Manager advised the locations of the emergency exists and conveniences.
Secretarial Note: Rex Hewitt, Relationship Manager chaired the meeting for
items 1, 2, 3, 4, 5, 6 and 7. From item 8 onwards, the elected
chairperson chaired the meeting. Dean Kimpton, Chief Operating Officer
administered the members’ declarations.

Manager gave an overview of the voting systems and requested a mover and
seconder.

Resolution number PPK/2016/208

by Member G Hawkins, seconded by Member K Winn:
That the Papakura Local Board:
a) agree
to use voting System B of Schedule 7, Part 1, Clause 25 of
the Local Government Act 2002 to elect the Chairperson of the Papakura Local
Board for the 2016-2019 political term.

Resolution number PPK/2016/209
MOVED by Member MV Turner, seconded by Member
WF McEntee:
That the Papakura Local Board:
b) agree
to split the 2016-2019 triennium for the Chairperson’s role into the
following fixed term periods:
i.
period one from Thursday, 3 November 2016 to Thursday, 3 May
2018 of the 2016-2019 political term.
ii.
period two from Thursday, 3 May 2018 to the end of the
2016-2019 political term.
c) resolve
that any alteration to resolution b) above must occur by way of formal local
board resolution, and in accordance with all Local Government Act 2002
requirements, prior to the date on which the change of the position of the
local board Chairperson takes effect.
The motion was put to the vote by a show of hand and was
declared EQUAL with three votes for and three votes against.
The motion was declared LOST as the numbers were TIED.

The Relationship Manager called for nominations for
the position of chairperson.

d) That
Member Catchpole be nominated for the position of Chairperson of the Papakura
Local Board
e) MOVED
by Member Turner, seconded by Member Auva’a that Member McEntee be
nominated for the position of Chairperson of the Papakura Local Board.

The motion was put to the vote by a show of hands and
was declared TIED by three votes for and three votes against.
The vote was declared equal and therefore the result
determined by lot.
Member Catchpole was selected by lot and declared the
Chairperson of the Papakura Local Board.
