Purpose

1.       To review the recently approved senior (65+yrs) admission prices for the year 2016/2017 at Stanmore Bay Pool and Leisure Centre.

Executive summary

2.       Auckland Council Pools and Leisure submitted, for approval in the early part of this year, a new pricing structure for senior users. This approved new membership price of $743.60 is considerably higher than across the region and represents a significant increase from the current senior membership rate of $325.

3.       The new proposed fees have been considered with a regional pricing structure in mind, activating the senior community to exercise and the Hibiscus and Bays Local Board’s reputation.

 

Recommendation/s

That the Hibiscus and Bays Local Board:

a)      revoke part of clause b) of resolution HB/2016/116 to increase the senior 12 month membership fee to $743.60 and the increases to the Senior Casual Swim, Casual Fitness as Casual Group Fitness fees and replace it as follows:

b)      approve a new Senior 12 month membership fee of $410.00 (new members only) for the 2016/2017 financial year and to take effect from 1 October 2016

c)      approve a new Senior Casual Swim fee of $5.50 for the 2016/2017 financial year and to take effect from 1 October 2016

d)      approve a new Casual Fitness fee of $5.50 for the 2016/2017 financial year and to take effect from 1 October 2016

e)      approve a new Casual Group Fitness fee of $5.50 for the 2016/2017 financial year and to take effect from 1 October 2016.

6.       When reviewing the approved senior membership fee staff could not justify the $418.60 increase, and additionally could not consider the renovations at the Stanmore Bay Pool and Leisure Centre as a justifiable reason for the proposed increase.  It was also noted that there had not been any significant increase in the other membership fees nor the level of service to that degree.

7.       Staff also came to the conclusion that the significant rise in fees would be extremely damaging to the reputation of Stanmore Bay Pool and Leisure Centre and the Hibiscus and Bays Local Board.

8.       Staff consider that the price would be a barrier that would stop some seniors from joining the gym, working against our goal to inspire Aucklanders to be active.

Local board views and implications

9.       At the time of writing this report a portfolio briefing is planned for 5 September 2016.  The views from that meeting may inform the final recommendation contained within this report.

Māori impact statement

10.     No assessment has been done on the impact this proposal will have on Māori however this project would be fully accessible to all of the community.

 

Implementation

11.     Stanmore Bay Pool and Leisure Centre have been advertising a price change (for all other fee increases) for the past three weeks, the advertised date of change will be the 5th September 2016. Should the local board approve the senior fee changes the change would be implemented for the casual fee charge on the 5th September 2016 and the membership fee from the 1st October 2016. This gives staff time to correspond with all our senior members.
