The Chairperson opened the meeting and welcomed those present.

That the Waitākere Ranges Local Board:

a)         accept the apology from Member Saffron Toms for absence.

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

That the Waitākere Ranges Local Board:

a)     receive deputation from Tracy Kirkley on the installation of Electric Vehicle charging stations and thank her for attending the Waitakere Ranges Local Board meeting.

b)     request Auckland Transport to investigate the installation of electric vehicle charging stations in the Waitakere Ranges Local Board area in particular Glen Eden and Piha.

9.1

Anneliese Kuegler was in attendance and spoke on the following:

·           appealing for chemical free spray management to be included in the annual plan

Kaori Oishi from Waitakere Japanese Supplementary School was in attendance and spoke on the following:

·          Acknowledge the WRLB members and thank them for the generous grant.

Shaun Collins was in attendance and spoke on the following:

·          The Hillary’ Trail Run 2017 to be held on 25 February 2017

That the Waitākere Ranges Local Board:

a)         receive the public forum submission from Anneliese Kuegler, Kaori Oishi, Shaun Collins and Rosemary Bonda thank them for attending the Waitakere Ranges Local Board meeting.

Adoption of the business meeting schedule

 

Resolution number WTK/2016/145

MOVED by Member D Yates, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)      Adopts the meeting schedule outlined below for the 2016/2019 electoral term (attachment A)

b)      Agrees to commence business meetings at 6.00pm.  Public forum and deputations will be scheduled in the early part of the business meeting, to enable the democratic process.

c)      Notes that dates and times for meetings, public engagement and any hearings and deliberations for local board plans and local board agreements are yet to be finalised.

Request for landowner approval – ‘The Hillary’ Trail Run 2017

 

Resolution number WTK/2016/146

MOVED by Member D Yates, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)     Provides landowner approval for the temporary use of parts of the Piha Domain, those areas of beach seaward of Marine Parade North and parts of the Piha Esplanade Reserve over which the Hillary Trail passes, for the Hillary Ultra Trail Run scheduled for Saturday 25 February 2017.

b)     Indicates it’s support for the consideration of a 3 year landowner approval period to be aligned with the regional parks future processes noting that this needs to come back in 2017 for formal adoption.

Renewal and variation of community lease to Harbour City Rod Club Incorporated, 331-335 West Coast Road, Glen Eden

 

Resolution number WTK/2016/147

MOVED by Chairperson G Presland, seconded by Member N Henderson:  

That the Waitākere Ranges Local Board:

a)      Approve a renewal of community lease to Harbour City Rod Club Incorporated subject to the following terms and conditions:

i)       Term:  33 years commencing 31 March 2017;

ii)      Rent:  $200 plus GST per annum.

b)      Approve a clause to be included in the renewal of lease document that provides that the parties acknowledge and agree to the following assignments of the lease:

i)          Assignment from Harbour City Rod Club Incorporated (222158) to its members; and

ii)         Assignment from the members of the club to Harbour City Rod Club Incorporated (1245644). 

c)      Approve a variation to the renewal of lease to include the following Smoke-Free Policy clause:

i)       Auckland Council has adopted a Smoke-Free Policy to apply on all Council land, which policy the Lessee is obligated to abide by during the Term.  The Lessee will use its best endeavors to ensure its members, employees, invitees, contractors and agents abide by the policy.

d)      Approve all other terms and conditions as contained in the existing community lease that commenced 31 March 1984.

Revoke resolution to classify Waitakere War Memorial Park and variation of new community lease to Waitakere Residents and Ratepayers Association Incorporated, 13 Bethells Road, Waitakere

That the Waitākere Ranges Local Board:

a)     requests council officers to report to the local board by April 2017 with the options, process, costs and time estimate to classify all or part of Waitakere War Memorial Park as a reserve under the Reserves Act 1977 and options for leasing to the Waitakere Resident and Ratepayers Association Incorporated.

Urgent decision-making process

 

Resolution number WTK/2016/151

MOVED by Member S Coney, seconded by Member N Henderson:  

That the Waitākere Ranges Local Board:

a)      adopts the urgent decision-making process for matters that require a decision where it is not practical to call the full board together and meet the requirement of a quorum.

b)      delegates authority to the chair and deputy chair, or any person acting in these roles, to make urgent decisions on behalf of the local board.

c)      agrees that the relationship manager, chair and deputy chair (or any person/s acting in these roles) will authorise the urgent decision-making process by signing off the authorisation memo.

d)      notes that all urgent decisions will be reported to the next ordinary meeting of the local board.
