Kelston Girls High School students - report back on a local board supported wananga

 

Parehuia Nepe and Kinstry Symthe from Kelston Girls High School made a presentation reporting back to the local board on a wananga that was held at the marae at the end of July 2016 which was supported by the Whau local board.

 

A copy of presentation has been filed on file copy of minutes and can be viewed on Auckland Council website.

Holly Street to Heron Park boardwalk project delivery

That the Whau Local Board:

a)      approve the detailed design of the Holly Street to Heron Park boardwalk.

b)      allocate $400,000 from the Albert/Eden-Whau Joint SH16/20 fund to the Holly Street to Heron Park boardwalk project.

Archibald Park playground and fitness area development

 

Resolution number WH/2016/121

MOVED by Member A Chand, seconded by Member R Manukia-Schaumkel:  

That the Whau Local Board:

a)      approve in principal the development of a destination playground and fitness area in Archibald Park, Kelston.

b)      allocate the $45,000 from their LDI capital fund to undertake the concept design phase of the project.

c)      note that the concept design will be brought back to the local board for their approval.

Mcwhirter Place to Busby Street Footbridge Concept Design

 

Member SPT Matafai returned to the meeting at 7.33 pm.

MOVED by Member SPT Matafai, seconded by Member D Battersby:  

That the Whau Local Board:

a)      receive the concept design options and detailed cost estimates for a shared footbridge between Mcwhirter Place and Busby Street.

b)      accept the name “Waitahurangi” for the proposed footbridge, as gifted by Te Kawerau a Maki.

c)      resolve to identify option 3 as the preferred concept design option and that a further report be presented for the newly elected board to consider allocation of $1,191,000 for the detailed design, consenting and construction phase.

d)      allocate up to $170,000 from the Whau local board capital transport fund for further detailed design and resource consents.

Renewal of community lease to Royal New Zealand Plunket Society Auckland City Area Incorporated, 582 Blockhouse Bay Road, Blockhouse Bay

MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai:  

That the Whau Local Board:

a)      grant the renewal of community lease to Royal New Zealand Plunket Society Auckland City Area Incorporated subject to the following terms and conditions:

i)       Term:  five years commencing 12 July 2016;

ii)      Rent:  $250 plus GST per annum.

b)      approve all other terms and conditions as contained in the existing community lease dated 26 March 2007 excluding the two rights of renewal.

Whau Event Partnership Fund 2016/2017

That the Whau Local Board:

a)      approve the allocation of $79,000 from the event partnership fund as follows:

i)       $32,000 to Whau the People Arts Trust for the delivery of the Whau Arts Festival in 2017

ii)      $32,000 to the Hannah Sports & Culture Trust for the delivery of the Whau Chinese Festival in 2017

iii)     $4,500 to the Festival of Cultures Trust for the delivery of a Festival of Cultures in 2017

iv)     $4,000 to Te Whanau o Waipareira Trust for the delivery of the  Waitangi@Waititi event in 2017

v)      $3,250 to Waitakere Indian Association for the delivery of the 2017 Rang Barse Holi Mela Festival

vi)     $3,250 to Vaishnav Parivar NZ Inc. for the delivery of the Indian Kite Festival 2017.

b)      approve the allocation of additional $6,000 from unallocated Whau Local Board Locally Driven Initiatives (LDI) budget for engagement of a contractor to support the events funded through the event partnership fund.

b)      acknowledge members Seumanu Simon Matafai and Ruby Manukia-Schaumkel for pioneering of the Whau Pacific Festival.

c)      acknowledge member Ami Chand for pioneering of the Whau Indian Festival.

d)      acknowledge member Susan Zhu for pioneering of the Whau Chinese Festival.

New Lynn Night Market - extension of funding period

 

Resolution number WH/2016/125

MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai:  

That the Whau Local Board:

a)      approve extending the funding period for the New Lynn Night Market, allocating $35,000 in 2016/2017, $30,000 in 2017/2018 and $25,000 in 2018/2019 from the Community Empowerment neighbourhood and town centre development programme budget.

b)      approve three year funding of the New Lynn Night Market waste management system of $15,000 per annum from the Environmental Services Local Development Initiatives budget for the financial years 2016-19.

c)      note that this decision will require continued support of the incoming board and subsequent annual plan processes.

Disposal recommendation report - 13 Crown Lynn Place, New Lynn

 

Resolution number WH/2016/126

MOVED by Member D Battersby, seconded by Deputy Chairperson S Zhu:   

That the Whau Local Board:

a)         request a deferral of consideration of the disposal of the site pending further investigation of open space needs and uses of the site.

b)      recommend the retention of the land for open space within the development due to significant upzoning to areas adjoining the New Lynn Urban Plan 2010.

c)      does not endorse the disposal of approximately 2,696m2 of land at 13 Crown Lynn Place, New Lynn described as part Lot 1 DP 150583 contained in certificate of title NA89D/527.

Temporary arrangements for urgent decisions and staff delegations during the election period

 

Resolution number WH/2016/127

MOVED by Member SPT Matafai, seconded by Member R Manukia-Schaumkel:  

That the Whau Local Board:

a)      delegate to the chair and deputy chair the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the commencement of the term of office of new local board members.

b)      note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations, with the exception of any request for land owner approval on the Margan Reserve as part of the resource consent for the Clinker Place special housing area (SHA) and that  any such request for landowner approval  be brought to the incoming board.       

c)      approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder, from 13 October 2016 until new arrangements are made at the first business meeting in the new term. 

d)      note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term.
