Disposals recommendation report

 

Resolution number DT/2017/30

MOVED by Deputy Chairperson G Wood, seconded by Member M Cohen:  

That the Devonport-Takapuna Local Board:

a)         does not support the disposal of 4 Blomfield Spa, Takapuna, and this view be forwarded to the Finance and Performance Committee for consideration as part of the decision making process for the following reasons:

i)          Takapuna has been identified as a metropolitan centre, and will be subjected to intense residential development over the next 30 years;

ii)         recreational land in the Takapuna metropolitan centre is clearly a major need in this area, and disposal of this land goes against this future requirement for open recreational land; and

iii)        it has since been acknowledged that the community has identified the land as essential for passive open space use in the local board area.

b)        table the correspondence from Steve Haslett, Steve Dunlop, Gavin Houghton and Rosemary Houghton and that this information, together with a letter from the local board chairperson be forwarded to the Panuku Board for its consideration as part of decision making;

c)         forward the submissions from Sandra Allen and John Potter which were considered under public forum at this meeting to the Panuku Board and the Governing Body for their information and consideration;

d)        request that parks and relevant CCOs discuss with the board any future proposed disposal prior to these entities formalising a view as to whether the land in question should be disposed of;

e)         request that the Governing Body designate 4 Blomfield Spa as a recreation reserve in accordance with Section 16 Reserves Act 1977; and

f)          note the area is of particular benefit for local workers, is of high value, and is protected from adverse weather conditions.

That the Devonport-Takapuna Local Board:

a)      expresses no confidence in the currently constituted political working party established to oversee the implementation of the Governance Framework Review, in that:

i)             the selection of the seven local board members to it was made by the Chairs’ Forum in the absence of a specific delegated power from the individual local boards; and

ii)            it could be perceived that that the interests of ‘rank and file’ local board members who have no aspirations to be a local board chairperson or want to become a councillor in the future are underrepresented.

b)         that the briefing note entitled ‘Note to Devonport-Takapuna Local Board – Notice of Motion, Governance Framework Review’ be received.

Project 17: Auckland Council Maintenance Contracts

 

Resolution number DT/2017/33

MOVED by Deputy Chairperson G Wood, seconded by Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)      provide feedback on to Finance and Performance Committee regarding Project 17: Auckland Council Maintenance Contracts as attached;

b)      note that the local board will have the opportunity to meet successful suppliers in April and May to discuss and refine local service level variations;

c)      delegate the responsibility to make minor edits to the feedback referenced in resolution a) above to the chairperson and deputy chairperson, in consultation with the Senior Local Board Advisor, noting that the board’s feedback is required by close of business on 22 March 2017; and

d)        support the provisions relating to historic sites, which encourages the supplier to work closely with council to become familiar with these sites, and requires council approval prior to any maintenance being undertaken.

Advice on the effectiveness of the Lake Pupuke - Pupukemoana Reserve Management Plan

MOVED by Chairperson G Gillon, seconded by Deputy Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

a)      note that in July this year, the council’s Healthy Waters department will be taking on the responsibility for lake water quality matters, including the management of lake weed as well as stormwater related infrastructure, which they are it is currently responsible for;

b)      note that while some of the policies within the plan need updating, this could be undertaken as part of a wider review of the local board’s reserve management plans;

c)         request regular updates from council’s Healthy Waters team as to the state of Lake Pupuke; and

d)        request that staff  from council’s service and asset planning team in Community Services department develop a programme for reviewing and preparing combined park and reserve management plans for inclusion within the upcoming local board work programme.

2016 Election: Highlights and issues

MOVED by Deputy Chairperson G Wood, seconded by Member M Sheehy:  

That the Devonport-Takapuna Local Board:

a)            agree in principle with the points identified within the agenda report for inclusion as part of Auckland Council’s submission to the Justice and Electoral Select Committee’s ‘Inquiry into the 2016 local authority elections’, save the following points:

i)             the board supports retention of the condition that candidates must state where they live as part of registering to run in local government elections, especially in relation to candidates running for local boards;

ii)            the board does not support access to statistical data associated with the electoral roll, particularly if such information is being used by political parties for the purposes of electioneering;

iii)           the board in general supports the concept of legislative confirmation that local authorities may promote elections, but does not support local authorities, in the course of promoting elections, targeting certain demographic groups to increase voter turnout;

iv)           the board does not support the concept of extending voting later into the day while postal voting is still used as the predominant mechanism to cast votes, and supports retaining the practice of polls closing at midday on election day; and

v)                  the board has mixed views as to whether or not district health board (DHB) elections should be held apart from local government elections, but agree that options need to be investigated to increase voter knowledge and informed choice as part of DHB elections.

New community lease - Forrest Hill Milford United Football Club Incorporated, Becroft Park, Forrest Hill.

That the Devonport-Takapuna Local Board:

a)      grant a new community lease to Forrest Hill Milford United Football Club Incorporated for Part Lot 1 DP 42749 being part of Becroft Park (refer to Attachment A of the agenda report) subject to the following terms and conditions:

i)       commencing 1 July 2016 for one term of 10 years plus one right of renewal for 10 years;

ii)      rent - $1.00 plus GST per annum if requested; and

iii)     the approved Forrest Hill Milford United Football Club Incorporated Community Outcomes Plan be attached to lease document.

b)      note that all other terms and conditions in accordance with the Becroft Park and Bond Reserve Management Plan adopted November 1995 and the Auckland Council Community Occupancy Guidelines 2012.

That the Devonport-Takapuna Local Board:

a)      grant a renewal of the community lease to North Shore Cricket Club Incorporated for Part Allot 36 and Part Allot 39 Sec 2 Parish of Takapuna being part of Devonport Domain together with the clubrooms on the site (refer Attachment A to the agenda report),  subject to the following terms and conditions:

i)       term - 11 years commencing 1 January 2016; and

ii)      rent -  $1.00 plus GST per annum if requested.

b)      grant a renewal of the community lease to Ngataringa Tennis Club Incorporated for Part Harbour Bed Deposited Plan 15479  being part of Stanley Bay Park,  together with the clubrooms for use by junior members (refer Attachment B to the agenda report), subject to the following terms and conditions:

i)       term - 10 years commencing 1 January 2017; and

ii)      rent - $1.00 plus GST per annum if requested.

c)      grant a renewal of the community lease to Wakatere Boating Club Incorporated for Lot 1 DP 79499 comprising 2112 square metres and contained in NA36B/615 together with Part Allotment 559 Parish of Takapuna as occupied by the Starting Tower on Narrowneck Beach (refer Attachment C to the agenda report), subject to the following terms and conditions:

i)       term - 10 years commencing 1 February 2016; and

ii)      rent - $1.00 plus GST per annum if requested.

d)      grant a renewal of the community leases to Waitemata Golf Club Incorporated for Part DP 693, Part Lot 20A, and Part Lots 21B DP 4405, Part 7 DP 189 and Part Lot 8 DP 1521, Part NA16D/1498 (Part-Cancelled) and Part Lot 2 DP 19288 and Part NA442/100 (Part-Cancelled) being part of Woodall Park (refer Attachment D to the agenda report) subject to the following terms and conditions:

i)       term - 11 years commencing 1 August 2016; and

ii)      rent - $1.00 plus GST per annum if requested.

e)      notes that all other terms and conditions in relation to the community leases outlines in resolutions a) through d) above are in accordance with the original leases and the Auckland Council Community Occupancy Guidelines 2012.

Auckland Transport monthly update - March 2017

That the Devonport-Takapuna Local Board:

a)            receive the Auckland Transport March 2017 monthly update report;

b)           request that the ‘Sunnynook Street Lighting to the Bus Station’ project be prioritised as a relative matter of urgency;

c)            note and acknowledges  that the Bayswater Halloween Trail was delivered by the Devonport Peninsula Trust with support from various local community groups, and Auckland Transport; and

d)           thank all the groups for their contributions towards the project.

That the Devonport-Takapuna Local Board:

e)            request the following information from Auckland Transport in relation to ferry services operating from the Bayswater ferry terminal:

i)             whether or not Auckland Transport has entered into a long-term service agreement for the Bayswater to Auckland ferry service;

ii)            whether or not the new agreement will ensure ‘barrier-free’ access for all ages, especially disabled passengers, children in prams, and cyclists, not only within the ferry itself, but also in relation to embarkation / disembarkation on both sides of the harbour;

iii)           whether or not it is anticipated that there will be more room to accommodate cycles on the ferry;

iv)           whether or not the design of the ferry will address the current situation where it takes more time for the ferry to turn and berth on both sides of the harbour than it takes to cross it;

v)            how much quicker the ferry service will be from Bayswater to Auckland than currently;

vi)           whether any changes are proposed at Bayswater Wharf that will affect vehicle parking for those travelling on the ferry; and

vii)         when the new Bayswater ferry terminal will be built, which extends out from the old wharf situated on the reclamation.

Draft Air Quality Bylaw and Statement of Proposal

That the Devonport-Takapuna Local Board:

a)      agree that its preferred approach for the draft Air Quality Bylaw for Indoor Domestic Fires is to make a bylaw to re-establish the regulations for indoor domestic fires that were in the Auckland Council Regional Plan: Air, Land and Water 2010;

b)      supports the definition of urban zones in the Unitary Plan as presented in Attachment A to the report to the Regulatory Committee on the matter on 9 February 2017, including the Unitary Plan and Hauraki Gulf Islands urban zone and those parts of the ‘Urban Air Quality Management Area’ from the Auckland Council Regional Plan: Air, Land and Water 2010 that are located within the Unitary Plan Waitakere Foothills and Waitakere Ranges zones; and

c)      expresses concern as to how effectively a new bylaw can be enforced.

a)      approve two extraordinary local board business meetings at 4pm on Tuesday 2 May 2017 and at 4pm on Tuesday 6 June 2017 to ensure delivery of the 2017/2018 Annual Budget and Devonport-Takapuna Local Board Plan.

b)      adopt the approach to guide the local board’s workshop programme for the 2016 – 2019 political term as outlined in Attachment A to the agenda.

c)      adopt the workshop schedule outlined below:

i)       workshop one: 1-6pm, first Tuesday of every month; and

ii)      workshop two: 2-5pm, second Tuesday of every month.

26        Consideration of Extraordinary Items

 

26.1

Storm Debris on Milford, Takapuna and Devonport beaches

 

Resolution number DT/2017/52

MOVED by Deputy Chairperson G Wood, seconded by Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)         strongly advocate to Community Facilities to urgently remove rubbish (such as logs, branches and debris), deposited during the recent storm along the beach abutting the road ends from Milford Road, Audrey Road, The Strand, Hauraki Road and Devonport beaches, in light of the reduced amenity caused by the recent storms and large/high tides, which will ensure the safety of beach goers;

b)        request that should the claim that Community Facilities do not have the funds for this urgent clean-up then the Devonport-Takapuna local board allocate up to $15,000 from its locally driven initiatives operational budget (parks response fund) for this activity;

c)         delegate authority to the chairperson and deputy chairperson to authorise additional expenditure for the clean-up referenced in resolution b) up to an additional $15,000 from its locally driven initiatives operational budget (parks response fund) in the event additional budget is required to carry out the activity identified; and

d)        request a report back to the board once the clean-up has been completed and confirm the amount spent.
