a)         accept the apologies from Member S Niha and Roger Fowler for absence.

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Report: 'Collaborative Accomplishments: Brief Reflections from the 2014-2016 Auckland Council Seniors Advisory Panel'

 

Members thanked Margaret Devlin and Judy Blakey in particular for pulling this report together. They also discussed the width and breadth of their networks and presence in Auckland.

Key messages for the Seniors Advisory Panel time-slot at the 29 September 2016 Governing Body meeting were discussed:

  • ‘Age-friendly Cities’
  • importance of advisory panels
  • inclusiveness and diversity
  • language used in regard to older people.

 

Note:   Changes to the original motion were incorporated with the agreement of the             meeting.

That the Seniors Advisory Panel:

a)         receive the report: ‘Collaborative Accomplishments: Brief Reflections from the 2014-2016 Auckland Council Seniors Advisory Panel’.

b)        request that this report is attached to the demographic advisory panels item at the 29 September 2016 Governing Body meeting.

c)         thank those that were instrumental in collating the report, particularly Chair Margaret Devlin.

Community services and older people

 

Member R Fowler entered the meeting at 10.49 am.

 

Ian Maxwell, Director Community Services spoke to the Seniors Advisory Panel about community services and older people.

Housing for Older People project update

 

Kat Teirney, Manager Community Occupancy presented regarding the Housing for Older People project, and sought advice about resourcing and support for the Tenant Reference Group and the future seniors’ representation on the Sector Reference Group.

A PowerPoint presentation was provided. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

Resolution number SEN/2016/59

MOVED by Member J Clews, seconded by Member R Fowler:  

That the Seniors Advisory Panel:

a)         receive the presentation on the Housing for Older People project.

b)        recommend that the Housing for Older People Tenant and Sector reference groups be appropriately resources to ensure that the joint venture can build trust with tenants.

c)         recommend that Russell Rigby, Richard Northey and Judy Blakey be asked to continue on the Housing for Older People Sector Reference Group in their personal capacities as required.

d)        recommend that any future Seniors Advisory Panel discuss representation on the Housing for Older People Sector Reference Group.

Update on the World Health Organisation Global Network of Age-friendly Cities and Communities Report

 

Member J Blakey retired from the meeting at 12.17 pm.

 

Community and Social Policy staff members Rebecca Kruse, Policy Analyst, and Liz Civil, Manager Community Policy, provided an update on the World Health Organisation Global Network of Age-friendly Cities and Communities.

Resolution number SEN/2016/61

MOVED by Member RJ Northey, seconded by Member J Clews:  

That the Seniors Advisory Panel:

a)         receive the update on the World Health Organisation Global Network of Age-friendly Cities and Communities report.

b)        express profound disappointment that the Regional Strategy and Policy Committee did not resolve to join the World Health Organisation Global Network of Age-friendly Cities and Communities.

c)         recommend that the incoming council gives early consideration to joining World Health Organisation Global Network of Age-friendly Cities and Communities.

Transport

 

Resolution number SEN/2016/62

MOVED by Member R Fowler, seconded by Member R Rigby:  

That the Seniors Advisory Panel:

a)      recommend that the Governing Body consider a pilot of free public transport in South Auckland, potentially as part of the Southern Initiative, with an option to extend this across the Auckland region.

b)      request that the lead officer, Greg Morgan forwards resolution clause a) to council teams as appropriate.

Seniors Advisory Panel Work Programme update

 

Greg Morgan, Lead Officer Support acknowledged the work of the Seniors Advisory Panel during its term.

Austin Kim, Principal Advisor Panels spoke regarding:

  • the demographic advisory panels’ end of term function on 16 September 2016. Each advisory panel chair will have the opportunity to make a short presentation
  • the demographic advisory panels item at the 29 September 2016 Governing Body meeting
  • the progress of the review of demographic advisory panels
  • The influence and impact of the Seniors Advisory Panel.

Councillor Casey acknowledged the impact of the Seniors Advisory Panel.

Chair Margaret Devlin spoke about the achievements of the Seniors Advisory Panel, and thanked members, the liaison councillor, and staff.

a)      receive the Seniors Advisory Panel Work Programme update for September 2016.
