Resolution number MR/2017/14 MOVED by Chairperson A Dalton, seconded by Member S Brown: That the Manurewa Local Board: a) request the petition with the following prayer be forwarded to Auckland Transport for investigation and response: “We the undersigned request: i. That a pedestrian footpath be installed immediately to safeguard school children walking to Mill Road to catch school transport and to also safeguard residents who regularly walk along Polo Prince Drive. ii. That two speed bumps be installed on Polo Prince Drive on the downward traverse – one eastwards and the other westwards.” |

Kasey King (General Manager, Counties Manukau Zone of the New Zealand Rugby League League (NZRL) Inc) gave a powerpoint presentation outlining the goals and activities of the Counties Manukau Zone of the New Zealand Rugby League Inc organisation.

Resolution number MR/2017/17 MOVED by Chairperson A Dalton, seconded by Member K Penney: That the Manurewa Local Board: a) receive the verbal report from Councillor Daniel Newman regarding: · Planning Committee working through the proposed Unitary Plan appeals, subject to mediation · believes there will be consequences from the impact of intensification · need to address the impact of intensification on all assets, infrastructure and the environment · need to balance the cost of growth with the cost of assets. · Strategic Procurement Committee · standardised contracts · no increase to levels of service in contracts · local boards have not been consulted · assets in south Auckland require a higher level of maintenance than other areas in Auckland · no full hearings on the draft Annual Plan · key stakeholders can go before the Finance and Performance Committee to be heard · everyone else will be sent to a “Have Your Say” Event · local boards will be carrying the burden of hearing submitters at “Have Your Say” Events. · April/May – on the interview panel for the District Licensing Committees · advertisement published in February · interviews April/May. · Finance Minister ruled out the introduction of regional fuel tax. · one more year left of the transport levy · once the transport levy goes - how will the transport projects be funded. · housing and homelessness · organisation working with the homeless need to inform Auckland Council’s policy response. |

Resolution number MR/2017/18 MOVED by Chairperson A Dalton, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) receive the verbal reports from the following members: i) Stella Cattle - met with the Manurewa Citizens Advice Bureau (CAB) - CAB is thankful for the board’s support for the first aid training provided - problem with homeless people sleeping in doorways - working with staff to find a solution - disability access still not addressed - liaison with Clendon - CAB office has an agreement with the Department of Corrections to respond to overflow calls - CAB have ongoing learning on the third Tuesday of the month.
ii) Simeon Brown - motorcyclists using and abusing the park area along Clendon Reserve - the Police are urging residents to dial 111 as soon as they experience motorcyclists on reserves and provide addresses and/or photos if possible. |

Resolution number MR/2017/19 MOVED by Chairperson A Dalton, seconded by Member S Brown: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Local Board Chairperson regarding: i) request the Governing Body to review the Open Space Acquisition and Divestment Policy and the Open Space Levels of Provision Targets Policy as a matter of urgency to ensure adequate open space provision in light of the High Court Judgement decision on the Unitary Plan “out of scope” zone areas now being able to intensify. ii) requirement for an improved process that addresses the disconnect between the asset management programme of renewals and local board priorities. iii) request that both resolutions i) and ii) be forwarded to all 21 local boards. iv) appointed to the Governance Framework Political Working Party – will be discussing delegations to local boards. v) Town Centre, Te Mahia and War Memorial Park Steering Groups will be presenting at workshops. vi) proposed Local Alcohol Policy appeals. |

Resolution number MR/2017/20 MOVED by Chairperson A Dalton, seconded by Member S Colcord: That the Manurewa Local Board: a) receive the Auckland Transport Update – February 2017 report, noting that agenda page 28, paragraph 13, last sentence, should read as follows: “The MLB has been provided information on the amount of feedback received and after this discussion there will be no change to the ‘No Stopping At All Times’ parking restrictions that are on Walpole Avenue”. |

Landowner approval for works in the esplanade reserve adjoining 194 Mahia Road, Manurewa |

Resolution number MR/2017/21 MOVED by Chairperson A Dalton, seconded by Member S Brown: That the Manurewa Local Board: a) grant landowner approval for the removal of the trees, construction and location of stormwater infrastructure, earthworks, modifying the archeological feature and the construction of a shared path within the esplanade reserve adjoining 194 Mahia Road, Manurewa, in general accordance with the plans approved under resource consent 48165 & P48165 (Attachment G to the report entitled “Landowner approval for works in the esplanade reserve adjoining 194 Mahia Road, Manurewa”). b) delegate to the head of Stakeholder and Land Advisory, Community Facilities, the ability to grant landowner approval conditions around construction works and reinstatement of the reserve. |

Resolution number MR/2017/26 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: a) request the following additions be added to the Manurewa Local Board Achievements Register for the 2016 – 2019 Political Term: i) funded the delivery of Movies in Parks at Keith Park, Weymouth on 28 January 2017 ii) attended the Hayman Park Waitangi Day Event iii) funded and attended the Manurewa Waitangi Day Event iv) contributed to a joint submission with the Papakura Local Board on the Point England Development Enabling Bill v) participated in the organisation “Plastic Diet” working bee to beautify Weymouth Beach vi) attended the “Makers Market” held at Manurewa High School. |
