Minutes of the inaugural meeting of the Ōrākei Local Board held in the St Chads Church and Community Centre, 38 St Johns Road, Meadowbank on Thursday, 3 November 2016 at 6:35pm.

Secretarial note: Before the meeting began the Ōrākei Local Board PA/Liaison advised the locations of the emergency exits and conveniences.
Secretarial note: Adam Milina, Relationship Manager, chaired the meeting for items 1, 2, 3, 4, 5 and 6. From item 7 onwards, the newly elected Chairperson chaired the meeting. Barry Potter, Director, Infrastructure and Environmental Services witnessed the members’ declarations.

Resolution number OR/2016/142 MOVED by Member T Millar, seconded by Member C Claridge: That the Ōrākei Local Board: a) agrees to split the 2016-2019 triennium for the Chairperson’s role into the following fixed term periods: i. period one from Thursday, 3 November 2016 to Wednesday, 16 May 2018 of the 2016-2019 political term. ii. period two from Thursday, 17 May 2018 to the end of the 2016-2019 political term. b) resolves that any alteration to resolution a) above must occur by way of formal local board resolution, and in accordance with all Local Government Act 2002 requirements, prior to the date on which the change of the position of the local board Chairperson takes effect. |

c) agrees to use voting system B to elect the chairperson of the Ōrākei Local Board for the 2016-2019 political term. |

Adam Milina, Relationship Manager, called for nominations for each of the fixed term periods for the position of Chairperson. Member Millar nominated Member Davis as Chairperson for the period Thursday, 3 November 2016 to Wednesday, 16 May 2018 of the 2016-2019 political term. Member Rundle seconded the nomination. Member Davis nominated Member Parkinson as Chairperson for the period Thursday, 17 May 2018 to the end of the 2016-2019 political term. Member Churton seconded the nomination. |

Resolution number OR/2016/144 MOVED by Member T Millar, seconded by Member R Rundle: That the Ōrākei Local Board:
d) elects Member Davis as Chairperson for the period Thursday, 3 November 2016 to Wednesday, 16 May 2018 of the 2016-2019 political term. The motion was put to the vote by a show of hands and declared CARRIED unanimously by 7 votes to 0. |

e) elects Member Parkinson as Chairperson for the period Thursday, 17 May 2018 to the end of the 2016-2019 political term.
The motion was put to the vote by a show of hands and declared CARRIED unanimously by 7 votes to 0. |

Extraordinary Business – Proposed Library Summer Holiday Closures |

The Ōrākei Local Board considered an item of extraordinary business at Item 13 in the Consideration of Extraordinary Items section of the business meeting to discuss the proposed library summer holiday closures over the 2016/2017 Christmas/New Year period.
A letter from the Office of the Mayor of Auckland was received on 28 October 2016 after the Ōrākei Local Board last business meeting for the 2013-2016 political term held on Thursday, 1 September 2016.
The reason for urgency is that the Board is requested to urgently review the proposed summer holiday closures and provide its feedback before the first scheduled meeting for the 2016-2019 political term of the Ōrākei Local Board on Thursday, 8 December 2016. |

Resolution number OR/2016/153 MOVED by Chairperson C Davis, seconded by Deputy Chairperson K Parkinson: That the Ōrākei Local Board: a) confirms that the St Heliers Library and the Remuera Library will remain open, as normal, over the 2016/2017 Christmas/ New Year period.
b) notes that the library patronage analysis provided to the Board showed considerable usage of both the St Heliers Library and the Remuera Library over the Christmas/New Year to justify both libraries remaining open over the 2016/2017 Christmas/ New Year period.
