Frank Galvin tabled a copy of the letter he had received from the Deputy Mayor, Bill Cashmore, responding to a request for traffic calming measures in Finlayson Avenue between Burundi Avenue and Palmers Road. A copy of Mr Galvin’s speaking notes is also attached.

Resolution number MR/2017/32 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: a) thank Frank Galvin for his deputation regarding: i) the public transport network – lack of connection between train and bus services late at night. ii) request to repair the bus shelter at 231 Finlayson Avenue iii) request for speed humps on Finlayson Avenue between Burundi Avenue and Palmers Road. iv) request for a pedestrian crossing at 206 Finlayson Avenue to cater for the children attending the Te Matauranga Primary School. |

Resolution number MR/2017/34 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: a) receive the verbal report from Councillor Daniel Newman regarding: i) draft 2017/2018 Annual Plan consultation · rates increases – 2%, 2.5% or 3.5% · targeted rate based on the capital value of properties for hoteliers and moteliers ii) sequencing of release of land for urban zoning – proposing to put Takanini to the end of the plan – costs of stormwater drainage for this area is $500 million iii) Part 770R Great South Road, Manukau reserve revocation and disposal recommendation iv) lack of opportunity for submitters to speak at a hearing during special consultative processes, eg: annual plan. |

Resolution number MR/2017/35 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board a) receive the member update from: i) Stella Cattle regarding the World War I Committee’s activities: · Planting of the Dove Tree – held 4 March 2017 · World War I Luncheon scheduled for 21 May 2017 – invitations will be sent out via the RSA. Invitations will be also be extended to the Papatoetoe and Papakura RSAs and the Maori Women’s Welfare League.
ii) Ken Penney regarding: · Weymouth Boat Club stakeholders now available · appointment of the new Manurewa Town Centre Manager – Neil Punja. Fortunate to have Southmall in with the Manurewa Business Association. Looking forward to moving forward. |

Resolution number MR/2017/36 MOVED by Chairperson A Dalton, seconded by Member K Penney: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Local Board Chairperson regarding: i) annual plan, local board plan, long-term plan – Māori engagement – presenting options – asking for submissions – Māori want to be part of developing the proposal. ii) Pasifika Fono 20 March 2017 – Sarah Colcord and Stella Cattle will be attending iii) Manurewa will be holding hearings for the local board plan iv) Easter Sunday Trading – sought feedback from members as follows: · council should not be doing anything - nothing has to change · Foodstuffs and Progressive are the only two companies who have approached council to make a change. · Members supported in principle, the chairperson speaking to the governing body on this topic v) Governance framework review Political Working Party update vi) Planning Committee workshops – Auckland Plan refresh. |

Resolution number MR/2017/37 MOVED by Chairperson A Dalton, seconded by Member S Brown: That the Manurewa Local Board: a) receive the report entitled ‘Auckland Transport Update – March 2017’ and the attached issues register from Auckland Transport’s Elected Member Relationship Manager (South). b) defer to the future, the portion of Local Board Transport Capital Fund project #354 (Manurewa covered walkway) to extend the area of completed canopy across to the two bus shelters within the Manurewa park and ride/bus interchange area. c) request Auckland Transport review the positioning of the proposed bus lay overs on Selwyn Road and Russell Road as the board: i) holds concerns over the removal of parking outside the WINZ office and the Anglican Church ii) notes the use of the parking outside the WINZ office by the “Feed a Family” food truck that regularly provides meals to struggling families iii) suggests Auckland Transport consider Northcrest Way and Rogers Road. |

Part 770R Great South Road, Manukau reserve revocation and disposal recommendation |

Resolution number MR/2017/38 MOVED by Chairperson A Dalton, seconded by Member K Penney: That the Manurewa Local Board: a) endorse, subject to the satisfactory conclusion of any required statutory processes: i) the revocation of the reserve status of approximately 4,594m2 of 770R Great South Road, Manukau comprised of an estate in fee simple more or less being Section 1 SO 361058 contained in computer freehold register 440697. ii) the disposal of approximately 4,594m2 of 770R Great South Road, Manukau comprised of an estate in fee simple more or less being Section 1 SO 361058 contained in computer freehold register 440697, by Panuku Auckland through a transparent sale and agreement process at full and fair market value.
b) note, in the interest of full transparency, that the Second Nature Charitable Trust has entered into a conditional agreement to sell approximately 4,594m2 of 770R Great South Road, Manukau to the Safari Group (NZ) Limited.
c) note, in the interest of full transparency, that the Safari Group Hotel (NZ) Limited currently have a resource consent lodged with Auckland Council for a Ramada hotel/apartment building with ground floor café/medical/ education facilities and basement car parking on the Pacific Events Centre site at 770R Great South Road.
d) note that the Second Nature Charitable Trust has undertaken its own procurement process in selecting the Safari Group (NZ) Limited for the development of a hotel and apartment complex on Auckland Council owned land at 770R Great South Road, Manukau and that the Second Nature Charitable Trust has entered into these commercial arrangements as an independent, standalone entity in accordance with its own objectives.
e) note, in the interest of full transparency and to avoid “flipping” by Second Nature Charitable Trust, that the Manurewa Local Board supports the land sale by Panuku to an open market or bid process, noting i) that the Second Nature Charitable Trust would need to relinquish their lease over approximately 4,594m2 of 770R Great South Road, Manukau comprised of an estate in fee simple more or less being Section 1 SO 361058 contained in computer freehold register 440697. |
