4 Confirmation of Minutes
Resolution number OP/2016/190 MOVED by Member D Trenberth, seconded by Member D Lee: That the Ōtara-Papatoetoe Local Board confirm the extraordinary minutes of its meeting, held on Monday, 31 October 2016, as a true and correct record. |

6 Acknowledgements
6.1 Dr Lloyd Allister Drake
The Board acknowledged Dr Lloyd Allister Drake, M.B, ChB., O.B.E passed away on the 5 September 2016, aged 88 years. He was a Life Member of Ponsonby Rugby Club and Life Member of NZ Rugby League. A leading figure in sports medicine and New Zealand's leading adviser in sports medicine.
6.2 Mike Ibertson
The Board acknowledged Mike who, after 42 years service with Council, has retired. Mike has contributed in a major way in promoting the young people of Otara into higher achievements in sports, academic and many other professions, even producing a world champion surfer. Thank you so much Mike and enjoy your well-deserved retirement.
6.3 Matua Joe Wilson
The Board acknowledged Matua Joe Wilsonof Te Akitai Waiohua who passed away on 15 November 2016. Kua hinga he totara I te wao nui a Tane, a totara has fallen in the forest of Tane.

Resolution number OP/2016/194 MOVED by Member M Gush, seconded by Deputy Chairperson R Robertson: That the Ōtara-Papatoetoe Local Board: a) consider Auckland Libraries – Christmas/New Year 2016/2017 as extraordinary business under Item 21. b) note the reason for the extraordinary business is that the libraries need to implement the decision of the Board which will not give them enough time if dealt with at the December meeting of the Board. |

Resolution number OP/2016/196 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) receive the performance report for the financial quarter ending 30 September 2016. b) amend the Arts, Community and Events work programme for 2016/17, by deleting item 2353 Movies in Parks – Ōtara-Papatoetoe $12,000, and transferring the unspent money to the Community Response Fund. |

Resolution number OP/2016/197 MOVED by Member D Lee, seconded by Member D Trenberth: That the Otara – Papatoetoe Local Board: a) pursuant to section 319(1)(j) of the Local Government Act 1974, approves the road name ‘Florence Carter Avenue’ proposed by the Applicant, for the new road created by way of subdivision at 79 Ormiston Road, Flat Bush. b) confirm the Board’s resolution OP/2015/53, requesting staff to develop a list of suitable road names in conjunction with mana whenua, community groups and local heritage groups, for pre-approval by the board and application when needed. |

Resolution number OP/2016/198 MOVED by Member M Gush, seconded by Deputy Chairperson R Robertson: That the Ōtara-Papatoetoe Local Board approve the grant of a new 3 year licence of Hampton Park Reserve and Hampton Park House from 1 December 2016 to Matthew and Jenny Steele on commercial terms to be negotiated by Panuku Development Auckland. |

Resolution number OP/2016/199 MOVED by Member D Trenberth, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) appoint the following board members to represent the board as follows:
b) delegate to the Chair to manage interactions with all other community groups, including meeting with them to receive information, to advise them of the board‘s policy on relevant matters and to report to the board as necessary. c) delegate to the Chair to exercise any portfolio power or role conferred in any council document, policy, resolution or work programme. d) delegate to the Youth Connections South Local Governance Group to make all decisions for the youth connections project, including budget and work programme approval. The local board requests the members to report any major issues or celebrations to the board for information. e) nominate member M Gush and Chairperson Fuli to represent the Board with the Highbrook Park Trust. |

Resolution number OP/2016/200 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) adopt the urgent decision-making process for matters that require a decision where it is not practical to call the full board together and meet the requirement of a quorum. b) delegate authority to the chair and deputy chair, or any person acting in these roles, to make urgent decisions on behalf of the local board. c) agree that the relationship manager, chair and deputy chair (or any person/s acting in these roles) will authorise the urgent decision-making process by signing off the authorisation memo. d) note that all urgent decisions will be reported to the next ordinary meeting of the local board. |

Resolution number OP/2016/203 MOVED by Member M Gush, seconded by Deputy Chairperson R Robertson: That the Ōtara-Papatoetoe Local Board: a) note the memorandum from the General Manager, Community and Social Policy on the Impact Assessment Region-wide Swimming Pool Pricing Policy 2013-2015. b) note the memorandum from the Team Leader Bylaws and Compliance South on the boarding over of windows and colours used in alcohol signage. |

Resolution number OP/2016/204 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) approve these Christmas /New Year 2016/2017 opening hours for the four libraries in the Ōtara-Papatoetoe Local Board area: · Manukau Library and Research Centre open standard hours December 28, 29, 30, 31 · Ōtara Library closed December 28, 29, 30, 31 · Papatoetoe Library open 10-4pm December 28, 29, 30, 31 · Tupu Library open 10-4pm, December 28, 29, 30, 31. b) approve the standard closures on statutory holidays for all libraries: 25, 26, 27 December 2016 and 1, 2, 3 January 2017. |
