Deputation - Use of Glyphosate for Weed Management in Public Places - Julian Bartrom

That the Papakura Local Board:

a)         thank Julian Bartrom for his presentation regarding spraying of glyphosate in public places, streets and parks, and the associated health risks.

b)         request the Relationship Manager to organise a workshop  to receive background information on current and past processes for weed management including the use of Glyphosate by Auckland Council and that a full report on this subject be considered at the board’s February 2017 business meeting.

Councillors' Update

That the Papakura Local Board:

a)         receive the verbal update from Councillor Daniel Newman regarding the following issues:

-       Weed Management – if the general consensus is that chemical sprays not be used then the Weed Management Policy needed to be changed and any consequential cost should be funded through the Annual Plan and Long Term Plan through the Governing Body.

-       Parks and Open Space Policy – the current approach to the acquisition of new parks and open spaces requires a policy review to meet the needs of communities and changes brought about through the Auckland Unitary Plan and areas of greater intensification.  The review needs to include the consequential maintenance and renewals cost that the Governing Body will need to consider.

-       Cemetery Services – concerns over service delivery following issues raised by families and others who use the departments services.  Gatland Road cemetery capital works scheduled to be completed by end of this financial year.

-       Auckland Transport –  experience of responses to local board and stakeholder requests and enquires for information and actions to resolve problems seems quite variable. As a result Auckland Transport need to improve customer focus and response times.

-       Regional Waste Strategy –  recently met with council staff to discuss how Papakura can have the same contract for refuse collection as other parts of Auckland.  Requests support from local boards to get a regional strategy approved and actioned.

a)         That the Papakura Local Board move Item C1 – Acquisition of land for open space – Papakura be moved out of the public excluded section and be considered in the public section of the meeting.

That the Papakura Local Board:

b)           Notes that the Environment and Community Committees resolved to “approve the acquisition of 3281m² of land for a neighbourhood park, being Lot 802 of Lot 1001 DP 468875 in the McLennan subdivision at no cost to council, subject to agreement from the Papakura Local Board that it will fund renewals and maintenance costs of this park in perpetuity, from its Local Discretionary Initiatives funding and is reflected in its local board agreement”.

c)            That Environment and Community Committees decision is in response to the local boards resolution of 21 September 2016 (PPK/2016/193) relating to a confidential report file number CP2016/20065. This dealt with a recommendation for the acquisition of 1725m2 of land for a linear park, being Lot 803 of Lot 1001DP 468875 within the McLennan development, Papakura at no cost to council. The report also considered Lot 802 of Lot 1001 DP 468875, assessed as not being a priority therefore not recommended for acquisition. The local board resolved to support the acquisition of both Lots 802 and 803 at no cost to council.

e)            request that the Governing Body urgently reviews the Open Space Provision Policy to reflect the need and benefit to both new and existing communities of land for open space in light of the residential zone changes codified in the Auckland Unitary Plan (operative in-part); noting greater intensification means a need for neighbourhood parks. Consequently, the Open Space Provision Policy be amended to ensure a more permissive regional acquisition approach, with the Governing Body making the necessary consequential adjacently to park’s maintenance and renewals budget.

f)             approve funding for maintenance costs and renewals until January 2019, to allow time for the Governing Body to review and amend the Open Space Provision Policy and make the necessary consequential adjustments to the park’s maintenance and renewals budget.

g)           advise the Environment and Community Committee that the Papakura Local Board do not consider it is their responsibility to fund maintenance costs and renewals for neighbourhood parks through the Locally Driven Initiatives budget.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
