The chairperson opened the meeting and welcomed all those in attendance. The chairperson adjourned the meeting at 3.38pm. The meeting reconvened at 3.55pm.

Highfield Donkeys

 

Peter Caccia-Birch and John Montgomery of Highfield Garden Reserve outlined the activities of the reserve and the donkeys associated with it. Mr Caccia-Birch and Mr Montgomery tabled written documentation which has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

That the Rodney Local Board Parks and Recreation Committee:

a)      thank the representatives from Highfield Donkeys Incorporated for their presentation on the activities associated with the donkeys on the park at Highfield Garden Reserve, Algies Bay.

8.2

Whangateau Residents and Ratepayers Association - proposal for fitness trail

 

Audrey Sharp, Rosemary Kreig and Hugh McKergow were in attendance to outline the proposal for a fitness trail at Whangateau Reserve. The presenters said that the proposal was a community initiative and sought support from the local board for landowner permission to erect various fitness equipment on the reserve. The presenters tabled information which has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

That the Rodney Local Board Parks and Recreation Committee:

a)      thank the representatives from Whangateau Residents and Ratepayers Association for their presentation on a proposed fitness trail at Whangateau Reserve.

Freedom Camping - Lynley Joyce

 

Lynley Joyce was in attendance to outline concerns in regard to freedom camping in the Rodney Local Board area. Ms Joyce tabled written information which has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

Maurice Purdy

 

Maurice Purdy of Kaipara Flats Road was in attendance to address the local board on a number of issues including future water supply, the impacts of the proposed motorway from Warkworth to Wellsford particularly on lifestyle blocks in the vicinity of the indicative route, and the possibility of future subdivision of lifestyle blocks in the Kaipara Flats area.

That the Rodney Local Board:

a)         thank Maurice Purdy for his presentation to the local board on a             number of issues including water supply, the impacts of the    proposed             Warkworth to Wellsford motorway and subdivision.

13        Procedural motion to exclude the public

Resolution number RODPC/2017/6

MOVED by Member P Pirrie, seconded by Member T Berger:  

That the Rodney Local Board Parks and Recreation Committee:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

b)      agree that Anita Coy-Macken (Sport and Recreation Lead Team Leader) and Neil Coventry (Sport and Recreation Lead) be permitted to remain for Confidential Item C1: ‘Warkworth Swimming Pool – Expressions of Interest’ after the public has been excluded, because of their knowledge of the subject matter which will help the Rodney Local Board Parks and Recreation Committee in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

Warkworth Swimming Pool - Expressions of Interest

 

a)      confirm the key requirements in seeking a development partner for Warkworth Swimming Pool are to minimise the capital and operational investment required from council and provide for learn to swim and structured programmes as the priority.

c)      support staff seeking the deferral of $40,000 of the Locally Driven Initiative budget to 2017/2018 to progress planning for a swimming pool in Warkworth on the basis the project will not be completed by 30 June 2017.

d)      confirm that there be no restatement of the confidential report, attachments or resolution b) for the ‘Warkworth Swimming Pool – Expressions of Interest’ item until negotiations have been completed, and only then is the resolution to be restated.
