Lighting and planning provisions for Aotea Great Barrier Dark Sky Sanctuary Proposal

Resolution number GBI/2017/24

MOVED by Chairperson I Fordham, seconded by Member S Daly:  

That the Great Barrier Local Board:

a)         note that it has applied to the International Dark Sky Association (IDA) for recognition of Aotea Great Barrier Island as a Dark Sky Sanctuary.

b)        request that the Planning Committee supports the inclusion of the IDA minimum specifications for Dark Sky Sanctuary status for Aotea Great Barrier Island within proposed planning rules when the Hauraki Gulf Islands District Plan is transitioned into the Unitary Plan.

c)         note that while the levels of outdoor lighting on Aotea Great Barrier Island are extremely low and it is not aware of any proposals that would create issues for the proposed sanctuary, it requests that the Planning Committee asks officers to advise what steps can be taken to ensure that the island’s dark sky environment has adequate protection until such time as the Hauraki Gulf Islands District Plan is transitioned into the Unitary Plan to provide certainty for the sanctuary proposal.

d)        confirm that it is committed to a public education programme explaining the Dark Sky Sanctuary to the wider Aotea Great Barrier community, and asks that the IDA guidelines be made available to any resource consent application for outdoor lighting on Aotea Great Barrier Island.

e)         establish an advisory group chaired by the local board chair and including key island representatives with a role in the proposal, to support and monitor the implementation of the Dark Sky Sanctuary and provide a forum to address issues and opportunities.

f)          note of thanks to Richard and Gendie Somerville-Ryan, Nalayini and Gareth Davies for their work and input in this application.

Draft Air Quality Bylaw and Statement of Proposal

That the Great Barrier Local Board:

a)         note the opportunity to provide feedback on the draft Air Quality Bylaw for Indoor Domestic Fires.

b)        agree to provide feedback on the draft Air Quality Bylaw for Indoor Domestic Fires in writing and/or by attending the local board hearings session on 19 April 2017.

c)        delegate authority to the chairperson in discussion with board members to prepare draft feedback for the board's consideration before submission.

Project 17: Auckland Council Maintenance Contracts

 

Marcel Morgan - Area Manager Operational Management & Maintenance, Community Facilities was in attendance to present to the Great Barrier Local Board in respect to the Project 17: Auckland Council Maintenance Contracts report.

 

 

Resolution number GBI/2017/27

MOVED by Chairperson I Fordham, seconded by Member S Johnson:  

That the Great Barrier Local Board:

a)         provide feedback on:

                      i.        Standard and Enhanced Assets (Attachment C);

                    ii.        Full Facilities Contract Service Specifications (Attachment D); and

                   iii.        Supplier Specific Information (Attachment E).

b)         note that the local board will have the opportunity to meet successful suppliers in April and May to discuss and refine local service level variations.

c)         delegate authority to the chairperson to draft the feedback on the Project 17: Auckland Council Maintenance Contracts noting the deadline of 24 March 2017.

That the Great Barrier Local Board:

a)             exclude the public from the following part(s) of the proceedings of this meeting.

b)        agrees that relevant staff supporting the Great Barrier Local Board be permitted to remain for Confidential Item after the public has been excluded, because of their knowledge which will help the Great Barrier Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded; the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

s7(2)(i) - The withholding of the information is necessary to enable the local authority to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).

In particular, the tender process, including negotiations are ongoing. The commercial details were received in a closed tender and are subject to an obligation of confidence until a decision has been made on the successful operator. Council intends to negotiate the exact terms and conditions of the contract once the contract is entered into.
