That the Mangere-Otahuhu Local Board:

a)         Approve an extraordinary item of business relating to the New Road Name Approval for the residential subdivision by Top Picks 2012 Ltd at 134 McKenzie Road, Mangere report at agenda item 27.

 

b)         Agrees that this item is extraordinary and should be considered before the next meeting of the Mangere-Otahuhu Local Board because the developer has been making proactive efforts to contact and receive responses from local iwi around this road naming application.  Roads need to be named before subdivisions and house sales are finalised, so holding costs may be incurred by developers, and the developer has raised this as an issue in this case.

b)      Expresses disappointment about Auckland Transport’s lack of flexibility in facilitating council policy of providing local board members’ parking at their local board offices.

c)      Provides the following comment on the Walmsley Road transit lanes project:

         (i)            there is concern about the impact that large trucks and trailers will have on user safety.

d)      Requests Auckland Transport officers provide update information on the upcoming changes to the Mangere Town Centre bus stops.

a)         That the Mangere - Otahuhu Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, approve the road name ‘Tapuwae Way’ proposed by the Applicant, for the new road created by way of subdivision at 8 Kirkbride Road, Mangere.

b)         That the Mangere - Otahuhu Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, approve naming the short section of road providing frontage and access to 6 lots, linking the two developments as ‘Lili Chen Way’.

2016 Elections - Highlights and Issues

a)            Queries whether  there is a variation in results between areas where  engagement activities and events were carried out compared to areas where there were not (no. 13 in report).

b)            Note the board’s concern that there were several parts of the Māngere-Ōtāhuhu Local Board area where residences did not receive voting papers or did not receive them in time.

c)            Request the Principal Advisor, Democracy Services attend a workshop to seek more details and clarification so that the Māngere-Ōtāhuhu Local Board can consolidate their comments and feedback.

d)            Agree its final comments following a workshop which will be reported back to the Governing Body for inclusion in the Auckland Council’s submission to the Justice and Electoral Select Committee’s “Inquiry into the 2016 local authority elections”.

Project 17: Auckland Council Maintenance Contracts

That the Māngere-Ōtāhuhu Local Board:

a)            Supports, in principle, the proposed approach for the new Auckland Council maintenance contracts for parks, buildings and open space.

b)            Supports sustainable procurement practices by the council organisation and setting SMART procurement targets for the five local board clusters, including RIMA.

c)            Acknowledges employment and career opportunities for youth, especially Maori and Pacific young people, will be included in new contract conditions.

d)            Supports the Living Wage as a measure of contract performance.

e)            Seeks close monitoring and reporting to the local board on the local impact of SMART procurement outcomes and targets.

f)             Notes local board governance of local assets and public spaces and requests the Community Facilities team maintains regular contact and communication with the board, including monthly attendance at workshops.

g)            Requests that Customer Service information for the local board area is provided to the local board on a regular basis to help monitor contract performance.

h)            Nominates the Chair to attend the council’s Finance and Performance Committee meeting on 28 March 2017, when the final officer report is to be presented.

Purpose

1.       The purpose of this report is to seek approval from the Mangere–Otahuhu Local Board, for the naming of a private way for an 8 lot residential development at 134 McKenzie Road, Mangere.  The development is nearly complete and all 8 houses have contracts for sale and are ready for occupation by the buyers.

2.       The developer has suggested three possible names for the private way and has circulated them to the local iwi groups for comment.

Executive summary

3.       Auckland Council has road naming guidelines that set out the requirements and criteria of the council for proposed road names.  These requirements and criteria have been applied in this situation to ensure consistency of road naming for the Auckland Council.

4.       Local iwi groups were consulted about the name Kiana Lane (the applicant’s initial suggested road name) and the two other suggested names. The response received from Te Akitai Waiohua suggested Ararata Lane which they advised is the original Maori name for the nearby Black Bridge stream.

5.       Following assessment, the suggested road names Ararata Lane and Kiana Lane were determined to meet the road naming policy criteria. 

6.       The name Ararata Lane as now proposed by the applicant as his first choice, and is recommended for approval by the local board.

Comments

7.         The Auckland Council Road Naming Guidelines allowed that where a new road needs to be named as a result of a subdivision or development, the subdivider/developer shall be given the opportunity of suggesting their preferred new road name for Council’s approval.

8.         The private way to be named serves an 8 lot residential development at 134 McKenzie Road, Mangere.  The development is nearly complete and all 8 houses have contracts for sale and are ready for occupation by the buyers.

9.         The Applicant has proposed for consideration the following names for the private way.

The applicant, Mr Tony Stevenson’s request was accompanied by a letter which explained his reasons for choice of his suggested names:

The following is an extract from his letter dated 17 February:

“These names were chosen due for a variety of reasons. Because they hadn’t been used, we had referred to the ROW throughout development as Kiana Bella Lane (Bella is already being used) even though we did not think we needed a street name and the name can be translated to Moon Goddess which seems appropriate opposite the Mangere Bridge cemetery (looking over the residents at night). The third choice translates to protector (similar reasons to the 2nd choice).”

 

“In stating my 3 preferences I have absolutely no problem if the local Iwi want another street name due to any cultural significance of the area, I respect their decision. I am not sure what the process is but if they don’t accept these names I would like them to name the street rather than myself come back with some further names which still may not be suitable.

 

As this was not a condition of my Resource Consent it came as a huge surprise at this late stage of the development (we are about to lodge 224c and apply for CCC’s in the next 2 weeks). All 8 houses have been sold and there are 8 families very keen to move in asap.

I understand and respect the process this needs to go through but any assistance you can give to help speed this up for purchasers and my (have bank facility expiring and high holding costs) would be very much appreciated. If I can provide any further assistance myself, please just let me know.”

 

Mr Stevenson amended his initial request on 9th March 2017 following receipt of the response from Te Akitai Waiohua as noted above.

Consultation

10.     The applicant Mr Tony Stevenson has circulated his suggested names to the list of Iwi representatives and has received replies that are summarised as follows:

·  Kowhai Olsen - Te Ahiwaru – Waiohua,  (Makaurau Marae Maori Trust) -

a)      has no objection to any of the suggested names;

b)      

·  Nigel Denny – Te Akitai Waiohua – advised Mr Stevenson that his application for a name for the private way was tabled at the meeting on 8th March. Te Akitai Waiohua offered Ararata Lane for consideration as it is the original Maori name for the nearby Black Bridge stream, and,

c)      

·  Tame Te Rangi – Ngati Whatua – advises that they defer their Mana Whenua interests to Te Akitai.

d)      

·  At the date of preparation of this report no other responses had been received.

e)             

Mr Stevenson subsequently advised that he wished to request Ararata Lane as his first choice, Kiana Lane as the second choice and Marama Lane as the third choice.

 

Decision Making

11.     The Auckland Council, by way of the Auckland Council Long Term Plan (2012 - 2022), allocated the responsibility for the naming of new roads, pursuant to section 319(1)(j) of the Local Government Act 1974, to Local Boards.

 

Assessment

12.     The Applicant’s proposed road names have been assessed against the criteria set out in the Auckland Council road naming guidelines;

13.     The names Ararata Lane as now proposed and Kiana Lane his initial preference, meet all the criteria of the road naming guidelines.

Of the alternative suggested names, Marama is already in use in Castor Bay (North Shore) and Epsom, so it is not acceptable by itself as a road name.

Of the other suggested names from Mr Stevenson, neither Atua or another initial suggestion, Kaitiaki have been used in the Auckland Council area.  They meet the criteria of the council’s road naming guidelines, so either of these names would also be acceptable for use if desired;

Conclusion

14.     As the applicant’s preferred name Ararata Lane meets the criteria, but subject to further comments being received from the iwi groups contacted, the name Ararata Lane is recommended for approval by the local board.

Consideration

 

Significance of Decision

 

15.     The decision sought from the Mangere–Otahuhu Local Board for this report does not trigger any significant policy and is not considered to have any immediate impact on the community.

 

 

 

Financial and Resourcing Implications

16.     The cost of processing the approval of the road name and any installation of road name signage is recoverable in accordance with Council’s Administrative Charges.

Legal and Legislative Implications

17.     The decision sought from the Mangere–Otahuhu Local Board for this report is not considered to have any legal or legislative implications.

Implementation

18.     The Resource Consenting Team is involved in ensuring that appropriate road name signage is installed accordingly once an approval is obtained for the new road name.
