Standing Order 3.20 provides for deputations. 8.1       Freeman Associates Ltd

Purpose

1.       The purpose of this deputation is to address the Upper Harbour Local Board regarding the activities of Freeman Associates Limited.

Executive summary

2.       Fay Freeman of Freeman Associates Limited, will be in attendance to address the Upper Harbour Local Board regarding the expansion of their activities in the area.

Recommendation/s

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Fay Freeman of Freeman Associates Limited.

8.2       Epilobium plant project / Hobsonville Point park design

Purpose

1.       The purpose of this deputation is to address the Upper Harbour Local Board regarding the epilobium plant project and the Hobsonville Point park design.

Executive summary

2.       The following staff and students from Unitec, Hobsonville Point Secondary School, and Auckland Council will be in attendance to address the Upper Harbour Local Board regarding their research on the epilobium plant in the Upper Harbour Local Board area:

·        Kelly Hayhurst – research student, Unitec;

·        Sinead Spedding – research student, Unitec;

·        Diane Fraser – senior lecturer, Unitec;

·        Liz McHugh – teacher, Hobsonville Point Secondary School;

·        Aubrie Mitchell – student, Hobsonville Point Secondary School;

·        Kane Tipene – student, Hobsonville Point Secondary School;

·        Angus Clelland – student, Hobsonville Point Secondary School;

·        Chris Ferkins – Biodiversity Adviser, Auckland Council; and

·        Mary Stewart – Senior Biodiversity Advisor, Auckland Council.

 

Recommendation/s

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Unitec and Hobsonville Point School staff and students, and staff from Auckland Council.

b)      thank Kelly Hayhurst, Sinead Spedding, Diane Fraser, Liz McHugh, Aubrie Mitchell, Kane Tipene, Angus Clelland, Chris Ferkins, and Mary Stewart for their attendance and presentation.

 

 

 

8.3       Herald Island Community Wharf Trust

Purpose

1.       The purpose of this deputation is to address the Upper Harbour Local Board about the activities of the Herald Island Wharf Trust.

Executive summary

2.       Craig Clark, of the Herald Island Community Wharf Trust, will be in attendance to address the Upper Harbour Local Board to provide an update on how the trust allocated funding received from the board.

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Craig Clark of the Herald Island Community Wharf Trust.

8.4       Whenuapai Residents and Ratepayers Association

Purpose

1.       The purpose of this deputation is to address the Upper Harbour Local Board regarding concerns which the Whenuapai Residents and Ratepayers Association would like to bring to the board’s attention.

Executive summary

2.       Andy Milne Secretary, Kirke Campbell Chair, and Suzanne McFadden Deputy Chair, of the Whenuapai Residents and Ratepayers Association, along with other members of the association, will be in attendance to address the board to present a list of concerns for further discussion.

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Andy Milne Secretary, Kirke Campbell Chair, Suzanne McFadden Deputy Chair, and other members of the Whenuapai Residents and Ratepayers Association.

8.5       Hobsonville Point memorial garden

Purpose

1.       The purpose of this deputation is to address the Upper Harbour Local Board regarding the Hobsonville Point memorial garden.

Executive summary

2.       Kathleen Waldock of Hobsonville Land Company, and Annie Johnson and Lynn Hilton of the Hobsonville Point garden club, will be in attendance to address the Upper Harbour Local Board regarding reinstatement of the Hobsonville Point memorial garden.

Recommendation/s

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Kathleen Waldock of Hobsonville Land Company, and Annie Johnson and Lynn Hilton of the Hobsonville Point garden club.

8.6       Sustainable Paremoremo Group

Purpose

1.       The purpose of this deputation is for the Sustainable Paremoremo Group to address the Upper Harbour Local Board about the North-West Wildlink and Pare-dise projects.

Executive summary

2.       Mike Pratchett and Rick Jobbit of Sustainable Paremoremo Group, will be in attendance to address the Upper Harbour Local Board regarding planning and resourcing for the North-West Wildlink and Pare‑dise projects.

Recommendation/s

That the Upper Harbour Local Board Community Forum:

a)      receive the deputation from Mike Pratchett and Rick Jobbit of the Sustainable Paremoremo Group.

b)      thank Mike Pratchett and Rick Jobbit of the Sustainable Paremoremo Group for their attendance and presentation.

 

 

9          Public Forum

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10        Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”
