MOVED by Chairperson G Gillon, seconded by Member M Cohen: That the Devonport-Takapuna Local Board: a) alter clauses b) and c) of resolution number DT/2015/245 passed at the 15 December 2015 meeting of the board to now read as follows: “b) confirms its support for an upgraded beach holiday park and campground activity, in the same location on the same current leased area, within the Northern Activity Zone of Takapuna Beach Reserve; and c)
requests
Panuku Development Auckland to proceed to an open expressions of interest
process to grant a lease in conjunction with iwi / mana whenua engagement
with a view to reporting back to the Local Board a range of potential
operation models for a future Holiday Park in the same location b) note that no alteration or revocation has been suggested to subclauses i), ii) and iii) of clause c) of resolution number DT/2015/245 in relation to term, rent and upgrades respectively. c) rescind clauses a) and b) of resolution number DT/2016/182 passed at the 6 September 2016 meeting of the board, which read as follows: “That the Devonport-Takapuna Local Board: a) reconfirm its intention to set aside 6,292m² of the Northern Activity Zone of the Takapuna Beach Reserve (90% of the current leased area of the Takapuna Beach Holiday Park) for a campground (“the holiday park”) subject to the outcomes of resolution h) below. b) agree that the remaining 10% of the land be not built upon or concreted or paved or sealed over or used as a hard stand.” d) note that no alteration or revocation has been suggested to clauses c) through k) of resolution number DT/2016/182, which outline the activities and responsibilities of Panuku Development Auckland that relate to the management of the expressions of interest / reference design process to be undertaken to retain a beach holiday park / campground activity within the Northern Activity Zone of Takapuna Beach Reserve.

Resolution number DT/2016/204 MOVED by Chairperson G Gillon, seconded by Member J O'Connor: That the Devonport-Takapuna Local Board: a) appoints the following board members to the external community groups and organisations listed below, noting that the alternate appointee would normally only attend meetings when the lead is unavailable:

Resolution number DT/2016/205 MOVED by Member J O'Connor, seconded by Deputy Chairperson G Wood: That the Devonport-Takapuna Local Board: a) agrees to assess swimming pool fencing exemption applications as part of business meetings during the 2016/2019 term as the need arises. b) delegate Members Jan O’Connor and Jennifer McKenzie to make site visits to residential swimming pools in accordance with local board responsibilities under Section 6 of the Fencing of Swimming Pools Act 1987, noting that those members delegated also have responsibility to make recommendations to the full board. |

Resolution number DT/2016/206 MOVED by Member J O'Connor, seconded by Member M Sheehy: That the Devonport-Takapuna Local Board: a) adopts the urgent decision-making process for matters that require a decision where it is not practical to call the full board together and meet the requirement of a quorum. b) delegates authority to the Chairperson and Deputy Chairperson, or any person acting in these roles, to make urgent decisions on behalf of the local board. c) agrees that the Relationship Manager, Chairperson and Deputy Chairperson (or any person/s acting in these roles) will authorise the urgent decision-making process by signing off the authorisation memo. d) notes that all urgent decisions will be reported to the next ordinary meeting of the local board. |

Resolution number DT/2016/207 MOVED by Chairperson G Gillon, seconded by Deputy Chairperson G Wood: That the Devonport-Takapuna Local Board: a) receive the report. b) confirm its ongoing support for the Greater Takapuna Reference Group, and: i) appoint member George Wood to continue as a political appointee to the Greater Takapuna Reference Group; ii) appoint Member Jan O’Connor to the Greater Takapuna Reference Group as a political appointee; and iii) request officers to include a representative of the retail sector and two other representatives from the community, residents of the Takapuna area, to be appointed to the Greater Takapuna Reference Group. |

Resolution number DT/2016/209 MOVED by Chairperson G Gillon, seconded by Member M Cohen: That the Devonport-Takapuna Local Board: a) receive the performance report for the financial quarter ending 30 September 2016. b) provides the following comments regarding the new approach to quarterly reporting: i) shifting responsibility of managing reporting to Local Board Services further removes accountability and responsibility of reporting away from the departments of council, which in the board’s view is not in keeping with the spirit of council’s shared governance model; ii) responsibility to report progress to local boards against work programmes that have been funded and approved by the local board should lie with the department(s) tasked with the delivery of specified plans, projects and initiatives; and iii) the information currently and historically presented to local boards through the quarterly report is by nature retrospective, which does not assist the local board in understanding predicted or expected future trends that would help the board in being able to proactively set budgets and corresponding work programmes. c) requests the ability to work with the staff responsible within the organisation to improve the quality of future reporting to address the matters raised in resolution c) above, with the aim of finding a practical and efficient solution for both the local board and the organisation. |

Resolution number DT/2016/210 MOVED by Deputy Chairperson G Wood, seconded by Member M Sheehy: That the Devonport-Takapuna Local Board: d) ask officers to provide an update to the board on the status of the Milford-Takapuna coastal walkway at the earliest opportunity, noting that the project is identified in the quarterly report of having an ‘amber’ risk rating. |

Resolution number DT/2016/211 MOVED by Member M Cohen, seconded by Member J O'Connor: That the Devonport-Takapuna Local Board: e) recognise and thank our superb council staff and our community development partners in helping the board be the number one local board area in respect to performance results in the 2016 year. f) notes that our local board area shared with Orakei as being the only local boards to have met or exceeded all the targets for Local Community Services namely: i) Number of library visits, ii) Satisfaction with library service, iii) Perception of town centre safety – day, iv) Perception of town centre safety – night, and v) Venue utilisation – peak hours. g) notes that our local board area was the only board to have met or exceeded all the targets for Community, Local Parks, Sport and Recreation namely: i) Satisfaction with local events, ii) Satisfaction with local parks and reserves, iii) Number of visits to local parks and reserves, iv) Satisfaction with sport fields, and v) Satisfaction with pools and leisure centres. |
