b)         Requests community facilities staff to investigate the options for renewing the artificial turf at the cricket nets at Te Atatu Park.

Deputation - Te Atatu Peninsula Business Association request for consideration of town centre upgrade in near future

That the Henderson-Massey Local Board:

a)    Receive the deputation from Town Centre Manager Robynne Pringle, TAPBA and Chair Stephen Enger.

b)     Requests Auckland Transport to investigate matters raised with regards to the amenity and safety of the pedestrian environment at Te Atatu Peninsula Town Centre and report back to the local board by the June 2017 business meeting.

c)    Requests staff investigate the request for a town centre upgrade of Te Atatu Peninsula to be included in the Long Term Plan 2018-2028.

Deputation - Te Whare Hukahuka: Ka Eke Poutama Youth in Governance and Leadership programme

a)          Receive the deputation from the Shay Wright from Te Whare Hukahuka.

b)         Requests staff investigate options for supporting Ka Eke Poutama Youth in Governance and leadership programme from the Henderson-Massey local board area.

9          Public Forum

           

 

 

9.1

Joshua Koko and Grant Wilson from Waipareira Trust spoke on Taniwha Tales – empowerment through art. They updated the board on their activities and their plea to help find a new home as their current building has been sold. 

9.2

Linda Graham

Ms. Graham raised concerns on the impact of the board changing a long-held lease from the Henderson Vally Pony Club to a shared lease with Henderson Riding for the Diabled.

Carolyne Moran

Ms Moran raised concerns about:

-       dog challenges at Riverpark Crescent, Henderson and the hazard poised at preschool children.

-       Having a direct line to the animal management department in cases of emergencies such as a dog attack.

That the Henderson-Massey Local Board:

a)      grant a new community lease to NZ Ethnic Social Services Trust, located on part of Covil Park, 56A Covil Park, Te Atatu South subject to the following terms and conditions:-

i)       term – 5 years commencing 18 April 2017 with one 5 year right of renewal;

ii)      rent - $1.00 plus GST per annum if requested;

iii)     maintenance Fee - $500.00 per annum plus GST;

iv)     NZ Ethnic Social Services Trust Community Outcomes Plan (Attachment B) as approved be attached to the community lease document. 

b)      all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.

i)       Term – 33 years from 31 March 2007 to 31 March 2040;

ii)      Rent - $5.00 plus GST per annum if requested;

b)      all other terms and conditions in accordance with the terms and conditions stipulated in the Deed of Lease dated 22 October 1974.

a)      approves the draft Henderson-Massey Local Board Plan 2017 (Attachment A) for public consultation using the Special Consultative Procedure.

b)      approves the Henderson-Massey Local Board Plan summary (Attachment B).

c)      in the event that minor edits are required to the draft local board plan or summary the board delegates to the Chair or other delegate to work with staff as a matter of urgency.

LDI Community Response Fund Opex 2016/2017 allocations

That the Henderson-Massey Local Board:

a)      allocate a $8,000  grant from LDI community response opex 2016/2017 to Kakano/UNITEC to enable the design and installation of window film over the glass walls of the Henderson Train Station Skybridge Subject to final approval by the Local Board.

b)      allocate a $12,000 grant from LDI community response opex 2016/2017 to YMCA Massey to support the implementation of the Raise up Massey Youth Space Project.

c)      allocate a $10,000 grant from LDI community response opex 2016/2017 to McLaren Park Hub South for support continued delivery of a youth voice initiative.

d)      allocate a $30,000 LDI community response opex from 2016/2017 to ATEED to progress the next phase of the Henderson Value Proposition work.

e)      Allocate a $10,000 grant from  LDI community response opex to Community Waitakere to undertake community asset mapping to identify information to support more sustainable engagement between West Auckland Maori and Council as well as amongst West Auckland Maori themselves.

f)       Allocate a $35,000 grant from LDI community response opex to Ranui Community Centre to fund unbudgeted expenses related to the recent refurbishment of the centre.
