a)      endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 343 Swanson Road, Ranui.

b)      endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to revoke the reserve status and dispose of 32 Harbour View Road, Te Atatu Peninsula.

Unlock Henderson High Level Project Plan

That the Henderson-Massey Local Board:

a)      endorse the proposed vision for the wider Henderson area to become an “Urban Eco Centre, enhancing the mauri of the twin streams of Wai O Panuku and Wai Horotiu”

b)      Support the five Principles that will guide the development:

i)       An emphasis on attracting and retaining families when planning developments

ii)      Reinforce the West Auckland and Eco-City identity to enhance perceptions

iii)     Integration of green building features in developments

iv)        Include partnership with the community, mana whenua, mātāwaka

 and council organisations in development planning

v)      Ensure a Place-led approach, embed Te Aranga design and reflect the cultural narrative in developments

c)      support the four Goals that will focus our efforts to:

i)       achieve high quality, medium density residential and commercial development

ii)      plan two walking and cycling links to better connect development sites to amenities and services, supporting the Twin Streams pathway

iii)     incorporate public and creatives arts as a point of difference, to enhance the quality of development outcomes

iv)     transform Henderson Valley Road into a high quality, urban mixed use residential corridor over time, within the Unlock boundary.

v)   Requests the Governing Body invest the proceeds from any sales within the Henderson metropolitan area back into the development of Henderson in line with the Unlock Henderson High Level project plan

Funding Agreement and Licence to Occupy : Massey Community Hub, 385 Don Buck Drive.

 

Resolution number HM/2017/28

MOVED by Member V Neeson, seconded by Member P Bold-Wilson:  

That the Henderson-Massey Local Board:

a)      approve a three year funding agreement with Massey Matters Inc. for the years 2017-2020, commencing on 1 July 2017 and terminating on 30 June 2020, for the operation of the Massey Community Hub, 385 Don Buck Road, Massey

b)      approve funding of $52,000 per annum to be adjusted in accordance with Council’s agreed inflationary mechanism (CPI) once confirmed, to Massey Matters Inc.

c)      approve the granting of a three year licence to occupy and manage to Massey Matters Inc. for Massey Community Hub (The Hub): 385 Don Buck Road, being Pt Lot 3 DP 24459.  for the years 2017-2020, commencing on 1 July 2017 and terminating on 30 June 2020

i) Rent- $1.00 plus GST per term if requested
ii) All other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012

d)      note that Community Facilities staff will present the local board with options for the future of 399 Don Buck Rd once options are developed.

e)      wishes to thank the Flaunty Family Trust for accommodating Massey Matters rent free over many years as no accommodation could be found which enabled Massey Matters to work and serve the community.

a)      pursuant to section 319(1)(j) of the Local Government Act 1974, approves, the proposed road names for the new roads and Jointly Owned Access Lots (JOALs) constructed within the subdivision being undertaken by Ministry of Business Innovation and Employment at 73-89 Moire Road, Massey:

·   Road 1: Mānutewhau Road (subject to confirming the correct spelling as Manutewhau, without macron on the first “a”)

24        Consideration of Extraordinary Items

 

24.1

Allocation of locally driven initiative funding to parks projects

 

Resolution number HM/2017/36

MOVED by Member V Neeson, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)    Fund $71,000 from the Henderson-Massey Local Board’s Locally Driven Initiative Capital Fund for park improvements at Te Rangi Hiroa youth park for:

·                     replacing the limestone aggregate path with concrete for  $21,000

·         fitting guttering and connecting to storm water for the whanau shelter $5,000

·                     installing two all access crossings $10,000

·                     wetpour behind the climbing mound $25,000

·                     redress grass areas $10,000.

b)    Fund $9,000 from the Henderson-Massey Local Board’s Locally Driven Initiative Capital Fund for a picnic table and seat at Murillo Reserve

c)    Fund $6,000 from the Henderson-Massey Local Board’s Locally Driven Initiative Capital Fund for a seat at Henderson Valley Park (Tabitha Cresent).

d)    If the total cost of the projects in resolutions a, b and c exceeds the $86,000 allocated, the board delegates the Chairperson to approve additional consenting and design costs to a maximum of $10,000.

b)         agree that Glenn Boyd, Linda Smith and David Rose be permitted to remain for Confidential Item 17: Project 17: Auckland Council Maintenance Contracts after the public has been excluded, because of their knowledge of the subject, which will help the board in its decision-making. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. Project 17: Auckland Council Maintenance Contracts

 

Resolution number HM/2017/38

MOVED by Member M Grey, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)         note the confidential status of attachment e to Item 17.

b)      note the confidential status of attachment h to Item 17.

c)      provide the following feedback on:

i)          Standard and Enhanced Assets (Attachment Three)

·         note that there is an expectation that a number of its parks will require an approach that reduces the amount of spray used in sensitive areas like community gardens, orchards and play based parks.

·         seek to make the most of the opportunity of coordinated town centre maintenance and this include a more active cleaning and maintenance of sidewalks, plazas, open areas adjoining council facilities, directional and interpretive signage, and street gardens.

·         note that in the local board area there are a number of integrated art bridge installations that need to be seen as asset lists that will require regular cleaning and maintenance

·         note that Henderson and Westgate are metro-centres in Auckland Plan and will require higher level of service.

·         note that in suburban areas the matter of street tree maintenance needs to be coordinated between Council contractors, Auckland Transport and Vector.

ii)         Full Facilities Contract Service Specifications (Attachment Four)

·      support the development of regional service level standards and the intent of equity of service to all communities across Auckland

·      support the specifications outlined noting that the service levels / assets are intended to meet community outcomes; be fit for purpose and be in good condition.

·      support the focus on independent monitoring and effective evaluation of performance.

e)    note that the local board will have the opportunity to meet successful suppliers in May to discuss and refine local service level variations

f)     Notes the board continues to have an interest in housing for older persons and requests that an update be provided with regards to renewals and maintenance processes.

g)    Supports opportunity for community empowerment in managing council assets and note that any relationship with volunteer groups should be held by council and enabled by the contract

h)    agrees that the resolutions a), b), c) i), c) ii) and d) be restated in the open minutes, and that c) iii) remain confidential until such time the aspect of commercial confidentiality no longer exists.
