The Chairperson opened the meeting and welcomed those present.

3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

4 Confirmation of Minutes
Resolution number WTK/2016/155 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) confirm the ordinary minutes of its meeting, held on Thursday, 24 November 2016, as a true and correct record. b) correction to the minutes (24 November 2016) in relation to the heading of the public forum item 9.4 from Rosemary Bonda to read: “Annual plan process and asking for the support of the board in implementing chemical free management of weeds”.

Resolution number WTK/2016/156 MOVED by Member S Tollestrup, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) receive the deputation from West Auckland Peace Group and thank them for attending the Waitakere Ranges Local Board meeting. b) Re-affirms its commitment and support for the Auckland Peace City Declaration c) expresses its disapproval of the use of any council facilities or public spaces for events, conferences, forums and meetings that promote militarism, sale and procurement of weapons and offensive technologies warfare and violence d) disapprove of any council personnel accepting an invitation to such forum as a representative. e) disapprove of any council investment in organisations that provide weapons or strategic technology deemed for military use f) disapprove of the Hauraki Gulf or Auckland Coastal waters being used for international military exercises and war-games g) continue to affirm the non-nuclear position of Auckland and disapprove of any nuclear armed or powered vessel entering the Hauraki Gulf or Auckland Coastal waters |

Resolution number WTK/2016/160 MOVED by Member S Coney, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) agrees indicative locally driven initiative allocations for 2017/2018 as outlined in attachment A b) agrees the following key advocacy issues: Waitākere Ranges Heritage Area · Funding of specific Waitakere Ranges Heritage Area programme budget to be continued at the pre-FY 2017-2018 level of $230k per annum, rather than reduced to $138k as programmed. · Funding for delivery of the Heritage Area Monitoring Report 2018, as required by legislation, to be delivered as a separate budget item.
Glen Eden · Long-term Plan funding for Glen Eden town centre improvements and urban renewal.
Weed and Pest Free Waitākere Ranges · A strategic response to accessing resources for a major project to bring together external funding with community and council in a response to the ecological threats. · Increase regional budget for bio-security c) adopts the tabled local content for consultation. d) agrees that the chairperson be delegated the authority to make any final minor changes to local consultation content for the Annual Budget 2017/2018 prior to publication, including online consultation content.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. Resolution number WTK/2016/165 MOVED by Member D Yates, seconded by Member N Henderson: That the Waitākere Ranges Local Board : a) grant the application for special exemption as sought for 1032 Scenic Drive North, Swanson, with the following conditions: i. that NZS 8500-2006 clause a-k is met at all times ii. that the spa remain in its current location b) grant the application for special exemption as sought for 27 Landing Road, Titirangi, with the following conditions: i. that an extra rock is concreted into the wall on the swimming pool side where it abuts the weir to prevent a child climbing into the swimming pool area (in the current spot the height of the wall is 500mm and is deemed climbable). ii. that the totara picket fence is repaired, strengthened and maintained in good condition. |
