programme 2016/2017

That the Franklin Local Board amends the Franklin Local Board Grant Programme 2016/2017 (see Attachment A) adopted at its business meeting on 26 April 2016 (refer resolution FR/2016/67) by adding the following wording:

Waterways Protection Fund

Opens: 25 October 2016
Closes: 6 December 2016.
Decisions will be made in February 2017.

The local board aims to:

·         Support projects that will protect and enhance the natural environment and improve water quality in the Mauku Stream priority catchment.

 

 

 

The board will support projects that meet the following criteria:

·         Applicants are landowners, community and environmental groups located or operating in the priority catchment.

·         Activities or work that has not yet started or been completed (no retrospective funding).

·         Projects on privately-owned land involving fencing off the stream, wetlands, seeps and drains.

·         Works relating to the fencing, such as enabling alternative water supplies for livestock needed as a consequence of the fencing.

·         Environmental weed control and restoration planting using eco-sourced plants within fenced-off areas.

·         Fifty per cent of the project cost to be funded by applicants, including an in-kind contribution or contribution by other donors.

·         Refer to the attached “Franklin Local Board Waterway Protection Fund Guidelines” for more specific requirements and assessment criteria.

Coastal Rescue Services Fund

Opens: 13 March
Closes: 7 April 2017.

The local board aims to:

·         Support the provision of sea rescue services and survival skills training.

The board will support projects that meet the following criteria:

·         Local volunteers providing effective sea rescue services to the community including:

o   vessel expenses outside of rescue events e.g. training costs

o   vessel accommodation expenses

o   contribution to equipment replacement

o   crew training and venue expenses

·         Public education activities to improve beach and boating safety for visitors and residents including:

o   vessel focused programmes

o   risk and hazard focused programmes

o   survival skills programmes

Note: learn to swim programmes are funded through other channels and applications for these programmes will not be accepted.

Allocation of 2016/2017 Community Response Fund

a)         That the Franklin Local Board allocates up to $15,000 from its 2016/2017 community response fund for the development of a concept plan for Sunkist Bay, Beachlands.

b)        That funding of up to $15,000 allocated from the Franklin Local Board’s 2016/2017 community response fund for the development of a concept plan for Sunkist Bay, Beachlands is transferred to the Local Parks budget and the 2016/2017 work programme to enable implementation and reporting.

c)         That that Franklin Local Board allocates up to $32,000 from its 2016/2017 community response fund for the upgrade of the flooring of the reception area and ramp at Franklin Pool and Leisure, Pukekohe including costs of all materials and installation.

d)        That funding of up to $32,000 allocation from the Franklin Local Board’s 2016/2017 community response fund for the upgrade of the flooring at Franklin Pool and Leisure, Pukekohe is transferred to the Leisure 2016/2017 work programme to enable implementation and reporting.

Franklin Community Arts Initiatives and Draft 2016/2017 Work Programme Stage One

a)      That the Franklin Local Board approves amendment of the 2016/2017 Arts, Community and Events work programme activity number 2530 by allocating $20,000 to the Arts Broker and $30,000 to community-led arts initiatives.

b)      That the Franklin Local Board approves the 2016 Franklin Local Board Draft Work Programme Stage One (Attachment A).

c)      That the Franklin Local Board approves the Beachlands mural project and funding of $5,000 to be included in the 2016/2017 community-led arts initiatives work programme.

d)      That the Franklin Local Board requests other options be considered for delivery of a mural in Pukekohe North.

b)      That the Franklin Local Board approves the terms of reference (see Attachment A) for the Pukekohe Town Centre Revitalisation Committee to be effective until 30 June 2017 with the following amendments:

Under part 7.0 “Projects” delete the following wording:

·    “Table 1 sets out the endorsed future projects implementation programme for the 2014/15 and 2015/16 Financial Years.”

·    Delete table 1 in its entirety.

a)      That the Franklin Local Board grants landowner approval to Karaka and Drury Consultants Limited to undertake earthworks and landscaping works on the esplanade reserve at 109 Bremner Road, Drury as shown on Attachment A to enable the final ground level of the esplanade reserve to be appropriately integrated with the adjoining residential development.

b)      That the Franklin Local Board delegates to the Head of Community Relations the ability to impose conditions around earthworks and landscaping works associated with 109 Bremner Road, Drury.

Temporary arrangements for urgent decisions and staff delegations during the election period

a)      That the Franklin Local Board utilises the local board’s existing urgent decision-making process (FR/2013/253) to make urgent decisions that may be needed between the final local board business meeting on 27 September 2016 and the commencement of the term of office of new local board members on 13 October 2016.

b)      That the Franklin Local Board notes that from the commencement of the term of office of new local board members, on 13 October 2016, until the inaugural meeting of the incoming local board on 26 October 2016, urgent decision-making will be undertaken by the Chief Executive under existing delegations.

c)      That the Franklin Local Board approves that staff, as a temporary measure, may make decisions under their existing delegated authority without requiring compliance with the delegation protocols to consult with the nominated local board member, from 8 October 2016 until new arrangements are made at the first business meeting in the new term.

d)      That the Franklin Local Board notes that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term.
