8 Deputations
Standing Order 3.20 provides for deputations. New Road Name Approval for the residential subdivision by Housing New Zealand at 75 Walters Road, Takanini

Purpose
1. The purpose of this report is to seek approval from the Papakura Local Board, for the reconfirmation of road names applied to the Housing New Zealand development at 75 Walters Road, Takanini.
Executive summary
2. Auckland Council has road naming guidelines that set out the requirements and criteria of the Council for proposed road names. These requirements and criteria have been applied in this situation to ensure consistency of road naming for the Auckland Council.
3. Redesign of the Housing New Zealand development, as the various stages have been developed, has resulted in re-alignment of some roads and change in type of others.
4. Relevant iwi and New Zealand Post were consulted during the initial road naming process.
5. The change in road name location and road name type within the context of the development are presented to the Papakura Local Board for reconfirmation. This will allow the correct information to be entered into relevant regional and national databases.

Comments
6. The Auckland Council Road Naming Guidelines allowed that where a new road needs to be named as a result of a subdivision or development, the subdivider/developer shall be given the opportunity of suggesting their preferred new road name for the Local Board’s approval.
The Papakura Local Board at its meetings of September 2013 and April 2016 approved the names of 27 roads with the Housing New Zealand development.

That the Papakura Local Board, pursuant to section 319(j) of the Local Government Act 1974, grants approval for the names: ‘”Battalion Drive”, “Troop Place”, “Vigour Place”, “Bravery Place”, “Liberation Road”, “Parachute Crescent”, “Gallantry Crescent”, “Leadership Crescent”, “Honour Crescent”, “Regiment Crescent”, “Walsh Road”, “Swamp Kauri Grove”, “Courage Road”, “Te Aparangi Road”, “Turehu Road”, “Dignity Street”, “Te Akitai Green”, “Beardmore Street”, “Alliance Way”, “Command Rise” and “Paretaiuru Crescent” for twenty-one roads created by a subdivision at 75A Walters Road, Takanini, noting that these names meet the relevant road naming criteria.
Resolution number PPK/2016/66
That the Papakura Local Board, pursuant to section 319(1)(j) of the Local Government
Act 1974, approves, the road names “Troop Road, Bravery Road, Vigour Lane,
Lieutenant Lane, Mettle Lane and Infantry Lane”, proposed by the Applicant, for the
new roads within the development at Battalion Drive, Takanini (McLennan Stage
One).
Since the initial naming, redesign of elements of the development (which has proceeded in stages) has resulted in the re-alignment of some roads (such as extension of Dignity Street and former crescents becoming single roads) and the change in type of others (such as roads now becoming lanes).
To avoid a series of piece-meal changes being put forward to the Local Board, all the road names in the development (in their new context) are being presented for reconfirmation by the Papakura Local Board in a single report. The locations and road names are shown below in Figure One.

Decision Making
7. The Auckland Council, by way of the Auckland Council Long Term Plan (2012 - 2022), allocated the responsibility for the naming of new roads, pursuant to section 319(1)(j) of the Local Government Act 1974, to Local Boards.
8. It is important, given the number and complexity of road alignments and types with the development that a final set of names can be confirmed by the Papakura Local Board so that the naming information can be entered in regional (such as Councils GIS database) and national databases (such as New Zealand Post address database) with some certainty.
Assessment
9. The road names have been assessed against the criteria set out in the Auckland Council road naming guidelines and previously approved by the Papakura Local Board.
Consideration
Significance of Decision
10. The decision sought from the Papakura Local Board for this report does not trigger any significant policy and is not considered to have any immediate impact on the community.
Maori impact statement
11. The decision sought from the Papakura Local Board on this report is linked to the Auckland Plan Outcome, “A Maori identity that is Auckland’s point of difference in the world”. The use of Maori names for roads, buildings and other public places is an opportunity to publicly demonstrate Maori identity.
Consultation
12. The Papakura legacy road naming policy, which was relevant at the time the Papakura Local Board originally considered names for the development at 75 Walters Rd, required consultation with Iwi where Maori names are proposed. As a result, significant consultation was undertaken with tangata whenua being Ngati Tamaoho, Ngati Te Ata, Ngati Paoa Trust Board, Ngai Tai ki Tamaki Tribal Trust, Ngati Paoa, Ngai Tai ki Tamaki and Pukaki Marae. Notwithstanding the original consultation with iwi, the Applicant, in January 2016 subsequently e-mailed nine iwi (Ngai Tai ki Tamaki, Ngati Maru, Ngati Paoa, Ngati Tamaoho, Ngati Tamatera, Ngati Whangaunga, Te Akitai Waiohua, Waikato-Tainui and Ngati Te Ata).
13. Responses were received from three iwi: Ngati Tamaoho, Waikato-Tainui and Ngati Te Ata. Ngati Tamaoho confirmed no stance on the names proposed but did object to Te Rauparaha and the applicant withdrew this from consideration. Waikato-Tainui indicated support for Te Akitai views, unfortunately Te Akitai did provide a response. Ngati Te Ata sought a workshop but did not respond further when informed that no other iwi had requested a workshop.
14. Consultation was undertaken with NZ Post when assessing the original set of names considered by the Papakura Local Board in September 2013 and the Applicant again consulted with NZ Post in February 2016. No concerns were raised at that time.
Financial and Resourcing Implications
15. The cost of processing the approval of the proposed new road name and any installation of road name signage is recoverable in accordance with Council’s Administrative Charges.
Legal and Legislative Implications
16. The decision sought from the Papakura Local Board for this report is not considered to have any legal or legislative implications.
Implementation
17. The Resource Consenting Team is involved in ensuring that appropriate road name signage will be installed accordingly once an approval is obtained for the new road name.

The following subjects were discussed: - Proposed parks renewals priorities for Papakura: - Central Park Playground – review of playground equipment and positioning of some equipment. - Would like to see some equipment installed for older children and adults. - Workstream could be undertaken with board’s LDI funding to assess requests. - McLennan Park Retaining Wall Renewal – Hannah to report back to the board on this project. - Ray Small Park Skatepark – board requested update on this project. - Massey Park CCTV – renewal of technology as this gets outdated. Board requested information on what other cameras were at the facility, what the policy was concerning the installation and use of cameras and existing crime statistics. - Furniture Renewals – clarification of the furniture removed from the foyer of the library and also from the art gallery - Takanini Hall – Add to list for repairs for next year. - Prince Edward Park – softball diamonds need replacing - Smiths Avenue – Shifted to FY20 as the project is being reviewed. Hannah to report back to the board. - Marne Road Village – fencing – Hannah to clarify. - Pahurehure Walkway Renewal – Hannah is to clarify and report back to the board which part of the walkway this is. - Parks in general need more signage – such as “no smoking” and ‘dogs on leash”. - Opaheke Park – board wants a comprehensive plan to manage the different users of Opaheke Sports Fields. - Board requested progress update on Hingaia Park concept plan. - Pahurehure Seat (requested by Heather Harrison) Member Turner to approach contacts for sponsorship for this project. - Massey Park Outdoor swimming pool – Request Rob McGhee to update the board on the proposal put forward to put solar heating and covering the outdoor pool.
