8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manurewa Local Board. Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

New Road Name Approval for the residential subdivision by OMC Construction Limited at 890 Great South Road, Manurewa

Purpose
1. The purpose of this report is to seek approval from the Manurewa Local Board, for new road names for the five roads created by way of subdivision at 890 Great South Road, Manurewa.
Executive summary
2. Auckland Council has road naming guidelines that set out the requirements and criteria of the Council for proposed road names. These requirements and criteria have been applied in this situation to ensure consistency of road naming for the Auckland Council.
3. Following assessment against the road naming criteria, the road names ‘Totara Meadows Court’ for Road 1, ‘Fay Close’ for Lane 1, ‘Duin Lane’ for Lane 2, ‘Adina Lane’ for Lane 3 and ‘Ibister Lane’ for Lane 4 (applicant’s preferred road names), ‘Tim Lane’, ‘Cork Lane’, ‘Faris Lane’, ‘Rory Lane’, ‘Lennon Lane’, ‘Pompeii Lane’ and ‘Tague Lane’ (alternate names) were determined to meet the road naming guideline criteria.
4. Local iwi groups were consulted. Responses were received from Ngai Tai ki Tamaki, Makaurau Marae Maori Trust and Ngati Whatua. No comments on the proposed names or suggested alternative names were offered by the iwi groups.
5. The names ‘Totara Meadows Court’ for Road 1, ‘Fay Close’ for Lane 1, ‘Duin Lane’ for Lane 2, ‘Adina Lane’ for Lane 3 and ‘Ibister Lane’ for Lane 4, proposed by the Applicant and the names ‘Tim Lane’, ‘Cork Lane’, ‘Faris Lane’, ‘Rory Lane’, ‘Lennon Lane’, ‘Pompeii Lane’ and ‘Tague Lane’, are considered for approval by the Local Board.
a) That the Manurewa Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, considers for approval, the road names Totara Meadows Court for Road 1, Fay Close for Lane 1, Duin Lane for Lane 2, Adina Lane for Lane 3 and Ibister Lane for Lane 4, proposed by the Applicant, for the new roads created by way of subdivision at 890 Great South Road, Manurewa while noting that Tim Lane, Cork Lane, Faris Lane, Rory Lane, Lennon Lane, Pompeii Lane and Tague Lane, also meet the road naming criteria. |
Comments
6. The Auckland Council Road Naming Guidelines allow that where a new road needs to be named as a result of a subdivision or development, the subdivider/developer shall be given the opportunity of suggesting their preferred new road name for the Local Board’s approval.
7. The proposed road naming relates to a subdivision at 890 Great South Road, Manurewa granted in 2015 to create 55 residential lots and to construct 56 new dwellings. As a result of this subdivision, a new road is created and four lanes that each serve six or more lots. The new road (Road 1) comes off Great South Road, and the new lanes come off Road 1. In total, there are five roads that will need to be named for this subdivision (46205, SP11667).
8. The Applicant has proposed the following names for consideration for the road created as part of the development at 890 Great South Road, Manurewa.

Decision Making
9. The Auckland Council, by way of the Auckland Council Long Term Plan (2012 - 2022), allocated the responsibility for the naming of new roads, pursuant to section 319(1)(j) of the Local Government Act 1974, to Local Boards.
Assessment
10. The Applicant’s proposed road names have been assessed against the criteria set out in the Auckland Council road naming guidelines;
11. One of the criteria states that, “The use of given or first names in conjunction with a surname is not normally acceptable, but may be considered if required to provide uniqueness for a significant name e.g. Kate Shepherd Drive”. It is therefore considered that the proposed names “Colleen May Close”, “Colleen Adams Close”, and “Ian Clark Lane” do not meet this criterion.
12. All other proposed road names meet the criteria set out in the road naming guidelines.
13. The proposed suffixes of ‘close’ or ‘court’ for Road 1, and ‘lane’ or ‘close’ for Lanes 1 to 4 (as marked on Figure One above) are appropriate. ‘Close’ and ‘court’ are both described as a ‘short, enclosed roadway’. ‘Lane’ is described as a ‘narrow roadway between walls, buildings or a narrow country roadway’. These fit the characteristics of the roads that are to be named.
14. As the Applicant’s preferred names (‘Totara Meadows Court’ for Road 1, ‘Fay Close’ for Lane 1, ‘Duin’ Lane for Lane 2, ‘Adina Lane’ for Lane 3 and ‘Ibister Lane’ for Lane 4) meets the criteria, they are recommended for consideration for approval.
Consideration
Significance of Decision
15. The decision sought from the Manurewa Local Board for this report does not trigger any significant policy and is not considered to have any immediate impact on the community.
Maori impact statement
16. The decision sought from the Manurewa Local Board on this report is linked to the Auckland Plan Outcome, “A Maori identity that is Auckland’s point of difference in the world”. The use of Maori names for roads, buildings and other public places is an opportunity to publicly demonstrate Maori identity.
Consultation
17. All relevant iwi groups were contacted by email to seek feedback on the proposed names. The responses received were as follows:
· An automated reply from Ngati Whatua Orakei stating they would reply within 24 hours, but no response was received. The applicant’s agent followed up on it but still no response was received.
· Zaelene Maxwell-Butler of Ngai Tai ki Tamaki emailed the agent on the 27th October 2016, querying the reasoning behind the choice of names. The agent responded to that email and since then has not had further correspondence from Ngai Tai ki Tamaki. The agent followed up and still received no response.
· Kowhai Olsen of Makaurau Marae Maori Trust responded that they defer interest to Ngati Whatua Orakei.
· Tame Te Rangi of Ngati Whatua asked which Iwi had responded. The agent sent a list of the responses he had received.
18. Consultation with NZ Post had been undertaken, and Geoff Pearce on behalf of NZ Post confirmed that all proposed names (preferred and alternates) are acceptable to them.
Financial and Resourcing Implications
19. The cost of processing the approval of the proposed new road name and any installation of road name signage is recoverable in accordance with Council’s Administrative Charges.
Legal and Legislative Implications
20. The decision sought from the Manurewa Local Board for this report is not considered to have any legal or legislative implications.
Implementation
21. The Resource Consenting Team is involved in ensuring that appropriate road name signage will be installed accordingly once an approval is obtained for the new road name.
