Parking enforcement at The Landing

Purpose
1. To seek support from the Ōrākei Local Board regarding a request to Auckland Transport (AT) to begin enforcement of parking controls at The Landing.
Executive summary
2. Parking charges currently apply at The Landing for trailer boat parking but there is little enforcement. This has resulted in low compliance, with people parking beyond the time allowed. This has meant that during busy times it can be difficult for visitors to find a park at The Landing.
3. This summer, the new Akarana Marine Sports Centre (AMST) building will be developed on the site. It is anticipated that this will increase visitor numbers at The Landing. The Ōrākei Marina Trust has previously raised concerns that this will further impact parking availability.
4. In support of the AMST development and to alleviate the Trust’s concerns, council has committed to also enforcing parking near to the marina, to mitigate the impact of possible increased demand for parking. This area is indicated as the hatched area on attachment A to this report.
5. This report sets out options for enforcement and seeks the board’s approval for staff to progress a report to the Auckland Transport Traffic Control Committee (ATTCC). This report is required to enable Auckland Transport to begin parking enforcement at The Landing. The ATTCC report must include the views and preferences of the local board; the purpose of this report.
6. Two options were explored to improve compliance at the site:
· engaging a private provider to undertake enforcement
· requesting AT extend parking enforcement over the site
7. Private providers approached indicated that the site was not large enough for it to be viable for them so option two (AT enforcement), is the recommended option.
8. It is proposed that enforcement will be by issuing infringement notices (not towing). Parking revenue will be retained by The Landing and enforcement revenue will be retained by AT. Parking revenue is expected to increase as a result of enforcement.
9. Should the local board support the request for Auckland Transport to begin enforcement of parking controls and the ATTCC approve the request, enforcement at the Landing will begin in January 2017.

Background
10. Parking charges currently apply at The Landing for trailer boat parking in areas D, E and G on Attachment A, totalling 68 trailer parks. No parking charges apply to the car parking area at the eastern end of The Landing.
11. Parking charges also exist for all car parks immediately adjacent to the Ōrākei Marina. This parking is managed by the Ōrākei Marina management and is not covered in the scope of this report.
12. Parking charges were initially introduced to offset some of the operational costs of maintaining the recreational boating access areas of The Landing, namely the boat ramp, public pontoons and public toilets. Compliance with buying parking tickets at the machines is low and is estimated to be around 50 per cent. Current charges are $2 per hour up to a maximum of $20 for 24 hours.
13. There has been little enforcement over the years, with the only deterrent being the threat of being towed. Towing has not been actively implemented due to the safety issues that would arise for boaties returning to the ramp and finding no vehicle and trailer to tow their boats out of the water.
14. Two options have been explored to improve compliance at the site:
Option one - engaging a private provider to undertake enforcement
15. Private providers were approached, however the feedback was that the site size is not viable to generate a return using the mechanisms for enforcement they have at their disposal.
Option two - requesting that Auckland Transport extend parking enforcement over the site
16. In order to progress Auckland Transport enforcement of parking controls at The Landing a report to the ATTCC is required for approval. This report must include the views and preferences of the local board as per Auckland Council’s delegations to Auckland Transport relating to off-street parking charges and restrictions.
17. Enforcement will be carried out by issuing infringement notices, not towing. This will be on the basis that parking revenue will be retained by The Landing and enforcement revenue will be retained by Auckland Transport. Parking revenue is expected to increase as a result of enforcement.
Parking restriction areas
18. In addition to areas D, E and G shown on Attachment A, parking restrictions are being introduced to 30 of the 36 marked car parking spaces in Area A - adjacent to the RAYC building.
19. In February 2015, with prior consultation and support from the Ōrākei Local Board Landing Sub-Committee, council committed in writing to the Ōrākei Marina Trust to place parking restrictions on 30 car parks in area A. This is indicated as the hatched area within area A on the attachment.
20. This was as a mitigation measure against the potential negative impact on parking availability for Ōrākei Marina berth holders which may occur as a result of the new AMST development on the RAYC site. In return for this commitment, the Ōrākei Marina Trust withdrew their objection to the AMST resource consent for development.
Consideration
Local board views and implications
21. The Ōrākei Local Board indicated support at their workshop on 8 December 2016 for the proposal for Auckland Transport to provide enforcement of parking controls. The local board requested that enforcement by Auckland Transport be minimal rather than very regularly which is the case in other areas of Ōrākei.
Māori impact statement
22. Ngāti Whātua Ōrākei, as mana whenua of the area, has a strong interest in all aspects of the development and management of The Landing. They have a particular interest in water quality and development of the eastern end of The Landing. As this is an operational initiative enforcing existing parking restrictions, no impacts on Māori are expected.
Implementation
23. Once the Local Board has made its decision on whether to progress the request for enforcement, a parking resolution report will be prepared for Auckland Transport Traffic Control Committee for approval to enforce parking controls at The Landing. The anticipated start date for enforcement will be in March 2017.
24. Once the parking resolution is approved by ATTCC, Pay and Display machine installation, maintenance, and any additional road marking and signage will be the responsibility of Auckland Council. These measures will need to be in place before any enforcement commences.

Granting of licence to occupy areas of The Landing, 8-12 Tāmaki Drive, Ōrākei.

Purpose
1. To grant a temporary licence to occupy areas at The Landing during the construction of a new Marine Sport Centre building at 8-12 Tāmaki Drive, Ōrākei.
Executive summary
2. The Akarana Marine Sports Charitable Trust is redeveloping the clubrooms at 8-12 Tāmaki Drive known as The Landing. The Trust has an approved lease of the land occupied by the clubroom and surrounding area.
3. To allow the redevelopment to occur the trust seeks to occupy areas of The Landing outside this lease area for storage and activities associated with the building project.
4. During the 2013-2016 electoral term, the Ōrākei Local Board Landing sub-committee was involved in discussions on the project details and the temporary licence locations.
5. This report recommends the approval of a licence to occupy areas of The Landing subject to conditions outlined in the recommendations.
That the Ōrākei Local Board: a) approve a temporary licence to occupy to Akarana Marine Sports Charitable Trust to occupy areas A,B,C,D of The Landing at 8-12 Tāmaki Drive, Ōrākei (Attachment A) subject to: i) the term of the licence being from 30 March 2017 to 30 March 2019 unless the building project finishes earlier at which point the licence will cease on the date of practical completion; ii) the terms and conditions of the landowner approval letter dated 29 September 2016 as itemised at paragraph 19 of this report extend and apply for the duration of the licence. b) all other terms and conditions in accord with Auckland Council’s Community Occupancy Guidelines 2012.

Comments
6. The Akarana Marine Sports Charitable Trust (the Trust) has an existing lease at The Landing, which commenced on 1 July 2013 for an initial term of five years. There are two rights of renewal of five years each if redevelopment of the site does not occur by 30 June 2018. The final expiry of a lease in this circumstance is 30 June 2028.
7. The Trust has made application to occupy areas of The Landing outside its lease area to facilitate the redevelopment of its building, at The Landing at 8-12 Tāmaki Drive, Ōrākei.
8. The Trusts lease area is to be redeveloped with the demolition of the existing building and construction of a new building and facilities.
9. If redevelopment does occur the term of the lease is 35 years less one day, with final expiry 30 June 2048. Redevelopment is described as stages one and two being fully completed, or stage one being completed and stage two being fully or substantially funded. Either option is to be in place by 30 June 2018.
10. The temporary licence areas are shown on the attached plan (Attachment A) and include areas A, B, C and D. These are described below:

12. A landowner approval letter was issued on 29 September 2016 to approve the establishment of the licence areas and to allow the project to commence, but this only applies for 6 months from the date of issue of the letter. This approval expires 29 March 2017.
13. As the building project is anticipated to take two years a more formal arrangement is required to record the occupation. The occupancy of the area is temporary so a licence can be used for this purpose.
14. The Landing legally described as Lot 1 DP 175464 comprising 3.2090 hectares and contained in NA108A/49. By Gazette Notice No. D235722.2 (All New Zealand Gazette, 27 November 1997, No. 166, page 3976), and pursuant to Section 355 (3) of the Resource Management Act 1991, Lot 1 was vested in the Auckland City Council, in trust, for recreation purposes, pursuant to the Local Government Act 1974.
15. The licence will be issued pursuant to the provisions of the Local Government Act 2002. Sections 82 and 138 of the Act require public notification and iwi consultation before granting a licence.
16. A second round of iwi consultation was commenced 17 November 2016. Notice was sent to 15 groups. Because the area of the proposed licence changed, consultation with iwi was undertaken again.
17. One response deferring comment to Ngāti Whātua Ōrākei was received. Ngāti Whātua Ōrākei did not respond to the second round of consultation but the response to the initial round is as follows;
Ngāti Whātua Ōrākei will support the Auckland Council proposal to issue a two year community licence to occupy over the Landing noting that:
a) Part B of the diagram (refer to Land Owner Consent Plan) is too small. It does not seem to provide the appropriate space for the various groups to occupy whilst the building is being developed. We are interested in how the Council aims to manage this?
b) Ngāti Whātua Ōrākei recommends extending Part B (hardstand) from the 9m to 21m.
18. Public advertising was placed in the 7 December 2016 edition of the East and Bays Courier and no submissions were received.
19. The terms and conditions contained in the initial approval letter are to become conditions of the licence and are as follows:
i) The site areas to be occupied shall be in accordance with the plans in Appendix A.
ii) The work site compound (area A) shall be fenced off from the public, and signage put up, showing how long the work will be undertaken, the purpose of the works, and contact details of the applicant or their agent.
iii) Close boarded tree fences shall be installed around the council’s trees within the car park in the work site compound A. These shall remain for the duration of the occupation to protect the trees. These shall be installed to the satisfaction of Auckland Council’s arboricultural advisor.
iv) The applicants must contact the Maintenance Delivery Co-ordinator Community Facilities provided with five working days’ notice, to arrange a pre-commencement site meeting to discuss the proposed works. The Maintenance Delivery Co-ordinator shall approve:
§ Timing, methodology and procedure of the installation of toilets and containers;
§ Provide a Health and Safety plan
§ Provide a copy of the Public liability insurance
§ Signage and closing off the work area from the public.
§ Check tree fencing has been installed
v) The containers, toilet and work site compounds shall be left secure overnight.
vi) During occupation, any graffiti on the portable buildings / containers / toilet shall be removed promptly. Where advice is received of graffiti to be removed, it shall be removed within five working days of the report and the Maintenance Delivery Co-ordinator Community Facilities notified of the removal.
vii) During occupation the applicant is to remove and control all their litter and ensure the security and safety of work site.
viii) Any activities planned shall be done so in order to avoid conflicts with existing users of the car park.
ix) The applicants will bear all liability for any damage to the council car park or other assets that result from the installation of the containers, toilets and work site compound. The ground surfaces shall be reinstated to the satisfaction the Park Ranger.
x) Any physical work must be carried out in accordance with the requirements of the Health and Safety at Work Act 2015. The contractors undertaking the work shall:
(a) have all relevant current health and safety qualifications;
(b) comply with all reasonable directions given by the Council in relation to health and safety in connection with the Council Land.
(c) ensure, so far as is reasonably practicable, the health and safety of its representatives and those who are influenced or directed by it while carrying out work for it;
(d) ensure the health and safety of other persons, including service providers, the public, and visitors, is not put at risk from works carried out; and
(e) ensure, so far as is reasonably practicable, that the way in which any equipment is installed is without risks to the health and safety of any persons who:
(i) use or install such Equipment;
or
(ii) are at or in the vicinity and may be affected by that use or
activity.
(f) Immediately provide the Council with information about any health and safety matters relating to the works, if requested.
xi) Once the containers, toilet and site compounds are removed, all areas of disturbed ground concrete or sealed surface shall be reinstated to their original levels to the satisfaction of the General Manager of Community Facilities.
xii) All noise generated from the approved works shall comply with the provisions of the New Zealand Standard NZS 6803:1999 “Acoustics – Construction Noise.
xiii) This licence provides landowner approval only and does not replace the requirement for resource or building consent. All works must be completed in accordance with the rules of the Auckland Council District Plan - Operative Auckland City - Isthmus Section 1999, Unitary Plan or the conditions of any resource consent issued by Auckland Council.
xiv) The containers, toilet, yacht storage area and work site compound area, must be removed or restored to their former condition where practicable at the end of the licence term unless this license to occupy has been extended or a new licence to occupy is granted.
xv) If there are, any amendments to this proposal a new assessment will need to be undertaken by Community Facilities prior to any works commencing and approval will be subject to the approval of the General Manager Community Facilities.
xvi) Please note, Auckland Council is granting approval for temporary access and occupation and works in its non-regulatory capacity. This approval does not bind the council in its capacity as a regulatory authority in any way, and any consent or approval given under this agreement is not an approval or consent in its regulatory capacity, and vice versa. The council will not be liable to any other party if, in its regulatory capacity, the council declines or imposes conditions on any consent or permission any party seeks for any purpose associated with this approval.

Māori impact statement
21. Iwi consultation has been undertaken again in conjunction with advertising the proposal to grant a licence.
Implementation
22. This licence will apply from 29 March 2017 at the expiration of the landowner approval letter issued on 29 September 2016. We are advised the project will take approximately two years to complete (completion date originally 29 September 2018). No time limit on the occupation was expressed in either the iwi consultation or public notification. As there has already been five months delay in commencing the project this report will recommend that six months be added to the licence period to avoid a need to report further should the project period require extension beyond the original two year timeframe. If the redevelopment project finishes ahead of time the temporary licence can terminate at the time of practical completion.

3. Auckland Transport attended a workshop with the Ōrākei Local Board in December 2016. Items discussed were:

5. The Ōrākei Local Board’s views are considered during consultation on proposed project schemes. The following project proposals were consulted and feedback sought by the Local Board in December 2016:
· Proposal to install a pedestrian crossing on Ladies Mile
· No stopping at all times (Broken Yellow Lines) on Rangitoto Ave, Remuera
· No stopping at all times (Broken Yellow Lines) restrictions on Tāmaki Drive, Ōrākei
· Proposal to narrow the intersection of Meadowbank Road and Manapau Street, Meadowbank

The initial report has been finalised. This was presented to the former Ōrākei Local Board whom requested further investigation for stairs and a shared path. This is out of the initial scope of the project and required extension funding.
Resolution number OR/2016/169: approved $22,000 for further detailed design of the Colin Maiden Park north-south through road out of the Economic Development Initiatives budget.
Auckland Transport is currently transferring the lead for this project to Auckland Council, Parks.

2. The Aircraft Noise Community Consultative Group (ANCCG) was set up under the conditions of Auckland Airport’s designation in the Manukau Operative District Plan. It is an independently chaired group that makes recommendations to Auckland Airport on aircraft noise issues and concerns that arise from the airport’s operations and activities. Please refer to the Aircraft Noise Community Consultative Group Terms of Reference (attachment A) for more detail regarding the consultative group.

Amendment to Portfolio and Appointments
Advice has been received that the Tāmaki River protection (Environmental Forum) / Tāmaki Estuary Environmental Forum is now in abeyance and if renewed the terms of reference will be reviewed. Accordingly, the schedules adopted by the Board at its business meeting on the 8 December 2016 have been amended.
Libraries
The Board at its inaugural meeting held on 3 November 2016 resolved:
a) confirms that the St Heliers Library and the Remuera Library will remain open, as normal, over the 2016/2017 Christmas/ New Year period.
b) notes that the library patronage analysis provided to the Board showed considerable usage of both the St Heliers Library and the Remuera Library over the Christmas/New Year to justify both libraries remaining open over the 2016/2017 Christmas/ New Year period.
Attached are tables showing the number of visitors and checkouts for each library for that period with comparisons for the previous three years. The analysis indicates that for the Remuera library the number of visitors (2473 visitors) had slightly increased over the previous two years, but slightly down from the number in 2013. The number of visitors for December 2016 had a significant drop when compared with the previous three years. The increase in visitors was not matched by the number of check outs which were well down on the previous three years.
The number of visitors at the St Heliers library (3189 visitors) during the Christmas/New Year period was relatively stable compared with the previous three years, as was the number of visitors for the whole of December. The number of check outs for the Christmas/New Year period and for December when compared with the previous three years was also stable.
Given the numbers using the Remuera and St Heliers libraries during the Christmas/New Year period, I consider the Board was justified in its decision to open both libraries.
Heritage
The time taken to restore the heritage searchlight emplacements in Tāmaki Drive is disappointing. In fact, the emplacements are an eyesore on one of Auckland’s premier scenic and transit routes. Despite assurances given at a site meeting by representatives of Vector months ago to remove the power pole adjacent to searchlight 3 and underground the cables to allow contractors to proceed with its refurbishment, nothing has happened. Despite emplacements 1 and 2 being repainted last year and vegetation cleared, weeds are now growing in the structures.

I was joined at this lesser and shorter public powhiri at Okahu Bay reserve by Board Members Claridge, Millar, and Wong and Governing Body Member Denise Lee. The Prime Minister and Mrs English joined us after they had attended the Waitangi Day breakfast at the marae to which it appears Governing Body Members and Council staff had been invited. We were later joined by Deputy Chair Parkinson who had been invited to the function at the marae. It is disappointing that the leaders of Ngati Whatua do not appear to recognise that the Ōrākei Local Board is an integral part of the elected membership of the Auckland Council.
7 February officiated in the Town Hall at the New Zealand Central Citizenship Ceremony, co-hosted by the Central Auckland Local Boards.

The purpose of this meeting was to obtain an update/ overview of the
state of Ōrākei Ward waterways following extensive media coverage of
the state of Auckland’s beaches and fresh waterways over the
Christmas/New Year period in the New Zealand Herald in which Ōrākei
was reported as receiving a “D” rating
When put in context the grading is not necessarily as alarming as
the public may perceive, and it should not be taken as an indication that our
waterways are deteriorating to a state that may pose a Health & Safety
concern. Since 2012 our waterways have received consistent grades across 5
indicators which are measured to give an overall score. These are: Flow
Pattern, Nutrient Cycling, H2O Quality, Habitat Quality, & Biodiversity.
Ōrākei is a densely populated suburb, with increasing intensity and pressure from housing & other development builds. It has a high Impervious Surface Area at 57% with a Land Cover measured as 95% urban. Given that the few waterways scoring an “overall “A” or “B” rating are in sparsely populated or elevated bush areas, far from human habitation similar ratings should not realistically be expected in heavily populated areas such as Ōrākei with the current level of resources allocated to environmental issues. In comparison with other urban Wards Ōrākei is in fact doing relatively well. Howick for example with a lower Urban land Cover of 62% and a Impervious Surface Area of 51% scored almost identically.
While merely holding the status quo when it comes to our waterways health is not the optimum outcome, it must be seen in the context of growth & increasing density within our Ward. The Board is undertaking several clean waterways projects in the Ward already but with the current focus on education and community involvement through the Healthy Waters team, it is entirely feasible that the demand for investment in environmental issues, together with a more focused approach and tighter management of our green spaces may be something our communities will be expecting in this new term.
The 2015/2016 Report showed that there has been a growth in both the number of community groups involved in Healthy Waterway projects. In 2014 there were 4 active community groups, 5 Education Sessions, 616 participating students, and 0 people involved in action outside organisations. This has increased to 6 active community groups, 29 Education Sessions, and 250 individuals.
In 2015/2016 OLB invested in an environmental work programme that focused on promoting stream restoration, protecting a Significant Ecological Area and supporting environmental education. The current Board will be looking at options to build on this, and potentially incorporate, and take a leading role in advocating for Water Sensitive Design in both new development and re-development of existing urban areas in accordance with Auckland Council’s Healthy Waters strategic direction to deliver a “Water Sensitive Community” within our Ward.

2. Stage Two: Glen Innes to Tāmaki Drive Shared Path
Background:
The Ōrākei Local Board have identified the Glen Innes to Tāmaki Drive Shared Path as a continued priority.
Auckland Transport [AT] and New Zealand Transport Authority [NZTA] are well advanced with work on delivering the Glen Innes to Tāmaki Drive Shared Path. The first section of the Path between Glen Innes and St Johns Road opened 9 December 2016. Section 2 through to Meadowbank is currently in design.
Public consultation for Section 2 (St Johns Road to Meadowbank) of the Path has identified the need for improved local access in order to maximise community benefits and usage. In addition to wanting convenient access to the Path, a large number of submissions were made in support of safer and more direct access between the Gowing Drive area and the schools on Kohimarama Road.
AT has informed the Ōrākei Local Board that it currently has no unallocated capex funding to progress additional links to the path in the current funding period 2015 – 2018.
The Ōrākei Local Board has approved $90,000 Locally Driven Initiative funding towards the concept level investigation and construction of additional links in our Local Board area. The Board identified that our top priority is to progress a link to serve the Gowing Drive area and has thus approved funding for a concept level investigation of the site at 92 Gowing Drive.
Link to Local Board Plan:
The Ōrākei Local Board Plan doesn't specifically identify a Gowing Drive link – however, it does support “well-connected walking and cycling paths that help us to get to the places we work, play and like to visit (page 23).” The site identified for the link is roughly in the same location previously considered for the Selwyn Railway Station (not supported by AT). The draft 2014 Ōrākei Greenways Plan also identifies the railway station and crossing of the railway line close by.
Project scope:
AT has undertaken a study on the feasibility of a crossing at 92 Gowing Drive with bridge and underpass options investigated.
Both options were identified as feasible. Costings have been made, excluding property costs and allowing for contingency:
i. The expected cost of an underpass is $2.4m.
ii. The base costs for the bridge and ramps option is $5.1m.
The study identified that the benefits of the project exceed the costs. It recommended that an underpass suits this location with the steep gradient down from Gowing Drive to the raised railway embankment and the lower level GI2T shared path connection.

Decision to be sought:
At this stage, the Ōrākei Local Board would not be in a position to fund the project in entirety. However, we have identified that it is a key priority of the Board to move into feasibility and preliminary design. The Local Board Transport Capital Fund (LBTCF) has been identified to fund this next phase.
3. St Heliers Bay Village – Bus Congestion a Safety Hazard
The route between St Heliers Bay Road/Polygon Road intersection through to Turua Street is most unsafe because of bus congestion. Buses passing through St Heliers ‘stop off’ right on the blind corner of Polygon Road and Turua Streets, outside the Tāmaki Exservices Hall. These buses often have a layover of 45 minutes between services.
This intersection becomes more unsafe when a bus coming the other way comes around the corner from Turua Street into Polygon Road. Local traffic, navigating around the parked bus, aiming to go into Turua Street are greeted by the bus coming from Turua Street, with nowhere to exit.
If traffic is behind the local traffic, then a real traffic jam occurs.
This problem is further exacerbated when a second bus parks up behind the first one. The second bus will protrude beyond the bus park, often blocking access and egress to St Heliers Carpark behind the St Heliers Library.
Accidents regularly occur. It is only a matter of time before there is a truly major incident.
A solution to bus congestion in St Heliers needs to be negotiated between Ōrākei Local Board, St Heliers Village Association, AT and Metrolink/NZ Bus, while catering for the Public Transport requirements of the community.
4. Bike Eastern Suburbs are hosting a Consultation Ride for Stage Two of the Glen Innes to Tāmaki Drive Shared Path 12th February 10am – 12.30pm.
Bike Eastern Bays, working with AT, have added attractions for their February cycling tour – see photos. There will be three vantage points to see the proposed Stage 2 alignment which they'll detour down, providing an insight into the construction issues, while viewing stunning native bush, with some of the best view-points in the area, including native wildlife. Non cyclists, along with Councillor Desley Simpson and I, will be able listen to the presentations and ask questions at Merton Road and at Sunhill, St Johns Road.
i. Pre-event café stop, Columbus Café at 10.00am.
ii. Short tour of path starting at 10.40am.
iii. Information session and prizes, top of the Stage 1 (Sunhill) at 11.00am. This is your opportunity to give feedback to Auckland Transport on this stage and future stages.

5. $7 million upgrade of Ngapipi Road/Tāmaki Drive Intersection commences April 2017.
Improvements will be made to lighting, signage, and pedestrian crossings providing increased safety for motorists, cyclists and pedestrians. Work includes the installation of traffic signals and cycle lanes. This intersection, which has been a hot spot for accidents, has 30,000 vehicles pass through it each day.
6. Changes at Britomart Train Station
The Britomart Train Station has altered entrances. The old Chief Post Office building is closed for strengthening prior to the construction of the City Rail Link tunnels.
7. Chaos at the School Gate – AT programme working with Schools, Pupils and Parents.
This is most successful programme which has been carried out at many Ōrākei Ward schools including St Heliers, Glendowie and Churchill Park Primary Schools and Glendowie College. The programme instills consideration of others when parking or walking near schools and crossing roads. Pupils are encouraged to join Walking School Buses, led by volunteering parents – this provides a superb opportunity for young people to develop new friends, as well as growing the belonging to our communities for all.
It is recommended that all schools in the Ōrākei Local Board area be scheduled to take part in a Chaos at the School Gate programme.

8. St Heliers Library Event: ‘A wider view of the Eastern Bays’

The project has been to construct panoramic images from historical photography from the earliest part of last century. To date this project has focused on the work of Henry Winkelmann and James D Richardson who, between them, gave us a wide coverage of Auckland 1900 – 1940

Met with the Manager Laura Carr of the Association who updated me on the Remuera upcoming events and issues she is experiencing.

There were several Auckland Transport queries some of which have been addressed but there are still some on-going which need action. I will follow up again during the next month and report the progress.
Ellerslie Business Association
Met with the Manager Megan Darrow who has updated me with the Business Association.
Have several events through the year which are well attended by the local community.
ARTerslie, Fairy Festival and Santa Parade.
For many years pedestrians have exited the pedestrian subway from the Train Station then walked straight up using the walkway to the Main Highway in Ellerslie Centre.
This access has recently been blocked by a container to force pedestrians to walk through a dark car park and the mall before exiting onto the Main Highway. This has caused much angst among those who use it. Megan Darrow will advise regarding this.
St Heliers Village Association
Met with Amanda Stevenson the new Manager.
Amanda is at present undertaking a Strategic Plan for the business area
She has a full agenda for the coming months, including updating the Website, the Facebook page, a regular Newsletter, modernising the branding as well as overseeing Remedial Works for the town centre.
Her offices are now in the Police Station in St Heliers.
Mission Bay Business Association
Attended a meeting of the Association
The World Masters Games will affect Mission Bay businesses. Is it possible to have bunting from ATEED for the duration of the games?
Parking is always at a premium for events in Mission Bay and need to find a solution to this.
Community
Ōrākei Community Association (Residents)
Attended committee meeting.
There are concerns regarding the number of Tāmaki Drive Events throughout the year.
Would like to have a stronger representation on their Facebook page and would like the local community, businesses and schools to Like their FB page.
Interested to know what is happening on the Kupe Reserve and would like to be kept updated
Tennis Courts in the Kupe Reserve are not accessible anymore so local children are unable to play unless they belong to the Club. Suggestion that an honesty box be introduced to have at least one court accessible.
Looking at organising and supporting an Arts Competition in March/April 2017
Also suggested the possibility of creating an Ōrākei Historical Book delving into the past of the Auckland Eastern Suburbs
Flower Show in Ōrākei 22-26 November 2017

Meeting with the outgoing Manager Jenny McKay. New Manager Melody Sei.
Updated me with what has happened in the past and what needs to happen in the future.

OBAG – Ōrākei Basin Advisory Group
Meeting plus phone calls with Lynley Olsen who advised and updated me regarding the Ōrākei Basin Master Plan. There have been meetings this year regarding this and have been attended by Members Parkinson and Davis.

I am pleased to have supported fellow OLB members in attendance at:

Community
· On December 21 – I had a one on one session with Brett Young, Strategic Broker for Ōrākei community on key issues carrying over from the previous Board and what the next stages are for projects in pipeline
· During December – attended all key workshops facilitated by Auckland Council Officers (with an apology to the Board Business meeting on December 8; due to family graduation)
· In December - met with Remuera Business Association Chair Laura Carr; accompanying OLB member Ros Rundle to understand key issues affecting the RBA business precinct including roading, transport and Clonbern Road parking designs.
· Attended Ellerslie Residents Association market day exchange with Carmel Claridge; met with former Chair Bryan Johnson – who outlined various legacy issues
· Several one on one sessions with Jerome Cameron, Local Board Advisor on Ōrākei Local Board plan and financials
· Fielded enquiry on pedestrian crossing on Ngahue Drive; and subsequent investigation to be undertaken by AT (due April 17).
· Attended Liston Park option for Ellerslie Football club (31 Jan 2017) scoping out usage and follow up to amenities spend ($800k+) at Michaels Avenue
· Attended Remuera Residents Association meeting to hear issues and proposals on Victoria Avenue Citizen Advice Bureau premises
· Attended first Mission Bay/Kohimaramara Residents Association meeting for year (7 Feb)
· Engaged with Archie Buissink (Youth contact) in terms of promoting liaison with secondary school heads across the ward
· Supported Remuera Business Association with clarification of BID funding for Chinese New Year celebration
