Standing Order 3.20 provides for deputations. Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Rodney Transport Projects Advocacy Plan

Purpose
1. To present to the Rodney Local Board the Rodney Transport Projects Advocacy Plan commissioned by Auckland Transport.
Executive summary
2. Auckland Transport commissioned a report by Jeff Murray of Project Strategy Limited on the potential transport projects arising in Rodney over the next 10 years.
3. The list of projects contains those noted in the Rodney Local Board Plan and as raised by the Transport for Future Urban Growth Project.
4. Once adopted, the Rodney Transport Projects Advocacy Plan will provide for an indicative prioritisation ranking of transport projects for future reference and advocacy.
That the Rodney Local Board Transport, Planning and Infrastructure Committee: a) adopt the Rodney Transport Projects Advocacy Plan commissioned by Auckland Transport as Attachment A to the agenda report.

5. Auckland Transport commissioned a report by Jeff Murray of Project Strategy Limited on the potential transport projects arising in Rodney over the next 10 years. Work began on the Rodney Transport Projects Advocacy Plan in February 2016.
6. The list of projects contains those noted in the Rodney Local Board Plan and as raised by the Transport for Future Urban Growth Project. Auckland Transport staff have been consulted and provided input into the plan.
7. The following prioritisation criteria were used in formulating the plan;
· Auckland’s Transport system moves people and goods efficiently with quality affordable choices.
· Better use of transport investment.
· Auckland’s transport system enables growth and a high quality urban form with reduced adverse effects.
8. Once adopted, the Rodney Transport Projects Advocacy Plan will provide for an indicative prioritisation ranking of transport projects for future reference and advocacy. The plan will inform the development of the priorities of the Rodney Local Board Plan 2017.

Local board views and implications
9. The local board provided input into the plan at workshops during February and July 2016.
10. The majority of the transport projects listed in the plan has come from the Rodney Local Board Plan 2014.
Māori impact statement
11. Maori as stakeholders in the council are affected and have an interest in any report of the local board. However, the Rodney Transport Projects Advocacy Plan does not impact on specific outcomes or activities of Maori above the general population and as such the content of this report has no particular benefit to or adverse effect on Maori.
Implementation
12. Once adopted by the local board, the Rodney Transport Projects Advocacy Plan can be used as tool for future advocacy and prioritisation of transport projects.

Road Name Approval for a new road name in the Paul Wheeler subdivision at 707 Inland Road, Helensville

Purpose
1. To approve a new road name in the Paul Wheeler subdivision at 707 Inland Road, Helensville.
Executive Summary
2. A condition of the subdivision consent required the applicant to suggest to council a name for the right of way within the subdivision.
3. The applicant wishes to name the right of way within the 4 lot subdivision as Pineview Lane.
That the Rodney Local Board Transport, Planning and Infrastructure Committee: a) approve the new road name of Pineview Lane for the Paul Wheeler subdivision at 707 Inland Road, Helensville, in accordance with section 319(1)(j) of the Local Government Act 1974. |
Comments
4. The applicant is Paul Wheeler, the site address 707 Inland Road, Helensville, council reference R 65245.
5. The subdivision is to create four Countryside Living Town zoned lots.
6. All the new lots are accessed by an existing concrete right of way.
7. There is a small watercourse running through the properties and the riparian margins are dominated with mature pine trees.
8. The applicant also proposed Inland Road and Inland Valley Road but there are already several road names including “Inland”, in the Auckland area, and Land Information New Zealand decided these names were unacceptable.
9. Consultation with Nga Maunga Whakahii o Kaipara iwi has been undertaken and they responded that they have no objections to the name.
10. The Land Information New Zealand (LINZ) database has been examined and the chosen name is not in use and is unique.
11. The proposed name is deemed to meet the council’s road naming guidelines.

1. To approve three new road names in the Pacific Heights Limited subdivision at 113 Martins Bay Road, Martins Bay.
Executive Summary
2. A condition of the subdivision consent required the applicant to suggest to council names for the new roads and the right of way within the subdivision.
3. The applicant wishes to name the roads and the right of way within the 13 lot subdivision as Sophia Road, Suie Road and Te Rangi Place, respectively.
That the Rodney Local Board Transport, Planning and Infrastructure Committee: a) approve the new road names of Sophia Road, Suie Road and Te Rangi Place for the Pacific Heights Limited subdivision at 113 Martins Bay Road, Martins Bay, in accordance with section 319(1)(j) of the Local Government Act 1974. |
Comments
4. The applicant is Pacific Heights Limited, the site address 113 Martins Bay Road, Martins Bay, and council reference is R54141.
5. The subdivision is to create thirteen Countryside Living Town zoned lots.
6. Sophia and Suie are family names of the land owner.
7. The applicant also proposed Paea Road and Whaea Road as alternatives for the roads and Kanuka Place and Quail Run as alternatives for the right of way.
8. Paea is Maori for Sophia and Whaea means “women of great importance”.
9. Land Information New Zealand have said the names Sophia, Suie and Te Rangi were acceptable while Paea and Whaea are phonetically similar so one would be acceptable, but not both.
10. Other Auckland occurrences of Kanuka and Quail preclude their use.
11. It should be noted that there is a Rangi Road in Mahurangi and Rangi Avenue in Schnapper Rock. Possibly, Te Rangi should be replaced with Paea or Whaea Road.
12. Consultation with Manuhiri Kaitiaki Charitable Trust has been undertaken and they responded by suggesting Paea Road and Whaea Road as additional names for consideration.
13. The Land Information New Zealand (LINZ) database has been examined and the chosen names are not in use and are unique.
14. The proposed names are deemed to meet the council’s road naming guidelines.

Purpose
1. To approve a new road name in the Milan Trust subdivision at Tapu Road, Huapai.
Executive Summary
2. A condition of the subdivision consent required the applicant to suggest to council a name for the new road within the subdivision.
3. The applicant wishes to name the new road within the 37 lot subdivision as Gemscott Crescent. The two other road parcels within the new subdivision are extensions of existing roads and will retain the existing names, namely Huapahi Pai Road and Ara Karaka Avenue.
That the Rodney Local Board Transport, Planning and Infrastructure Committee: a) approve the new road name of ‘Gemscott Crescent’ for the Milan Trust subdivision at Tapu Road, Huapai, in accordance with section 319(1)(j) of the Local Government Act 1974. |

4. The applicant is Milan Trust and the subdivision is at Tapu Road, Huapai R 65245.
5. The subdivision is a continuation of a residential subdivision.
6. The applicant also proposed Equestrian Loop and Huarakau Circle as alternatives.
7. The preferred name is Gemscott Crescent as this is the developer’s name.
8. Equestrian Loop was chosen as Huapai/Kumeu is well known as a centre for horse training and equestrian competitions.
9. Consultation with Mana Whenua groups in the area was undertaken and they provided no alternatives.
10. The Land Information New Zealand database has been examined and the preferred name is not in use and is unique as was Equestrian Loop. Huarakau Circle was deemed to be too similar to existing road names.
11. The proposed names Gemscott Crescent and Equestrian Loop are deemed to meet the council’s road naming guidelines.

Purpose
1. As part of its business meetings Rodney Local Board Transport, Planning and Infrastructure Committee has a period of time set aside for Deputations/Presentations and Public Forum during which time members of the public can address the local board on matters within its delegated authority.
Executive Summary
2. Under Standing Orders there is provision for Deputations/Presentations to the local board. Applications for Deputations/Presentations must be in writing setting forth the subject and be received by the Relationship Manager at least seven working days before the meeting concerned, and subsequently have been approved by the Chairperson. Unless the meeting determines otherwise in any particular case, a limit of ten minutes is placed on the speaker making the presentation.
3. Standing Orders allows three minutes for speakers in Public Forum.
4. Requests, matters arising and actions from the Deputations/Presentations and Public Forum are recorded and updated accordingly. The Rodney Local Board Deputations/Presentations and Public Forum Update is attached as Attachment A.
