TERMS OF REFERENCE

 

PURPOSE

 

·         To identify and communicate to the Council the interest and preferences of the rural based industries and rural communities of Auckland in relation to:

 

-       the content of the strategies, policies, plans, and bylaws of the Council, and

-   any matter that the Panel considers to be of particular interest or concern to the rural based industries and rural communities of Auckland.

 

·         To advise the Mayor and the Council’s Governing Body and local boards, of the Council processes and mechanisms for engagement with the rural based industries and communities in Auckland.

 

·         To deliver recommendations for accelerating the social, economic, environmental and cultural performance of the rural part of the Auckland Council region.

 

 

SCOPE

 

To provide a forum for consideration of issues affecting the rural part of the Auckland Council area and recommendations to Council including (but not limited to):

 

·           Driving economic growth

·           Food and fibre production and associated food and beverage processing (value adding) and equine based activities

·           Research and development support

·           Environmental resource issues including quarrying and aggregate production

·           Ecological, landscape and coastal values

·           Service delivery

·           Rural infrastructure, including transport

·           Biosecurity

·           Amenities and open space

·           Transport

·           Rating.

Healthy Waters Update

Purpose

1.       Craig Mcilroy, General Manager Healthy Waters and Andrew Chin, Healthy Waters Strategy & Resilience Manager presented to the panel at its 8 July 2016 meeting, at which they agreed to return and update the panel further regarding stormwater and the NPSFM at its September meeting.

 

Recommendation/s

That the Rural Advisory Panel:

a)      receive the Healthy Waters update from Craig Mcilroy and Andrew Chin and thank them for their attendance.

Environmental compliance in the dairy sector

1.       Patricia Burford, Senior Wastewater Specialist, Compliance will be present to talk to the panel regarding environmental compliance in the dairy sector.

Purpose

1.       Dr Fiona Curran-Cournane, Kaiputaiao Whenua (Land and Soil Scientist) and Craig Fredrickson, Researcher will be presenting on the report findings.

 

Recommendation/s

That the Rural Advisory Panel:

a)      receive the presentation on the report findings tracking the progress of the Auckland Plan rural subdivision target (2013 – March 2016) and thank Dr Fiona Curran-Cournane and Craig Fredrickson for their attendance.

1.       A presentation will be provided regarding the Unitary Plan, as it relates to the rural sector, including:

·    urban boundaries (extending/removing and the effect on productive land and aggregates)

·    rural subdivision rules (transferable titles, SEAs, outstanding natural features)

·    rural roading

·    drainage

·    cultivation
