Terms of Reference for the Auckland Council Rural Advisory Panel for the 2016-2019 term

Purpose
1. To note the terms of reference for the Rural Advisory Panel for the 2016-2019 term of Auckland Council.
Executive summary
2. The mayor established the Rural Advisory Panel for the 2016-2019 term to offer advice on Auckland’s rural issues to the council.
3. The terms of reference for the Rural Advisory Panel contain the scope of the panel’s work and guidelines for membership.
4. The terms of reference are in Attachment A. Changes from the previous terms of reference reflect the needs for the 2016-2019 term.
5. The panel’s term will end one month prior to the next local government elections in September 2019.

Comments
6. The Rural Advisory Panel was established in the 2010-2013 term. As one of council’s engagement mechanisms with the rural sector in Auckland, the Rural Advisory Panel provides advice to the council within the remit of the Auckland Plan on the following areas:
· council policies, plans and strategies relevant to the rural sector
· regional and strategic matters relevant to rural issues
· any matter of particular interest or concern to rural communities.
7. On 2 November 2016, the mayor re-established the Rural Advisory Panel for the 2016-2019 term with the governing body’s endorsement. The terms of reference are in Attachment A.
8. Main changes from the previous terms of reference include the meeting frequency. In the 2016-2019 term, the panel will meet every two months and up to six times per year. The panel may submit its recommendations on important rural issues to the Environment and Community Committee if required.
9. The panel may have up to 21 members including the chair. Panel members include elected members from the council and representatives of the rural sector who can offer in-depth advice on council’s planning and strategies relevant to the sector.
10. The mayor appointed Deputy Mayor Bill Cashmore as the panel chair for the 2016-2019 term of the council. The chair appointed Councillor Greg Sayers as the deputy chair to perform any delegated tasks in his absence.
11. The form and structure of panel meetings may be reviewed before or after the end of 2016-2019 term. The panel’s term will end one month prior to the next local government elections in September 2019.
Consideration
Local board views and implications
12. The panel has three local board members representing the rural local board areas including Franklin, Rodney and Waitakere Ranges. The local board members will attend panel meetings to share local board views with the panel.
Māori impact statement
13. The panel has a member of the Independent Māori Statutory Board and will consider Māori perspectives on rural issues.
Implementation
14. The format and structure of panel meetings may be reviewed before or after the end of 2016-2019 term.

Rural Advisory Panel Work Programme 2017

Purpose
1. Warren Maclennan, Manager Planning - North/West and Islands – Rural Advisory Panel Lead Officer Support, will introduce this item to discuss and develop the panel’s work programme for this year.
Executive summary
2. A draft proposed work programme for the Rural Advisory Panel is appended as Attachment A.
3. Members may wish to suggest additional topics or to move topics to different months. Unforeseen topics, for example, a biosecurity incursion, will be reported on as required.
4. A memo from the Chair, Cr Bill Cashmore, summarising Rural Advisory Panel Feedback on the running of the panel over the 2013 – 2016 term, is appended as Attachment B.
